Implementation of the 2021 Gaming Compact Between the Seminole Tribe of Florida and the State of Florida; Providing for legislative approval and ratification of a gaming compact between the Seminole Tribe of Florida and the state; requiring the Governor to cooperate with the Tribe in seeking approval and ratification of such compact from the United States Secretary of the Interior; authorizing the Tribe to conduct additional games, contests, and sports betting; providing age requirements for fantasy sports contests and sports betting; providing conditions, requirements, and prohibitions relating to poker games played in a designated player manner, etc.
Social Media Platforms; Prohibiting a social media platform from willfully deplatforming a candidate; providing requirements for public contracts and economic incentives related to entities that have been convicted or held civilly liable for antitrust violations; providing that social media platforms that fail to comply with specified requirements and prohibitions commit an unfair or deceptive act or practice; authorizing the Department of Legal Affairs to investigate suspected violations under the Deceptive and Unfair Trade Practices Act and bring specified actions for such violations, etc.
Public Records/Social Media Platform Activities; Providing a public records exemption for information received by the Attorney General pursuant to an investigation by the Attorney General or a law enforcement agency into certain social media platform activities; providing a public records exemption for information received by the Department of Legal Affairs pursuant to an investigation by the department or a law enforcement agency into violations by certain social media platforms; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.
Taxation; Specifying that portions of property not used for certain purposes are not exempt from ad valorem taxation; specifying that exemptions for certain portions of property from ad valorem taxation are not affected so long as such portions of property are used for specified purposes; exempting certain multifamily projects from ad valorem taxation; requiring, rather than authorizing, tax collectors to accept late payments of prepaid property taxes within a certain timeframe; extending the expiration date of the sales tax exemption for data center property; exempting specified items that assist in independent living from the sales tax, etc. APPROPRIATION: $208,000
Beverage Law; Authorizing certain food service establishments to sell or deliver certain alcoholic beverages for off-premises consumption under certain circumstances; revising provisions that authorize a restaurant to allow patrons to remove partially consumed bottles of wine from a restaurant for off-premises consumption; revising requirements for the sale of alcoholic beverages by certain vendors; authorizing certain vendors to deliver specified alcoholic beverages under certain circumstances; specifying that certain alcoholic beverages are not open containers for the purposes of the prohibition on possessing open containers of alcoholic beverages in vehicles, etc.
Resilient Florida Trust Fund; Creating the Resilient Florida Trust Fund within the Department of Environmental Protection; providing for the purpose of the fund; providing for future review and termination or re-creation of the fund, etc.
Statewide Flooding and Sea Level Rise Resilience; Establishing the Resilient Florida Grant Program within the Department of Environmental Protection; requiring the department to complete a comprehensive statewide flood vulnerability and sea level rise data set and assessment by specified dates; requiring the department to develop an annual Statewide Flooding and Sea Level Rise Resilience Plan and submit the plan to the Governor and Legislature by a specified date; requiring the department to implement a scoring system for assessing projects eligible for inclusion in the plan, etc.
School Choice; Revises student eligibility requirements under Family Empowerment Scholarship program to include students with disabilities; revises provisions related to calculation of maximum amount of scholarship funds granted to a student with disabilities; revises provisions related to funding and payment of scholarships awarded under program; providing requirements for use of funds under program; revising program administration obligations; repeals Gardiner Scholarship Program; provides for future repeal of John M. McKay Scholarships for Students with Disabilities Program; providing certain students with disabilities are eligible for enrollment in transition-to-work programs; revising amount of eligible contributions used for administrative expenses by an eligible nonprofit scholarship-funding organization under Florida Tax Credit Scholarship Program.
Department of Economic Opportunity; Establishes Office of Secretary & Office of Economic Accountability & Transparency; revises application process & funding for Florida Small Cities Community Development Block Grant Program Fund; revises application process & funding for development grants awarded by DEO to local governments; removes provision providing individuals who voluntarily leave work as result of circumstances relating to domestic violence are ineligible for benefits; requires DEO to implement integrated, modular system hosted in cloud service for reemployment assistance program; revises timeline for employers' responses to notices of benefits claims sent by DEO; authorizes employers to initiate employer-assisted claims relating to mass separations; authorizes claimants to request DEO to reconsider monetary determination.
Campaign Financing; Providing a limitation on contributions made to political committees sponsoring or opposing a constitutional amendment proposed by initiative; preempting counties, municipalities, and other local governmental entities from enacting or adopting any limitation or restriction involving certain contributions and expenditures, or establishing contribution limits different than those established in the Florida Election Code; prohibiting a candidate from donating surplus funds to a charitable organization that employs the candidate; providing that any candidate required to dispose surplus funds may give certain surplus funds to the state or a political subdivision, to be disbursed in a specified manner, etc.
Preemption of Firearms and Ammunition Regulation; Providing that written or unwritten policies are subject to provisions allowing for recovery of damages if such policies violate specified provisions; providing that a plaintiff challenging a local government regulation concerning firearms is considered a prevailing plaintiff for certain purposes in specified circumstances, etc.

Rec./Disaster Response; Creates exemption from public records requirements for address & telephone number of persons provided emergency shelter & held by agency that provided emergency shelter; provides for future legislative review & repeal of exemption; provides statement of public necessity.
