Social Media Use by Minors; Requiring social media platforms to provide a mechanism to decrypt end-to-end encryption when law enforcement obtains a warrant or subpoena; requiring social media platforms to allow a parent or legal guardian of a minor account holder to view all messages; prohibiting minor account holders from using or accessing messages that are designed to disappear or self destruct, or are ephemeral in nature, etc.
Safe Waterways Act; Citing this act as the "Safe Waterways Act"; requiring the Department of Health and the Department of Environmental Protection to submit to the Governor and the Legislature, by a specified date, certain recommendations relating to the transfer of duties related to the bacteriological sampling of beach waters and public bathing places; requiring the departments to enter into an interagency agreement, by a specified date, that meets certain requirements; requiring municipalities and counties to notify the department of any incident that may affect the quality of beach waters and public bathing places within their respective jurisdictions, etc.
Door Alarms for Multifamily Residential Properties; Requires certain properties to install & maintain door alarms on certain doors beginning on specified date; specifies person responsible for installing & maintaining such door alarms; requires door alarms to be inspected annually; requires documentation of such inspection be maintained for certain length of time; requires door alarms to be compliant with Florida Building Code; requires DBPR to enforce this act & authorizes department to use any enforcement action authorized by law; provides administrative fines.
Fees/Veterinary Technician or Veterinary Technologist; Requiring any person desiring to be licensed as a veterinary technician or veterinary technologist to remit an examination fee set by the board; requiring veterinary technicians or veterinary technologists who have certain good standing and credentials desiring to be licensed as such to remit a fee set by the board, etc.
Homestead Property Exemption for the Surviving Spouses of Certain Quadriplegics; Proposing amendments to the State Constitution to authorize the Legislature to provide for a homestead property tax exemption for the surviving spouses of certain quadriplegics, etc.
Coverage for Mammograms and Supplemental Breast Cancer Screenings; Requires AHCA to provide coverage for yearly mammograms & yearly supplemental breast cancer screenings for certain women; revises coverages for mammograms under certain individual accident & health insurance policies, group, blanket, & franchise accident & health insurance policies, & health maintenance contracts; requires coverages for supplemental breast cancer screenings under such policies & contracts under certain circumstances.
Independent Living Housing Grant ; Provides eligibility requirements; requires community-based care lead agency to calculate amount of financial assistance based on certain factors; requires community-based care lead agency to enter into formal agreements with eligible young adults; provides requirements for such agreement; requires community-based care lead agency to terminate agreement; requires specified notice be given to young adult before agreement is terminated; specifies circumstances under which community-based care lead agency can enter into subsequent agreement; provides duties of community-based care lead agency; prohibits community-based care lead agency from charging fee for certain services; requires DCF to advertise independent living housing grant & provide relevant information to certain person.
Storage and Disposal of Prescription Drugs and Sharps; Requiring the Department of Health and the Department of Environmental Protection to conduct a study of the safe collection and proper disposal of sharps; establishing the collection methods to be considered in conducting the study; authorizing the departments to work or contract with counties, municipalities, and private entities; requiring the departments to submit a specified report to the Governor and the Legislature by a certain date; providing requirements for establishments that store, warehouse, or hold certain prescription drugs solely for the purpose of destruction, etc. APPROPRIATION: $200,000
Relief of Michael Barnett by the Department of Children and Families; Providing for the relief of Michael Barnett, individually and as the natural parent and legal guardian of R.B., by the Department of Children and Families; providing an appropriation to compensate Mr. Barnett and R.B. for injuries and damages sustained; providing a limitation on compensation and the payment of attorney fees, etc. CLAIM WITH APPROPRIATION: $296,400
Self-storage Spaces; Revising the notice requirements of owners of self-storage units in order to enforce a lien on a tenant’s property; revising the notice requirements for such owners who wish to sell such tenant’s property; requiring that rental agreements for renters of self-storage units which are entered into on or after a specified date provide certain information in compliance with the Florida Self-storage Facility Act; providing that failure or refusal of a tenant to designate an alternate contact does not affect a tenant’s or an owner’s rights or remedies, etc.
Homestead Property; Proposing amendments to the State Constitution to prohibit the assessed value of the homestead property of certain low-income seniors from exceeding a certain amount, to provide that the assessed value may be changed only under certain circumstances, and to provide an effective date, etc.
Transportation Facility Contractors; Authorizes DOT to enter into certain construction, maintenance, & operation agreements; specifies that contractors that construct transportation facilities pursuant to Florida Transportation Code do not act on behalf of DOT for purposes of public records requirements.
