Animal Cruelty Offenses; Prohibits engaging in specified acts of animal cruelty in presence of child or causing or enticing child to engage in such acts; increases offense severity ranking of offense of fighting or bating animals.
Practice of Veterinary Medicine; Revising the definition of the term “responsible supervision”; requiring the Board of Veterinary Medicine to adopt rules to regulate the profession and practice of veterinary technology; requiring any person desiring licensure as a veterinary technician or technologist to apply to the Department of Business and Professional Regulation to take a licensure examination; authorizing a licensed veterinary technician or licensed veterinary technologist to perform specified veterinary technology services under the responsible supervision of a licensed veterinarian; prohibiting a person from misleading the public that she or he is licensed as a veterinary technician, or veterinary technologist without holding such license, etc.
Motorcycle Specialty License Plates; Requires DHSMV to develop Endless Summer motorcycle specialty license plate; specifies design requirement for plate; requires that number of valid Endless Summer motor vehicle & motorcycle specialty license plates be added together for purposes of certain determination.
Pregnant Women in Custody; Citing this act as "Ava's Law"; requiring that, upon her request, every female arrested and not released on bond within 72 hours after arrest be administered a pregnancy test within a specified timeframe; authorizing a sentencing court to stay the beginning of the period of incarceration for up to a certain amount of time for a pregnant woman convicted of any offense; requiring municipal detention facilities and county detention facilities to collect and report to the Department of Corrections, and the department to collect from its own institutions, specified information, etc.
Civil Liability for the Wrongful Death of an Unborn Child; Revising the definition of the term “survivors” to include the parents of an unborn child; defining the term “unborn child”; providing that the Wrongful Death Act does not authorize a wrongful death action against the mother of an unborn child for the death of the child; providing that the act does not authorize a wrongful death action against a health care provider for the death of an unborn child which results from medical care complying with the applicable standard of care; authorizing parents of an unborn child to recover certain damages, etc.
Prohibition of Pyramid Promotional Schemes; Prohibiting a person from establishing, promoting, operating, or participating in a pyramid promotional scheme; requiring the Department of Legal Affairs to issue and serve a complaint and cease and desist order under certain circumstances; prohibiting cease and desist orders from acting as a limitation upon any other action or remedy available; authorizing the court to appoint receivers, etc.
Withholding Funds from the Return of Cash Bonds; Requires clerk of court to withhold funds from return of cash bond posted by criminal defendant or his or her spouse, rather than to withhold from return of cash bond posted on behalf of criminal defendant by person other than bail bond agent, funds for specified purposes; requires all cash bond forms to display specified notice.
Pub. Rec./Crime Victims; Expands public record exemption for crime victims to include name & personal identification number of victim & any other information or records that could be used to locate, intimidate, harass, or abuse victim or victim's family; including records generated by any agency that regularly generates information from or concerning victims of crime in such exemption; provides exception to public record exemption; provides that certain records identifying law enforcement officers who are involved in use of force incident are confidential & exempt for specified period of time; provides requirements for extension of time of such period; authorizes waiver of exemptions; provides for future legislative review & repeal of exemptions.
Step-therapy Protocols; Defining the term “serious mental illness”; requiring the Agency for Health Care Administration to approve drug products for Medicaid recipients for the treatment of serious mental illness without step-therapy prior authorization under certain circumstances; directing the agency to include rate impacts resulting from the act in certain rates that become effective on a specified date, etc.

Social Services Estimating Conference; Requiring the Social Services Estimating Conference to develop specified information related to the home and community-based services Medicaid waiver program, etc.
Memory Care ; Requires memory care providers to follow specified standards of operation in providing memory care services; provides requirements for resident contracts; provides requirements for memory care facilities; prohibits certain facilities from advertising, representing, or holding themselves out as memory care providers unless such facilities meet specified criteria; removes provisions relating to special care for persons with Alzheimer's disease, dementia, or other memory disorders; provides purpose & legislative intent for Florida Alzheimer's Center of Excellence; provides duties of center; provides eligibility requirements for services.
