Education; Requires entities that offer fee-based services to individuals who are blind or visually impaired to disclose in writing whether the services may be obtained elsewhere at no cost; requires certain service providers to apply to, rather than register with, the Division of Vocational Rehabilitation; revises the date for a requirement to obtain a license as a marriage and family therapist; revises public information requirements relating to virtual instruction options; revises the conditions considered an educational emergency; authorizes a student to carry a United States Food and Drug Administration-approved epinephrine delivery devices, rather than epinephrine auto-injectors; deletes obsolete provisions related to calculation of kindergarten readiness rates; requires the Department of Children and Families to determine whether a child care provider is the primary cause of certain class I violations; revises provisions related to certain law schools; authorizes a school district to reserve funds for certain STEM-related educational services, etc.
Public Employees Relations Commission; Authorizing subpoenas to be served by certified mail, return receipt requested, or by personal service; revising application requirements for employee organization registration and renewal of registration; specifying the criteria by which the commission determines the method and timing of elections; providing that a petition to clarify the composition of a bargaining unit may be filed with the commission under certain circumstances; providing that implementation of appropriations from the Legislature which are specifically directed to be disbursed as salaries for employees of local governments are considered a financial urgency; authorizing certain public employers, public employees, and employee organizations, or combinations thereof, to file certain charges with the commission, etc.
Establishing the Congressional Districts of the State; Redistricts state's congressional districts in accordance with U.S. Decennial Census of 2020 (plan EOGPCRP2026); reenacts provisions relating to election of representatives to Congress, electronic maps serving as the official maps of congressional districts, & severability; provides for applicability.
Medical Freedom; Citing this act as the "Medical Freedom Act"; repealing a provison relating to the future repeal of the definition of the term “messenger ribonucleic acid vaccine”; prohibiting a vaccine manufacturer from offering or paying, and a health care practitioner from receiving, specified financial incentives for the administration of a vaccine; requiring certain health care practitioners and paramedics to, before administering one or more vaccines to a minor child, provide the parent or legal guardian with specified materials; providing that specified amendments made by the act to s. 456.0575, F.S., take effect on a specified date or within a specified timeframe after the Board of Medicine and the Board of Osteopathic Medicine adopt certain materials by joint rule, whichever occurs later, etc.
Salvage Certificates of Title and Certificates of Destruction; Requires insurance companies or their authorized agents to implement control processes & procedures to ensure adequate identity verification of electronic signatures.
Estates; Revising the issues a court may resolve for a personal representative; requiring the court to award taxable costs and attorney fees in certain proceedings; authorizing the court to direct such payment from certain persons; revising when summary administration proceedings may commence for either a resident or nonresident decedent’s estate; revising the sum for funds certain financial institutions may make payable to a decedent’s family member, etc.
Trustee Settlement and Discharge; Authorizing a trustee to obtain a settlement of his or her accounts and be discharged under certain circumstances; requiring a trustee seeking settlement and discharge to send a trust disclosure document to specified persons; providing that a trustee is discharged upon completion of distributions or transfers if no timely written objections are received and is discharged from all liability and claims arising out of any matter disclosed in the trust disclosure document, etc.
Local Government Regulation of Chickees; Prohibits counties & municipalities, respectively, from enacting ordinance, regulation, or policy that prevents chickee from being constructed by certain persons in specified locations; prohibits counties & municipalities from enacting ordinance, regulation, or policy concerning chickees that is more restrictive than certain federal regulations; provides penalty for certain persons who construct chickees in attempt to assert exemption from Florida Building Code; exempts certain chickees from Florida Fire Prevention Code.
Artificial Intelligence Bill of Rights; Prohibiting a governmental entity from extending or renewing a contract with specified entities, beginning on a specified date; prohibiting a local governmental entity from taking certain actions relating to contracting with an entity to provide artificial intelligence technology, software, or products unless certain requirements are met, beginning on a specified date; prohibiting a governmental entity from entering into a contract with an entity for artificial intelligence technology, software, or products under certain circumstances; requiring companion chatbot platforms to prohibit a minor from becoming or being an account holder unless the minor’s parent or guardian consents; requiring bot operators to periodically provide a certain notification to a user, etc.
State Reapportionment; Proposes amendment to State Constitution to revise reapportionment methods and revise upward the number of Senate and House districts.
Public Records/Investigations by the Department of Legal Affairs; Providing an exemption from public records requirements for information held by the Department of Legal Affairs relating to notifications or investigations of certain companion chatbot violations; providing an exemption from public records requirements for information held by the department relating to notifications or investigations of certain bot-related consumer protection violations; requiring that certain information remain confidential and exempt upon the completion or cessation of an investigation; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.
