Attorney Fees and Costs for Motor Vehicle Personal Injury Protection Benefits; Provides that prevailing parties in suits by health care providers for overdue medical benefits under motor vehicle personal injury protection policies are entitled to reasonable attorney fees & costs.
Identification Cards for Public Works Employees; Requires OPPAGA to produce report on how state could provide an ID card for public works employees identifying them as first responders; provides requirements for report.
Insurance; Provides procedures & timelines for objecting, & responding to objections, to sufficiency of evidence submitted by claimants to insurers; revises requirements for licensing for general lines agents; specifies when adjusters must include their appointment types & names & license numbers if communicating with policyholders by text message; prohibits public adjusters from engaging in certain adversarial conduct; revises circumstances under which insurer or agent may cancel or nonrenew certain residential property insurance policies; revises required statement by property insurers providing preliminary or partial estimate of damage regarding claim; revises required statement by property insurers providing payment on claim which is not full & final payment for claim.

Rec./Public Employees Relations Commission; Exempts from public records requirements written communications developed in preparation for, or preliminary to, issuance of any order by PERC or its designees; exempts from public records requirements personal identifying & location information of chair, commissioners, & hearing officers of PERC & personal identifying & location information of spouses & children of such personnel; provides for future legislative review & repeal of exemptions; provides statements of public necessity.
Chiropractic Medicine; Revising the definition of the term “practice of chiropractic medicine” to include the ordering, storing, possessing, prescribing, and administering of articles of natural origin under certain circumstances by certain chiropractic physicians; authorizing pharmacists to fill the orders of such chiropractic physicians; revising limitations on medical benefits in insurance policies providing personal injury protection, etc.
Earned Wage Access Services; Requires providers to register with FSC; provides registration requirements; requires provider to display its registration certificate; provides for renewal of such certificate; provides requirements with which provider must comply; specifies mechanisms by which registrations may be denied, not renewed, or revoked; requires commission to deny, refuse to renew, or revoke registration certificate; provides requirements with which provider must comply; prohibits certain acts by provider; provides administrative penalties; requires commission, by date certain, to prescribe form & content of application for registration; authorizes person who previously provided earned wage access services to continue for specified time without registering under certain conditions.
Attorney Fee Awards in Insurance Actions; Requires court to award attorney fees to prevailing parties in civil actions brought against surplus lines insurers & insurers by named or omnibus insureds or named beneficiaries; provides guidelines to determine prevailing parties; provides applicability of prevailing party attorney fee provision to specified insurers, insurance policies or coverage types, & rate standards & to claims presented to specified guaranty associations.

Criminal Justice Accountability; Authorizes AG to call upon state attorney to appear before Cabinet for certain purpose; authorizes AG to receive cases from certain state attorneys; authorizes Governor to move cases to AG from state attorney for prosecution; provides that AG shall serve as permeant member & chair of JAC; expands required duties of commission; requires state attorneys to collect data on annual charges referred by law enforcement agencies for which case numbers were not assigned; requires DLA, by specified date, to develop schedule for auditing certain record.
Deceptive and Unfair Trade Acts or Practices; Providing that persons or entities that take specified actions during a transaction for the sale or lease of goods or services to a consumer commit an unfair or deceptive act or practice, enforceable pursuant to specified provisions, etc.
Medicaid Pharmacy Discounted Drug Prices; Requires drug manufacturers to sell specified drugs to Medicaid pharmacies at 340B Drug Pricing Program discounted prices; requires drug manufacturers to pay rebates to state; requires pharmacy benefits managers participating in Medicaid program to pay Medicaid pharmacies for specified drugs at 340B Drug Pricing Program discounted prices; requires drug wholesalers & distributors to sell specified drugs to Medicaid pharmacies at 340B Drug Pricing Program discounted prices; prohibits drug wholesalers & distributors from changing current pricing models & programs by engaging in certain acts; limits sales by Medicaid pharmacies of specified drugs at 340 Drug Pricing Program discounted prices to specified Medicaid recipients.
