Emergency Preparedness for Life-sustaining Medical Services; Requires specified entities, plans, & programs to enact flexibilities & waivers during emergency; defines "emergency" & "life sustaining medical services"; specifies flexibilities & waivers such specified entities, plans, & programs must enact; provides when such flexibilities & waivers become effective; authorizes time period for such flexibilities & waivers to be extended by OIR or AHCA.
Mental Health Services for First Responders; Requires Division of State Fire Marshal to develop & implement statewide behavioral health access program to provide certain mental wellness services & resources to first responders; provides requirements for program; provides that first responders are not required to pay copayment for services & resources; provides training requirements for licensed professional counselors; requires program, by specified date, to develop specified plan & submit plan to Legislature.

Youth Conflict Resolution and Peer Mediation Pilot Program; Creating the Youth Conflict Resolution and Peer Mediation Pilot Program within the Community School Grant Program for a specified period; requiring the Center for Community Schools at the University of Central Florida to implement the pilot program and a specified curriculum; requiring the center to work with the Department of Education to identify and implement the curriculum; providing for the future expiration of the pilot program, etc.
Objections to Instructional Materials; Removes provisions authorizing parents & residents to object to instructional materials, requirements for certain meetings of committees related to such objections, provisions authorizing Commissioner of Education to appoint special magistrate, & district school board reporting requirements relating to such objections.
Coverage of Prescription Drugs for Pain; Defines "nonopioid pain drug"; requires Medicaid program & Medicaid managed care plans, respectively, to provide coverage such that nonopioid pain drugs are not disadvantaged or otherwise discouraged relative to any opioid or narcotic drug for pain management or treatment; specifies prohibited practices in relation to such coverage.
Taxation of Hemp Consumable THC Products; Provides excise taxes for hemp consumable THC products; requires dealers of hemp consumable THC products to register with DACS; provides for allocation & disposition of excise tax proceeds; provides for excise tax returns & remittance of such taxes; provides powers of DACS; declares excise taxes on hemp consumable THC products are government funds; provides for certain penalties & warrants; provides for record keeping, inspections, & audits, delinquencies & fraudulent activities; provides circuit court jurisdiction for violations; authorizes DACS to adopt emergency rules.
