Dispensing Medicinal Drugs; Authorizing certain hospitals to dispense supplies of prescribed medicinal drugs in a specified amount to emergency department patients or inpatients upon discharge under certain circumstances; authorizing a greater specified supply of medicinal drugs to be prescribed and dispensed in areas in which a state of emergency has been declared and is in effect; authorizing a prescriber to provide a patient with a prescription for medicinal drugs beyond the initial prescription period under certain circumstances, etc.
Child Care Facilities; Citing this act as the "Child Safety Alarm Act"; requiring certain vehicles, by a specified date, to be equipped with a reliable alarm system that meets specified criteria; requiring the Department of Children and Families to adopt by rule minimum safety standards for such systems and to maintain a list of approved alarm manufacturers and alarm systems, etc.
Parenting and Time-Sharing of a Minor Child for a Convicted Parent; Creates rebuttable presumption against shared parental responsibility & time-sharing with minor child for parents who have been convicted of or had adjudication withheld for specified offense.
Military Affairs; Revises provisions relating to military positions in certain employment classes & officer appointments; requires Adjutant General to serve as Commanding General of militia; establishes Florida Code of Military Justice (FCMJ); authorizes courts-martial to try Florida National Guard members for offenses punishable by FCMJ; revises provisions relating to courts-martial & punishments adjudged thereby; authorizes military judge to issue pretrial confinement warrants & subpoenas; revises membership, terms, & meeting requirements of Armory Board; provides members of Florida National Guard are subject to FCMJ regardless of status; revises circumstances under which physician may practice medicine during emergency, disaster, or federal military training.
Waste Management; Requiring the Department of Environmental Protection to review and update its report on retail bags and submit the updated report to the Legislature by a specified date; requiring a local government to pay a specified amount of compensation to a displaced private waste company at the end of a specified notice period; removing a provision authorizing a local government to pay a specified amount of compensation to a private waste company as an alternative to delaying displacement for a specified period; defining the term “storm-generated yard trash”, etc.
Sovereign Immunity for Child Protection Teams; Revises term "officer, employee, or agent" as it applies to immunity from personal liability to include members of Child Protection Teams in certain circumstances.
Disposition of Unclaimed Property; Requiring the Department of Financial Services to provide copies of certain wills and trusts, and any codicils or amendments of such wills and trusts, to certain persons upon request; requiring specified agreements for certain claims; increasing the threshold required to use a different method of identity verification for electronic claims; requiring the department to adopt forms for an Unclaimed Property Recovery Agreement and an Unclaimed Property Purchase Agreement, etc.
Education; Authorizing the Department of Education to hold patents, copyrights, trademarks, and service marks; establishing the Innovative Blended Learning and Real-Time Student Assessment Pilot Program within the department; requiring certain students to take a specified assessment relating to civic literacy; requiring certain postsecondary students to complete a civic literacy course and pass a specified assessment to demonstrate competency in civic literacy; requiring school districts to provide the SAT or ACT to grade 11 students beginning in a specified school year, etc.
Doorstep Refuse and Recycling Collection Containers; Deleting an obsolete provision; removing the scheduled repeal of certain provisions regulating the use of containers in exit access corridors, etc.
Preemption Over Restriction of Utility Services; Prohibits municipalities, counties, special districts, or other political subdivisions from restricting or prohibiting types or fuel sources of energy production used, delivered, converted, or supplied by certain entities to customers; voids existing specified documents & policies that are preempted by this act.
Arrest Booking Photographs; Prohibiting the republishing or redissemination of certain arrest booking photographs; authorizing a person whose arrest booking photograph is republished or redisseminated to bring a civil action against the person or entity republishing or redisseminating the photograph if such person or entity was required to remove it from the publication or electronic medium; authorizing a court to impose a specified civil penalty; requiring a court to award reasonable attorney fees and court costs, etc.
Students with Disabilities in Public Schools; Prohibits use of seclusion on students; revises provisions relating to use of restraint on certain students; provides DOE, school district, school, & personnel requirements; provides for placement of video camera in specified classrooms; provides requirements for such placement; requires continuing education & inservice training for teaching students with emotional or behavioral disabilities.
