Higher Education; Removing a provision relating to the maximum annual start-up and enhancement grant awarded per institution; revising eligibility criteria for the William L. Boyd, IV, Effective Access to Student Education grant program; requiring recipient institutions to submit a specified report to the Department of Education; expanding state university compensation limits to all state university employees, rather than only state university administrative employees, etc.
Health Care; Revising the amount of money residents of a veterans’ nursing home must receive monthly before being required to contribute to their maintenance and support; revising the postpartum Medicaid eligibility period for pregnant women; revising the years of audited disproportionate share data the agency must use for calculating an average for purposes of calculating disproportionate share payments; revising the requirement that the agency make disproportionate share payments to certain specialty hospitals for children to apply to each fiscal year, rather than a specified fiscal year, etc.
Judges; Revises number of circuit court judges in certain circuits; revises number of county court judges in certain counties.
Implementing the 2021-2022 General Appropriations Act; Incorporating by reference certain calculations of the Florida Education Finance Program; extending for 1 fiscal year authorization for the Department of Education to provide certain appropriated funds to certain education television stations and public colleges and universities for public broadcasting; authorizing the Agency for Health Care Administration, in consultation with the Department of Health, to submit a budget amendment to realign funding for a component of the Children’s Medical Services program to reflect actual enrollment changes; extending for 1 year the exemption of certain rules pertaining to the medical use of marijuana from certain rulemaking requirements, etc.
State-administered Retirement Systems; Revising required employer retirement contribution rates for each membership class and subclass of the Florida Retirement System; providing a declaration of important state interest, etc.
Biscayne Bay; Establishes Biscayne Bay Commission; provides for commission purpose, membership, duties, & authority; prohibits sewage disposal facilities from disposing of any wastes into Biscayne Bay without providing advanced waste treatment.
Collective Bargaining; Providing for the resolution of certain collective bargaining issues at impasse between the State of Florida and certified bargaining units of state employees; providing for all other collective bargaining issues at impasse which are not addressed by the act or the General Appropriations Act to be resolved consistent with personnel rules and by otherwise maintaining the status quo, etc.
Education; Authorizing members of certain committees of a district school board to attend meetings in person or through the use of telecommunications networks; authorizing state universities and Florida College System institutions to solicit applications and sponsor charter schools under certain circumstances; authorizing a charter school to offer a career and professional academy; creating the “Fairness in Women’s Sports Act”; expanding eligibility to receive capital outlay funds to schools of hope operated by a hope operator; authorizing the principal, teachers, and parent or guardian to collaborate to develop a customized 1-year education plan for the student in lieu of retaining the student, etc.
Protecting Consumers Against Pandemic-related Fraud; Defines "personal protective equipment"; prohibits dissemination of false or misleading information relating to personal protective equipment with specified intent; prohibits dissemination of false or misleading vaccine information with specified intent; authorizes state attorney or statewide prosecutor to prosecute violation; authorizes AG to seek civil remedies.
Gaming Enforcement; Expanding the authority of the Office of Statewide Prosecution within the Department of Legal Affairs to investigate and prosecute certain crimes; creating the Florida Gaming Control Commission within the Office of the Attorney General; creating the Division of Gaming Enforcement within the commission; specifying that certain persons are ineligible for appointment to or employment with the commission; providing standards of conduct for commissioners and employees of the commission, etc. APPROPRIATION: $2,100,000
Public Records and Public Meetings/Florida Gaming Control Commission; Specifying that any exempt or confidential and exempt information obtained by the Florida Gaming Control Commission retains its exempt or confidential and exempt status; providing an exemption from public meetings requirements for portions of meetings of the commission wherein exempt or confidential and exempt information is discussed, provided certain requirements are met; providing for the future review and repeal of the exemption; providing a statement of public necessity, etc.
Gaming; Revising the application requirements for an operating license to conduct pari-mutuel wagering for a pari-mutuel facility; prohibiting greyhound permitholders from conducting live racing; specifying that certain permitholders that do not conduct live racing or games retain their permit and remain pari-mutuel facilities; specifying that, if such permitholder has been issued a slot machine license, the permitholder’s facility remains an eligible facility, continues to be eligible for a slot machine license, is exempt from certain provisions of ch. 551, F.S., is eligible to be a guest track, and, if the permitholder is a harness horse racing permitholder, is eligible to be a host track for intertrack wagering and simulcasting and remains eligible for a cardroom license, etc.
