Student Mental Health; Requiring minimum ratios of school psychologists and of certified school counselors, school social workers, or other licensed mental health professionals to students in certain grades, respectively, beginning with a specified school year, etc.
Nonapproved Disposable Nicotine Dispensing Devices; Citing this act as the “Florida Age Gate Act”; defining the term “nonapproved disposable device”; revising which permitholders that the premises covered by the permit are subject to inspection and search by the Division of Alcoholic Beverages and Tobacco; revising the provision that, upon being granted a permit, such permitholder also consents to inspections by the Department of Law Enforcement for specified violations; prohibiting a dealer who sells nonapproved disposable devices from advertising, promoting, or displaying for sale such devices in certain locations; providing restrictions on locations for specified dealers of nicotine products, etc.
Insurers' Liabilities and Responsibilities; Requires surplus lines insurers to comply with valued policy law; requires insurers' decisions to deny claims to be reviewed, approved, & signed off by qualified human professionals; prohibits artificial intelligence, machine learning algorithms, & automated systems from serving as basis for denying claims; requires insurers to maintain certain records of human review process for denied claims; requires insurers to include certain information in denial communications to claimants; authorizes OIR to audit claim denials.
State Lotteries; Deleting a provision requiring the compensation of the Secretary of the Department of the Lottery to be set annually by the Governor; revising requirements for studies and evaluations of security in the operation of the department; increasing the amount of a lottery retailer bond; authorizing the use of a debit card in a vending machine to purchase a lottery ticket; providing an exception to the prohibition on officers or employees of the department purchasing a lottery ticket, etc.
Pub. Rec/Appellate Court Clerks; Provides exemption from public records requirements for personal identifying & location information of current appellate court clerks & spouses & children of such appellate court clerks; provides for future legislative review & repeal; provides for retroactive application.
First in Your Family Florida Medical School Scholarship and Grant Program; Establishes First in Your Family Florida Medical School Scholarship & Grant Program within DOE for specified purposes; provides requirements for such program.
Retirement Credit for Military Service; Revises initial date of employment for members who have military service & may receive creditable military service; requires DMS to adopt specified rules; revises definition of term "veteran" to include more recent periods of wartime service.
Office Surgery Standards of Practice; Citing this act as "Hillary's Law"; prohibiting physicians from performing level II or level III surgeries on immediate family members in an office surgery setting, with exceptions; specifying requirements for health care professionals performing duties at a registered office which require licensure or certification; requiring office surgeries to report adverse incidents to the Department of Health within a specified timeframe, etc.
Defamation, False Light, and Unauthorized Publication of Name or Likenesses; Requiring that certain articles or broadcasts be removed from any website over which the newspaper, broadcaster, or periodical has control within a specified period to limit damages for defamation; providing persons in certain positions relating to newspapers with immunity for defamation if such persons exercise due care to prevent publication or utterance of such a statement; declaring that the continued appearance on any website over which the newspaper, broadcaster, or periodical has control of a published statement determined to be false is deemed to be a new publication of the false statement for certain purposes and that the owner, licensee, or operator is not entitled to a certain privilege, etc.
Ballot Boxes; Requiring that ballot boxes or ballot transfer containers be transported from a supervisor of elections to a precinct by a law enforcement officer; requiring that all ballot boxes, ballots, ballot stubs, memoranda, and other related papers be transported to a supervisor’s office by a law enforcement officer; requiring that certain policies and procedures include general guidelines for the recording and the proper storage, retention, and release of body camera audio and video data recorded by body cameras while performing specified actions, etc.
Foster Care Payments; Authorizing certain payments to relatives or nonrelatives who have a child placed with them in out-of-home care and who obtain a child-specific level I foster license within a specified timeframe; making technical changes, etc.
