Insurance; Prohibiting certain practices by contractors; prohibiting a contractor from executing a contract with a residential property owner for a roofing repair or replacement unless certain notice is included; requiring property insurers, effective a certain date, to include certain data regarding closed claims in their annual reports to the Office of Insurance Regulation; requiring the Property Insurance Corporation to include the costs of catastrophe reinsurance to its projected 100-year probable maximum loss in its rate calculations even if the corporation does not purchase such reinsurance, etc.
School District Funding; Requires school districts allocate certain amount of specified funds to programs that prepare students to enroll in AICE courses; requires such funds be spent on specified costs; requires school districts to distribute specified bonuses to certain teachers providing pre-AICE instruction; requires bonuses based on student's score on AICE examination to be paid to all AICE teachers.
Florida Postsecondary Academic Library Network; Deletes provisions for Florida Academic Services Library Services Cooperative and Complete Florida Plus Program; revises provisions for statewide Internet-based catalog & online student advising services; provides duties for the Florida Postsecondary Academic Library Network.
Pub. Rec./Network Schematics, Hardware and Software Configurations, or Encryption/Supervisors of Elections; Creates public records exemption for portions of records containing network schematics, hardware & software configurations, or encryption held by county supervisor of elections; provides for release of confidential & exempt information in certain instances to governmental entities; provides for retroactive application; provides for future legislative review & repeal of exemption; provides statement of public necessity.
Purchase of Commodities and Services by Water Management Districts; Authorizes water management districts to purchase commodities & contractual services from purchasing contracts of specified entities; provides conditions for such purchases.
Impact Fees; Requires local governments & special districts to credit against collection of impact fees any contribution related to public facilities or infrastructure; provides conditions under which credits may not be applied; provides limitations on impact fee increases; provides retroactive operation; requires specified entities to submit affidavit attesting that impact fees were appropriately collected & expended; provides retroactive application; requires school districts to report specified information regarding impact fees.
Racketeering; Revising the definition of the term “racketeering activity” to include certain actions relating to wild animal life, freshwater aquatic life, or marine life, etc.
Pub. Rec. and Meetings/Public Service Commission; Provides exemption from public meetings requirements for portions of hearings before Public Service Commission wherein proprietary confidential business information is discussed; requires recording & transcription of exempt portions of such hearings; provides exemption from public records requirements for such recordings & transcripts; provides exception; provides for future legislative review & repeal of exemptions; provides statement of public necessity.
Florida Statutes; Deleting provisions which have become inoperative by noncurrent repeal or expiration and, pursuant to s. 11.242(5)(b) and (i), F.S., may be omitted from the 2021 Florida Statutes only through a reviser’s bill duly enacted by the Legislature, etc.
Veterans’ Preference in Employment; Authorizing the state and its political subdivisions to waive certain postsecondary educational requirements for employment for servicemembers and veterans who meet specified criteria; revising the list of positions that are exempt from veterans’ preference requirements; requiring, rather than authorizing, each political subdivision to develop and implement a veterans’ recruitment plan for specified purposes; modifying point preferences given to veterans and their family members when a numerically based selection process is used for hiring, etc.
Corporate Espionage; Prohibits theft of trade secret; prohibits trafficking in trade secrets; reclassifies penalty & increases offense severity ranking for an offense committed with specified intent; requires court to order specified restitution for violation; provides for civil actions for violations; provides exception to criminal & civil liability for certain disclosures.
Florida Statutes; Amending and repealing provisions to conform to the directive of the Legislature in section 9 of chapter 2012-116, Laws of Florida, codified as section 11.242(5)(j), Florida Statutes, to prepare a reviser’s bill to omit all statutes and laws, or parts thereof, which grant duplicative, redundant, or unused rulemaking authority, etc.
