Florida Commission on Human Relations; Removes requirement that Florida Commission on Human Relations send certain information to certain persons by registered mail.
Relative Caregiver Program Payments; Providing that relatives and nonrelatives who have a child placed with them in out-of-home care under the Relative Caregiver Program may start receiving a monthly payment at the time the child is placed in such out-of-home care, instead of starting when the child is found to be dependent; providing that certain relatives and nonrelatives who have a child placed with them may start receiving monthly payments after a specified time period, etc.
Pub. Rec./Criminal Acts that Evidence Prejudice; Requires AG, rather than Governor, through FDLE, to collect & disseminate specified information; expands public records exemption to include collection & dissemination of data on incidents of criminal acts that evidence prejudice; provides for future review & repeal of expanded exemption; requires AG to publish annual report, rather than an annual summary; provides statement of public necessity.
Medical Marijuana; Specifying additional medical conditions that qualify an individual to receive medical marijuana and medical marijuana delivery devices; revising the frequency with which qualified physicians must evaluate existing qualified patients for a physician certification for the medical use of marijuana; requiring the Department of Health to establish procedures and processes for certain nonresidents to register as visiting qualified patients and be issued identification cards within a specified timeframe, etc.
Offenses Committed Against Contractors Performing State Functions; Defines "contractor performing state functions"; provides for reclassification of certain offenses committed against contractor performing state functions.
Bail Bonds ; Revises provisions relating to who may serve as surety; revises provisions concerning forfeiture notices; revises requirements concerning extradition of defendants; revise provisions relating to forfeiture, cancellations of bonds, & bond on appeal; adds bail agents to membership of public safety coordinating councils.
Home Cultivation of Marijuana; Authorizing certain qualified patients to apply to the Department of Agriculture and Consumer Services for a certificate to cultivate up to two cannabis plants for personal consumption; requiring the department to adopt rules related to such certificates, including rules for inspection and registration of each cannabis plant; providing that no more than two cannabis plants may be cultivated at a single residence regardless of the number of eligible qualified patients who reside there, etc.
Central Service Technician Services; Defines terms "central service technician" & "health care practitioner"; authorizes licensed hospitals & ambulatory surgical centers to employ or otherwise retain services of central service technician only if he or she meets specified criteria; requires central service technicians who do not meet specified criteria to obtain certain certification within specified timeframe as condition of continued employment; requires central service technicians to complete continuing education as condition of continued employment; requires hospitals & ambulatory surgical centers to, upon written request of central service technician, verify in writing technician's dates of employment or contract period with facility.
Auxiliary Containers, Wrappings, and Disposable Plastic Bags; Removes state preemption on regulation of certain auxiliary containers, wrappings, & disposable plastic bags.
Research and Development Tax Credit; Increasing the total amount of tax credits that may be provided to business enterprises under the research and development tax credit; deleting an obsolete provision, etc.
Resolution of Disputed Property Insurance Claims; Requires, rather than authorizes, parties in property insurance claim dispute to participate in mediation; provides that mediation is condition precedent to commencing litigation; provides that parties may mutually agree to conduct mediation by teleconference or other electronic means; requires all insureds, or their representatives, to personally attend mediation; revises & specifies duties relating to bearing certain costs of mediation; requires policyholder to provide insurer with any information & certain documents within specified timeframe after mediation is invoked; revises conditions under which policyholder has certain timeframe to rescind settlement.
