Personal Care Attendants; Authorizes nursing home facilities to employ personal care attendants if certain training requirement is met; requires AHCA, in consultation with Board of Nursing, to develop certain training program; provides minimum requirements for such program; provides certain requirements & prohibitions applicable to personal care attendants; authorizes certain persons to be employed by nursing home facility as personal care attendants for specified period if certain training requirement is met; defines "personal care attendants."
Postsecondary Education; Revising grant specifications; requiring funds appropriated for the Florida Postsecondary Comprehensive Transition Program to only be used for certain grants as specifically authorized in the General Appropriations Act; renaming collegiate high school programs as early college programs; clarifying fee exemptions for the Department of Children and Families; establishing the Dual Enrollment Scholarship Program; providing for the reimbursement of tuition and costs to eligible postsecondary institutions; requiring students participating in dual enrollment programs to meet specified minimum eligibility requirements in order for institutions to receive reimbursements, etc.
Educational Opportunities Leading to Employment; Renaming the Florida Ready to Work Certification Program as the Florida Ready to Work Credential Program; providing where the program training may be conducted; requiring that certain students be covered by the workers’ compensation insurance of their employers in a work-based learning opportunity; requiring admissions counseling to use certain tests or alternative methods to measure achievement of college-level communication and computation by students entering college programs, etc. APPROPRIATION: $2,000,000
Workforce Related Programs and Services; Creates Office of Reimagining Education and Career Help; creates & revises provisions relating to workforce services including the Labor Market Estimating Conference, workforce opportunity portal, state board composition, Credentials Review Committee, state plan requirements, waivers, local workforce development boards, Master Credentials List, CAPE Industry Certification Funding List, industry certifications, SEAS program, workforce development metrics, Florida Talent Development Council, Open Door Grant Program, preapprenticeship & apprenticeship program grants, Money-back Guarantee Program, automated consumer-first workforce system, career & education planning courses, digital credential courses, & student career service centers.
Substance Abuse Services; Providing criminal penalties for making certain false representations or omissions of material facts when applying for service provider licenses; requiring the Department of Children and Families to suspend a service provider’s license under certain circumstances; expanding the applicability of certain exemptions for disqualification to applications for certification of a recovery residence or a recovery residence administrator, respectively; specifying that certain dwellings converted to recovery residences do not have a change of occupancy under the Florida Building Code due to such conversion, etc.
Rare Disease Advisory Council; Creating the advisory council adjunct to the Department of Health; specifying the purpose of the advisory council; defining the term “rare disease”; prescribing duties and responsibilities of the advisory council, etc.
Sexual Offender Registration; Redefining the term “sexual offender”, etc.
Agency for Health Care Administration; Removes certain reporting requirements applicable to AHCA, certain requirements for Medicaid Pharmaceutical & Therapeutics Committee, & provisions relating to agency's implementation of prescribed-drug spending-control program & Organ Transplant Advisory Council.
Duties of the Attorney General; Relieving the Department of Legal Affairs from certain duties associated with specified neighborhood improvement districts; repealing a provision relating to the Safe Neighborhoods Program; repealing a provision relating to the duties of the Department of Legal Affairs; authorizing certain declarations during a state of emergency to be extended by executive order, etc.
Use of Electronic Databases; Prohibiting the use or release, not authorized by law, of any information contained in the Driver and Vehicle Information Database; requiring the law enforcement accreditation program to address access to and use of personal identification information contained in electronic databases; requiring the Criminal Justice Standards and Training Commission to incorporate into the course curriculum required for initial certification of law enforcement officers instruction on the authorized access to and use of personal identification information contained in electronic databases, etc.
Consent for Pelvic Examinations; Revising the definition of the term “pelvic examination”; revising the circumstances under which a pelvic examination may be performed without consent; providing that certain health care practitioners and students need only obtain written consent for the initial pelvic examination for certain patients under certain circumstances; requiring such written consent form to inform the patient that multiple pelvic examinations may be conducted during the course of care and treatment, etc.
Program of All-Inclusive Care for the Elderly; Authorizing the Agency for Health Care Administration, in consultation with the Department of Elderly Affairs, to approve entities applying to deliver PACE services in the state; requiring applications to be reviewed and considered on a continuous basis; requiring notice of applications to be published in the Florida Administrative Register; providing specified application requirements for such prospective PACE organizations; requiring the agency to oversee and monitor the PACE program and organizations; providing that a PACE organization is exempt from certain requirements, etc.
