Freestanding Emergency Departments; Prohibits hospital-based off-campus emergency department from holding itself out to public as urgent care center; requires such departments to post signs containing specified statements; provides requirements for advertisement of such departments; requires AHCA & health insurers to post & annually update certain information on their websites.
Moments of Silence in Public Schools; Requires principals to require teachers to set aside time for moment of silence; prohibits teachers from making suggestions to nature of any reflection during moment of silence; deletes provision authorizing district school boards to provide brief period of silent prayer or meditation; requires certain teachers encourage parents or guardians to discuss moment of silence & make suggestions as to the best use of this time.
Volunteer Ambulance Services; Authorizing certain medical staff of a volunteer ambulance service to use red lights on a privately owned vehicle under certain circumstances; authorizing vehicles of volunteer ambulance services to show or display red lights and operate emergency lights and sirens under certain circumstances; authorizing privately owned vehicles belonging to certain medical staff of a volunteer ambulance service to display or use red warning signals under certain circumstances; providing that county and municipal governments may not limit, prohibit, or prevent volunteer ambulance services from responding to emergencies or providing emergency medical services or transport within their respective jurisdictions, etc.
OGSR/Proprietary Confidential Business Information; Amending a provision which provides an exemption from public records requirements for proprietary confidential business information submitted by a voice communications services provider to the E911 Board, the Division of Telecommunications within the Department of Management Services, or the Department of Revenue; amending the definition of the term “proprietary confidential business information”; removing the scheduled repeal of the exemption, etc.
Insurance Adjuster Examination Requirements; Exempts certain applicants for licensure as all-lines adjusters from required examination.
Largemouth Bass; Requiring the Department of Agriculture and Consumer Services, in consultation with specified entities, to adopt a rule requiring certain facilities to maintain stock acquisition documentation or records of genetic testing related to Florida largemouth bass; authorizing the sale of Florida largemouth bass as food fish under certain circumstances, etc.
Pub. Rec./Department of Military Affairs; Provides exemption from public records requirements for information held by Department of Military Affairs stored in United States Department of Defense system of records, transmitted using United States Department of Defense network or communications device, or pertaining to United States Department of Defense; provides certain information may be disclosed only in accordance with federal & state laws; provides for retroactive application; provides for future legislative review & repeal of exemption; provides statement of public necessity.
OGSR/Department of Agriculture and Consumer Services; Removes scheduled repeal of exemption from public records requirements for information held by DACS as part of examination or investigation with another state or federal regulatory, administrative, or criminal justice agency.
Independent Living Services; Removing a provision requiring the Florida Independent Living Council to assist the Division of Blind Services of the Department of Education; requiring the council to coordinate with centers for independent living; prohibiting the council from engaging in certain activities; requiring the council to comply with state and federal laws and regulations relating to lobbying; increasing the percentage of certain revenues used to administer the James Patrick Memorial Work Incentive Personal Attendant Services and Employment Assistance Program, etc.
Assistance Programs; Requires early learning coalition to give priority for participation in school readiness program to certain children; requires Office of Early Learning within DOE to coordinate with University of Florida Anita Zucker Center for Excellence in Early Childhood Studies to conduct analysis of certain assistance programs; requires DCF to provide certain assistance.
Required Health Education Instruction; Provides additional requirements for health education; revises grades when students receive certain health education instruction; requires health education instruction include prevention of specified harms.
Pub. Rec/Assessment Instruments; Expands examination & assessment instruments which are confidential & exempt from public record requirements; provides provisions governing access, maintenance, & destruction of certain instruments & related materials shall be prescribed by rules of State Board of Education and regulations of Board of Governors; provides for future legislative review & repeal; provides legislative findings; provides statement of public necessity.
