Pub. Rec./ Pawnbroker Transactions; Provides exemption from public records requirements for records relating to pawnbroker transactions that are delivered to FDLE; provides for future legislative review & repeal of exemption; provides statement of public necessity.
Employee Protections; Providing that public officers, public employees, and local government attorneys commit a breach of the public trust when they initiate adverse personnel actions against employees of an agency or independent contractor under certain circumstances; prohibiting agencies and independent contractors from taking specified actions against employees or certain persons for disclosing certain information to the Commission on Ethics; requiring that information disclosed include specified violations or alleged violations; providing that specified provisions protect employees and persons who submit written complaints to the commission or provide information to an investigator during an investigation of a complaint or referral, etc.
Local Government Enforcement Actions; Prohibits certain enforcement actions by counties & municipalities; authorizes persons or business entities subject to such actions to submit request for review; requires counties & municipalities to review such actions & respond within specified time period; requires counties & municipalities to establish & maintain rules; authorizes filing of legal action & providing legal remedies in certain circumstances; requires that such action be filed within specified time period; provides for certain protections from retaliation; authorizes filing of certain complaints in specified circumstances; provides for preemption.
Prohibition on Levying Ad Valorem Taxes on Tangible Personal Property; Conforming provisions to proposed amendments made to the State Constitution which prohibit levying ad valorem taxes on tangible personal property by counties, school districts, and municipalities; repealing a provision relating to the property appraiser’s assessments and effect of determinations by value adjustment boards; repealing a provision relating to extending the date for filing tangible personal property tax returns; repealing a provision relating to tax returns to show all exemptions and claims, etc.
Public Records; Provides exemption from public records requirements for personal identifying & location information of current county administrators, deputy county administrators, assistant county administrators, city managers, deputy city managers, & assistant city managers, including names & personal identifying & location information of their spouses & children; provides for future legislative review & repeal; provides for retroactive application; provides statement of public necessity.
HB 6011 requires Florida officials and certain government employees (including "reporting individuals" like elected officials and "procurement employees" handling contracts) to annually report gifts or honoraria exceeding $100. They must disclose the giver’s name, gift/honorarium description, dates, total value, and attach prior reports by July 1 each year. Reporting individuals file with their financial disclosure office, while procurement employees file with the Commission on Ethics. The bill also mandates similar annual disclosure for honoraria expenses related to events. It would take effect July 1, 2026.
Patriotic Displays at Public Schools; Requires, subject to legislative appropriation, each district school board to adopt rules to require display of portraits of George Washington & Abraham Lincoln at each public school in district; & requires DOE to select portraits & make them available to each school district.
Public Records/Sexual Assault Counselors; Providing an exemption from public records requirements for the personal identifying and location information of sexual assault counselors; providing for future legislative review and repeal of the exemption; providing for retroactive application; providing a statement of public necessity, etc.
Doula Support for Healthy Births Pilot Program; Establishes pilot program in Broward, Miami-Dade, & Palm Beach Counties for specified purpose; requires DOH, in collaboration with its maternal & child health section, to implement & oversee pilot program; requires pilot program to target specified populations for enrollment; specifies services that must be provided under pilot program; requires department to collaborate with specified entities to integrate doula services into existing maternal health programs & facilitate outreach & service delivery; authorizes department to integrate doula services into existing maternal & child health programs as expansion of pilot program, subject to certain requirements; creates Doula Certification Task Force within department for specified purpose; requires department to oversee & provide administrative support to task force; requires task force to submit final report of its findings & recommendations to Governor & Legislature by specified date.
Injunctions for Protection; Creates cause of action for injunction for protection in cases of serious violence by known person; specifies persons who have standing to file such injunction for protection in circuit court if specified conditions are met; prohibits clerk of court from assessing fee for filing of such injunction for protection; requires clerk of court to provide petitioner with certified copy of such injunction for protection; provides requirements for such petition for injunction for protection; provides requirements for temporary or final judgment on such injunction for protection; requires clerk of court to electronically transmit copies of specified documents within certain timeframe after court issues such injunction for protection; requires law enforcement officers to accept certified copy of such injunction for protection from petitioner & immediately serve it upon respondent; provides requirements for inclusion of such injunction for protection in specified statewide communication system; requires that respondent be held in custody if he or she is arrested for committing act of serious violence by known person in violation of injunction for protection until being brought before court.
Dependent Children; Provides additional situations in which rebuttable presumption of detriment is created; requires certain guardians ad litem & attorneys ad litem to have special training in parricide; requires certain persons to provide to court & certain agencies & persons access to certain records of child; requires visitation or other contact to be supervised by person who has special training in parricide; requires court to refer certain children to specified trauma-informed therapeutic services; provides additional reasons law enforcement officer or authorized agent of DCF can take child into custody; requires hearing before placing certain children in shelter.
Living Organ Donation; Defining the term “living organ donor”; requiring state agencies to grant administrative leave, not to exceed a specified number of days, to allow an employee to serve as a living organ donor; requiring employers to grant an unpaid leave of absence to allow an employee to serve as a living organ donor under certain circumstances, etc.
