Stormwater Treatment; Prohibiting certain stormwater treatment and net improvement activities; defining the term “regional stormwater management system”; requiring that the Department of Environmental Protection or a water management district require an applicant to provide certain documentation of adequate financial responsibility in order to meet certain requirements; authorizing water quality enhancement credits to be used by governmental entities to meet environmental resource permit stormwater treatment performance standards or achieve net improvement, pursuant to specified provisions, etc.

Public Employees Relations Commission; Authorizing subpoenas to be served by certified mail, return receipt requested, or by personal service; revising application requirements for employee organization registration and renewal of registration; specifying the criteria by which the commission determines the method and timing of elections; providing that a petition to clarify the composition of a bargaining unit may be filed with the commission under certain circumstances; providing that implementation of appropriations from the Legislature which are specifically directed to be disbursed as salaries for employees of local governments are considered a financial urgency; authorizing certain public employers, public employees, and employee organizations, or combinations thereof, to file certain charges with the commission, etc.

Code Inspector Body Cameras; Requiring a governmental entity that permits its code inspectors to wear body cameras to establish certain policies and procedures; requiring such governmental entity to ensure that certain training occurs, to retain certain data in accordance with public records laws, and to perform a periodic review of actual body camera practices; providing that certain provisions relating to the interception of wire, electronic, and oral communications do not apply to body camera recordings made by code inspectors, etc.
