Housing; Providing and revising definitions; revising eligibility requirements for a specified affordable housing tax exemption; authorizing certain adaptive reuse projects to be eligible for a certain tax exemption; requiring a taxing authority to conduct an assessment on the need for certain affordable housing and present the assessment at a specified meeting; authorizing certain developments to abate certain future ad valorem property taxes by paying a specified amount at the time a building permit is issued; creating the "Florida Housing Revitalization Act', etc.
Building Permits for Single-family Dwellings; Prohibits expiration of certain building permits issued by county before certain timeframe or specified event, whichever is later; provides that certain persons are not subject to discipline for performing job without applicable permits if otherwise authorized by law; prohibits expiration of certain building permits issued by county before certain timeframe or specified event, whichever is later; prohibits local government from requiring building permits for certain projects; provides exception; requires contractor who performs work without building permit to maintain certain records; requires local government to issue building permit for certain building permit applications within specified timeframe; specifies that certain permit applications are deemed approved by local government; requires local government to issue such permit within certain timeframe.
Assessments Levied on Recreational Vehicle Parks; Providing that a non-ad valorem special assessment on a recreational vehicle park levied by a county, municipality, or special district, respectively, may not be levied against a certain portion of a recreational vehicle parking space or campsite; requiring counties, municipalities, and special districts, respectively, to consider a recreational vehicle park’s occupancy rates for a certain purpose, etc.
Fire Detection and Alarm Documents; Providing that certain fire alarm contractors are not required to be licensed as engineers; requiring that fire detection and alarm system documents be prepared by specified persons for specified new buildings or additions to existing buildings that provide certain fire suppression systems; providing exceptions, etc.
Tax Credits for Investment in Rural Communities; Requires Department of Commerce to accept applications seeking approval as rural fund; specifies application criteria; requires rural fund to collect contributions & investments requires growth fund to send documentation of contributions & investments to department; requires department to provide tax credit certificate against state tax liability; provides restrictions on credit; provides requirements regarding tax certificates; provides mechanism to exit program; requires rural fund to submit report to department annually.
Authorized Brokerage Relationships and Required Disclosures; Revises duties of transaction broker; revises duties of such broker when broker is engaged as single agent; revises content requirements for single agent notice & consent to transition to transaction broker.
Occupational Injury Benefit Plans; Defining the term “qualified compensation alternative employer”; specifying how an employer may elect to secure the payment of compensation; providing that a qualified compensation alternative employer is entitled to an offset to occupational injury benefits paid to and on behalf of employees under certain circumstances; requiring qualified compensation arrangement employers to adopt a written occupational injury benefit plan, etc.
Claims for Adverse Reactions to Vaccines and Drugs Under the Medicare, Medicaid, and Medically Needy Programs; Citing this act as "Cody’s Law: Florida No Vaccine-Injured Patient Left Behind"; requiring the Agency for Health Care Administration to expedite the review and payment process for claims related to adverse reactions to vaccines, immunizing agents, and emergency countermeasure drugs under the Medicare, Medicaid, and Medicaid medically needy programs; requiring the agency to publish certain information on its website, etc.
Division of Labor Standards; Creates Division of Labor Standards for specified purposes; designates division as state Agency for Workforce Innovation for purposes of implementing s. 24, Art. X of State Constitution; revises provisions relating to state minimum wage including, protected rights, prohibition on certain contracts, process for filing complaint, statute of limitations during investigation, liability & recordkeeping; creates the Division of Labor Standards Community Advisory Board; provides for membership, meetings & duties of board; requires annual report.
Electronic Payment of Public Records Fees; Requires certain agencies to provide electronic option for payment of fees associated with public records requests.
Coverage by Citizens Property Insurance Corporation; Revising eligibility for coverage of residential structures in certain counties by Citizens Property Insurance Corporation; requiring the corporation to implement certain rate increases annually in such counties for single policies issued by the corporation; providing additional policies issued by the corporation which do not require policyholders to purchase flood insurance as a condition for maintaining the policies, etc.
Elections; Requiring the Department of State to adopt rules relating to the security of certain voting procedures; authorizing political action committees and political committees to have poll watchers in polling rooms and early voting areas; requiring that a certain audit be conducted after each election; requiring a person requesting a vote-by-mail ballot to provide and attest to an allowed reason for such request; requiring a supervisor of elections to verify a certificate signature, a voter certificate envelope, and ballot material in a specified manner, etc.
