Statewide Study on Automation and Workforce Impact; Requires bureau within DOC to study economic impact of automation, artificial intelligence & robotics on employment in state; specifies contents of study; requires bureau to consult with specified entities in conducting study; requires bureau to submit report to Governor & Legislature by specified date; requires bureau to conduct this study at specified intervals of time.
Stem Cell Therapy; Authorizing physicians to perform stem cell therapy not approved by the United States Food and Drug Administration under certain circumstances; requiring physicians to include a specified notice in any form of advertisement; requiring physicians to obtain a signed consent form from the patient or his or her representative before performing the therapy, etc.
Mental Health and Substance Use Disorders; Requiring the Department of Children and Families to require certain providers to use a specified assessment tool; requiring facilities to update treatment plans within specified timeframes; requiring use of a specified assessment tool; providing an exception; requiring the Criminal Justice, Mental Health, and Substance Abuse Technical Assistance Center at the Louis de la Parte Florida Mental Health Institute at the University of South Florida to disseminate among grantees certain evidence-based practices and best practices, etc.
Child Welfare; Requiring the Department of Children and Families to maintain copies of certain assessments and tools used to assess children for certain placement; removing authority for the department to grant exemptions from working with children or the developmentally disabled; subject to an appropriation, requiring the department to develop a child protective investigator and case manager recruitment program for a specified purpose; subject to an appropriation and beginning on a specified date, requiring the department to develop a 4-year pilot program for treatment foster care; specifying that incentives provided to state employees for participating in research or evaluation with the Florida Institute for Child Welfare do not violate certain laws or require certain reporting, etc.
Certified Recovery Residences; Requiring, by a specified date, the governing body of each county or municipality to adopt an ordinance to establish procedures for the review and approval of certified recovery residences; prohibiting the ordinance from requiring public hearings beyond the minimum required by law; providing that the personnel-to-resident ratio for a certified recovery residence must be met only when the residents are at the residence, etc.
Electrocardiograms for Student Athletes; Citing this act as the “Second Chance Act”; authorizing certain out-of-state licensed practitioners to conduct medical evaluations; requiring certain electrocardiograms to be administered in accordance with specified standards; requiring certain students to complete at least one electrocardiogram screening to participate in interscholastic athletic competition beginning in a specified school year; requiring the Florida High School Athletic Association to adopt bylaws and policies prohibiting students with abnormal electrocardiograms from participating in interscholastic athletic competition until a written medical clearance is submitted to the school, etc.
Child Care and Early Learning Providers; Exempting public and private preschools from specified special assessments levied by a municipality; revising licensing standards for all licensed child care facilities and minimum standards and training requirements for child care personnel; requiring a county commission to affirm annually certain decisions; expanding the types of providers to be considered when developing and implementing a plan to eliminate duplicative and unnecessary inspections, etc.
Mental Health; Citing this act as the “Tristin Murphy Act”; expanding the programs and diversion initiatives supported by implementation or expansion grants to include training for 911 public safety telecommunicators and emergency medical technicians for certain purposes and to include veterans treatment court programs; encouraging communities to apply for specified grants to establish misdemeanor or ordinance violation mental health diversion programs; encouraging communities to apply for specified grants to establish pretrial felony mental health diversion programs; expanding eligibility for the Forensic Hospital Diversion Pilot Program to include Hillsborough County, etc. APPROPRIATION: $794,880
Parkinson's Disease; Establishes the Consortium for Parkinson's Disease Research within the University of South Florida; establishes the Parkinson's Disease Research Board; requires the board to direct the operations of the consortium and to annually adopt a plan for Parkinson's disease research; provides duties of the consortium director; provides research requirements for the plan.
Florida Institute for Pediatric Rare Diseases; Establishes Florida Institute for Pediatric Rare Diseases within FSU College of Medicine; & provides goals of institute; establishes Sunshine Genetics Pilot Program & Sunshine Genetics Consortium.
Health Facilities; Revising the definition of the term “health facility” to include other entities and associations organized not for profit; revising the powers of health facilities authorities to include the power to issue certain loans and execute related loan agreements; specifying requirements for projects financed by loan agreements issued by a health facilities authority; authorizing, rather than requiring, a hospital to perform a confirmation test under certain circumstances, etc.
Beaches; Repealing a provision relating to the establishment of recreational customary use of beaches; requiring the Board of Trustees of the Internal Improvement Trust Fund to adopt the erosion control line by resolution in certain circumstances; authorizing the Department of Environmental Protection to proceed with certain beach restoration projects, etc.
