Domestic Violence; Adds nonresidential outreach services to list of services certified domestic violence centers must provide; provides funding requirements for certified domestic violence; revises program content requirements for batterers' intervention programs; requires department to adopt certain rules.
Massage Therapy; Revises definition & purpose of massage therapy.
Administration of Vaccines; Revising the specified immunizations or vaccines that certified pharmacists and registered interns may administer to adults; authorizing certain pharmacists to administer influenza vaccines to individuals 7 years of age or older under certain circumstances, etc.
Attorney Compensation; Requires attorney representing personal representative in estate administration or trustee in initial administration of trust who intends to charge certain fee to make specified written disclosures; requires attorney to obtain certain signature; prohibits attorney who does not make such disclosures from being paid for legal services except in certain circumstances; provides that complexity of estate or trust may be considered when determining what is extraordinary service; requires court to consider certain agreements & written disclosures when determining reasonable compensation of attorney.
Environmental Regulation; Ratifying specified rules relating to biosolids and to the Central Florida Water Initiative for the sole and exclusive purpose of satisfying any condition on effectiveness pursuant to provisions which require ratification of any rule exceeding the specified thresholds for likely adverse impact or increase in regulatory costs; exempting the rules from certain review and approval by the Environmental Regulation Commission, etc.
Civic Education Curriculum; Revises social studies high school graduation credit requirement; requires DOE to develop or approve integrated civic education curriculum that meets certain requirements; requires department to curate oral history resources to be used with such curriculum; requires department to approve civic education curricula submitted by school districts & charter schools.
First Aid Training in Public Schools; Revises grade levels that school districts are encouraged provide certain first aid training; requires school district provide specified grade levels with certain first aid training; provides requirements for such training.
Notaries Public; Clarifies that notary public is entitled to select particular technology in performing notarial act with respect to electronic record; authorizes notary public's contract or employer to require use of particular technology; revises limitations on notary public fees; revises certain registration requirements for online notaries public; authorizes notaries public to use audio-video communication technology to remotely swear in individuals who testify & new attorneys admitted to The Florida Bar; requires remote online notarization service provider to retain audio-video communication recordings of online notarizations; authorizes RON service provider to delegate this duty to secure repository under certain conditions; clarifies that online notary public is entitled to select his or her remote online notarization service provider; authorizes notary public's contract or employer to require use of particular RON service provider.
Podiatric Medicine; Authorizes Board of Podiatric Medicine to require specified number of continuing education hours related to safe & effective prescribing of controlled substances; provides for governance of podiatric physicians who are supervising medical assistants.
Behavioral Health Care Services Coverage and Access; Requires DFS to submit report relating to behavioral health care services & benefits to Governor & Legislature by specified date; specifies minimum information report must contain; requires department to make certain information available on its website; requires health insurers & health maintenance organizations to disclose specified information on their websites; requires health insurers & health maintenance organizations to annually provide certain written notices to insureds or subscribers.
Payment for Construction Services; Increasing the interest rate for certain payments for purchases of construction services; specifying that a person, firm, or corporation who fails to make certain payments relating to public projects commits a misapplication of construction funds and is subject to criminal penalties; increasing the interest rate for overdue payments for the purchase of construction services; expanding the list of actions for which a licensee may be disciplined by the Construction Industry Licensing Board; requiring the board to suspend certain licenses for a minimum period of time under certain circumstances, etc.
