Genetic Counseling; Creating the “Genetic Counseling Workforce Act”; providing licensure, licensure renewal, and continuing education requirements; requiring the Department of Health to adopt by rule continuing education requirements; prohibiting the licensing of a genetic counselor from being contingent on his or her participation in counseling that conflicts with his or her deeply held moral or religious beliefs; revising the definition of the term “health care practitioner” to include licensed genetic counselors, etc. APPROPRIATION: $45,964
Department of Business and Professional Regulation; Requiring that certain reports relating to the transportation or possession of cigarettes be filed with the Division of Alcoholic Beverages and Tobacco through the division’s electronic data submission system; requiring that certain entities file reports, rather than returns, relating to tobacco products with the division; exempting certain persons from specified permit requirements under certain circumstances; authorizing specified establishments to submit a request for a temporary permit, etc.
Florida Birth-Related Neurological Injury Compensation Plan; Requiring the Auditor General to audit the Florida Birth-Related Neurological Injury Compensation Association at least once every 3 years; revising requirements for the award for compensation for claims under the plan; increasing the amount that may be awarded to the parents or legal guardians of an infant found to have sustained a birth-related neurological injury; requiring association employees to annually sign and submit a conflict-of-interest statement as a condition of employment, etc.
Fire Sprinklers; Revising the definition of the term “Contractor V”; authorizing certain fire protection system contractors to design certain systems; revising the definition of the term “fire protection system”, etc.
Scheduling of Drug Products Containing Cannabidiol; Removes provisions concerning scheduling of certain drug products containing cannabidiol.
Postsecondary Education; Prohibits State Board of Education and BOG from shielding students, staff, and faculty from certain speech; requires State Board of Education to conduct annual assessment on intellectual freedom & viewpoint diversity; creates a cause of action for recording or publication of certain video or audio recordings; revises provisions related to protected expressive activity, university student governments, & codes of conduct.
Educator Conduct; Requiring DOE to maintain a disqualification list of individuals; revises provisions relating to employment & termination of public school & private school employees; revises duties of DOE, Commissioner of Education, school districts, & school principals relating to employee conduct & employment & termination of public school & private school employees.
Individual Education Plan Requirements for Students with Disabilities; Revises provision related to development and implementation of IEPs for students with disabilities regarding postsecondary education and career opportunities including such IEP requirements, timeline, information provided, & statement of intent; requires DOE Education to review specified services & programs; requires DOE to establish & publish uniform best practices for such services & programs.
Urban Agriculture; Authorizing farm equipment used to transport farm products to be stored, maintained, or repaired within specified boundaries; exempting farm equipment used in urban agriculture from provisions requiring farm equipment to be located within specified boundaries; providing that nonresidential farm buildings, fences, or signs located on lands used for urban agriculture are not exempt from the Florida Building Code or local governmental regulations; creating the “Urban Agriculture Pilot Project Act"; authorizing the Department of Agriculture and Consumer Services to approve municipal urban agricultural pilot projects, etc.
Injured Police Canines; Authorizing licensed life support services to transport injured police canines under certain circumstances; authorizing a paramedic or an emergency medical technician to provide emergency medical care to injured police canines under certain circumstances; providing for immunity from criminal and civil liability under certain circumstances, etc.
OGSR/Juvenile Criminal History Records; Removes scheduled repeals of exemption from public record requirements for juvenile information compiled by Criminal Justice Information Program from intrastate sources & provisions specifying that certain arrest records of juvenile offenders are not exempt from public record requirements.
Office of Minority Health and Health Equity; Requires Office of Minority Health & Health Equity to develop & promote statewide implementation of certain policies, programs, & practices; requires representative from each county health department to serve as minority health liaison; requires DOH to maintain specified information on its website; requires office to serve as liaison to & assist certain federal offices.
