State Board of Administration; Revises period of time before certain financial instruments may be canceled & certain monies may be forfeited; revises types of investments that SBA may make; authorizes SBA & affiliated limited liability entities to issue securities & borrow money through specified means.
Veterinary Professional Associates; Citing this act as the “Veterinary Workforce Innovation Act”; authorizing certain individuals to use the title “veterinary professional associate”; authorizing veterinary professional associates to perform certain duties only while under the responsible supervision of a licensed veterinarian; prohibiting such associates from prescribing certain drugs or controlled substances or performing certain surgical procedures, etc.
Revenues from Ad Valorem Taxes; Revises how rolled back rate is calculated; limits maximum millage rate that may be levied; prohibits higher rate from being levied; requires revenues collected in excess of certain amount to be disposed of in specified manner.
Instructional Hours for the Voluntary Prekindergarten Education Program; Revising the instructional hours required to be delivered in the Voluntary Prekindergarten Education Program for school-year and summer programs, etc.
Student Elopement; Requires public schools to create School Staff Assistance for Emergencies (SAFE) Team & school elopement plan; provides requirements for SAFE Teams, elopement plans, & schools.
Guardianship; Prohibiting a guardian from restricting the ability of an adult ward to maintain contact with a person except in certain circumstances; requiring that an initial guardianship plan identify the persons entitled to certain information; requiring that an initial guardianship plan for an incapacitated person identify persons entitled to certain notice and to visit the incapacitated person, etc.
Requirements for Battery Manufacturers; Prohibiting cell manufacturers or marketers from selling consumer or nonconsumer products powered by medium-format, portable, lithium, or primary batteries, etc.
Education; REvises provisions relating to early warning system, student reading & mathematics deficiencies, student & school report cards, New Worlds Reading Iniative, & school grades.
State University Student Fee Waivers; Requires state universities to waive specified fees for graduate students who meet specified full-time equivalent appointment requirement.
Rebuttable Presumption for Certain Deaths; Creates rebuttable presumption that death of an alleged victim was result of controlled substance if substance was present.
Motor Vehicle Safety; Citing this act as the "Lilly Glaubach Act"; requiring that every vehicle required to be licensed in this state display a license plate on the rear and the front of the vehicle; requiring a motor vehicle repair shop to request a written crash report from a customer under certain circumstances; requiring a motor vehicle repair shop or the vendor that processes repair estimates for the motor vehicle repair shop to transmit a copy of the finalized repair estimate within a specified timeframe to a database to be established and maintained by the Department of Law Enforcement, if a customer does not provide a written crash report, etc.
Required Life Skills Instruction; Revises required instruction in specified life skills to include career readiness, financial literacy, & home economics.
