Open Cannabis Containers in Motor Vehicles; Prohibits person from possessing open cannabis container while operating or passenger in or on motor vehicle or while seated in or on motor vehicle that is parked or stopped within road; specifies circumstances in which open cannabis container is considered to be in person's possession; provides penalties; requires DHSMV to report certain violations to DOH & requires DOH to maintain records of such violations; authorizes local government to adopt certain ordinances; requires DOH to suspend or revoke registration of qualified patients & caregivers under specified circumstances.
Resilient Buildings; Authorizes owners of resilient buildings to receive certain tax credits; provides requirements for tax credit application, receipt, amounts, eligibility, & use; creates Florida Resilient Building Advisory Council; provides duties & requirements for membership of such council.
Bleeding Control Kits in K-12 Schools; Requiring responses to severe bleeding incidents on school grounds to be included in each public school’s plan for urgent life-saving emergencies; requiring public schools to have bleeding control kits on school grounds by a specified date; requiring the Department of Education to establish guidelines for determining the required number of kits for each school; requiring certain staff to receive training relating to such kits; requiring the kits and the use of such kits to be included in certain drills, etc.
Electric Utility Ten-year Site Plans; Revises information required to be included in 10-year site plans; revises procedures for review & approval or rejection of such plans by PSC; requires electric utilities to submit revised plans to commission under certain conditions; prohibits electric utilities from filing applications for certification of certain electrical power plant sites; revises information commission is required to consider in its review of such plans; increases amount of fee commission is authorized to establish for review of such plans; revises content of rules commission is authorized to adopt for submitting, processing, & approving such plans.
Detection of Developmental Delays and Autism Spectrum Disorder; Requiring the Department of Health, in collaboration with school districts throughout this state, to develop informational materials for the detection of developmental delays and autism spectrum disorder for parents and guardians of certain students; requiring early learning coalitions to notify parents and guardians of the availability of such informational materials, etc.

Determination of Mental Conditions in Judicial Proceedings; Provides for petitions for involuntary admission to residential services of persons with neurocognitive disorders; provides that forensic clients with neurocognitive disorder have certain rights; authorizes appointment of certain clinical social workers or mental health counselors as experts to evaluate defendants for mental competence to proceed; limits such appointment to evaluations of mental competence to proceed; defines "neurocognitive disorder"; provides for appointment of experts to evaluate mental condition of defendants whose suspected mental condition is neurocognitive disorder; provides for determination of whether defendant whose suspected mental condition is neurocognitive disorder is mentally competent to proceed; provides for training of such defendant in certain circumstances; provides for involuntary commitment of certain defendants determined to be incompetent to proceed due to neurocognitive disorder; provides for retention of jurisdiction over certain defendants found incompetent to proceed & ordered into forensic facility for defendants who have intellectual disabilities, autism, or neurocognitive disorders; provides for dismissal of charges without prejudice when defendant is found incompetent to proceed due to neurocognitive disorder; provides for conditional release, in certain circumstances, of defendant who is incompetent to proceed due to neurocognitive disorder; requires certain juvenile delinquency procedures for children who are incompetent to proceed because of neurocognitive disorder.
Research and Development Tax Credit; Increasing the combined total amount of tax credits which may be granted to business enterprises under the research and development tax credit, etc.
Open Containers of Marijuana Products in Motor Vehicles; Prohibiting a person from possessing an open container of certain products while operating or a passenger in or on a vehicle or while seated in or on a vehicle that is parked or stopped within a road; providing that such open container is considered to be in a person’s possession under certain circumstances; providing penalties, etc.
Education; Prohibiting certain entities from expending funds on organizations that discriminate on the basis of race, color, national origin, sex, disability, or religion; requiring that a public school student have prior written consent from his or her parent or guardian to receive instruction on reproductive health; authorizing a private school to purchase a supply of FDA-approved epinephrine delivery devices, rather than epinephrine auto-injectors; revising the period of time for which a private prekindergarten provider is prohibited from delivering a prekindergarten program and receiving state funds under certain circumstances, etc.
Residential Living Arrangements; Providing that a community residence is a residential use of property; providing that a family community residence or transitional community residence constitutes a residential use allowed in specified zoning districts if certain requirements are met; providing that a proposed community residence may receive a reasonable accommodation if the sponsoring entity demonstrates that specified requirements are met; requiring that a recovery community be licensed or certified by a licensing or certifying entity, etc.
Procedures for Discharging Persons to Avoid Homelessness; Citing this act as the “Bridging Systems to Housing Act”; encouraging certain facilities and institutions, in collaboration with a continuum of care lead agency, to develop and implement certain procedures for when persons are discharged from certain facilities or institutions; requiring the Department of Children and Families to conduct a pilot program in specified counties; defining the term “client-level data”; requiring the sharing of client-level data to comply with specified state and federal laws and regulations, etc.
