Renewable Energy; Defining the term “solar facility”; providing that solar facilities are a permitted use in local government comprehensive plan agricultural land use categories and certain agricultural zoning districts; authorizing the Florida Public Service Commission to approve cost recovery by a gas public utility for certain contracts for the purchase of renewable natural gas, etc.
Public Works; Revises prohibition relating to solicitation for construction services paid for with state appropriated funds; prohibits state or political subdivision that contracts for public works project from taking specified action against certain persons that are engaged in public works project or have submitted bid for such project; requires OEDR to include an analysis of certain expenditures in its annual assessment; requires counties, municipalities, & special districts that provide wastewater services & stormwater management to develop needs analysis.
Motor Vehicle and Vessel Registration Data; Requires tax collectors or third parties contracted with tax collectors to enter into memorandum of understanding with DHSMV & make certain determinations; requires DHSMV to ensure certain technology used by tax collectors protects customer privacy & data; authorizes DHSMV to provide certain technology to tax collectors upon request in order to provide data access & uniform interface functionalities for registration renewal transactions; authorizes use of data & functionality for certain purposes; requires development of data access & uniform interface functionalities by certain date.
Higher Education; Prohibiting the use of state funds to join or maintain membership in an association under certain circumstances; requiring the Board of Governors to provide certain notice to an association under certain circumstances, etc.
Growth Management; Requires comprehensive plans & certain land development regulations of municipalities effective after certain date to incorporate certain development orders; requires local governments to include property rights element in their comprehensive plans; provides statement of rights; requires local government to adopt property rights element within specified timeframe; provides that certain property owners are not required to consent to development agreement changes; provides requirements & procedures for right of first refusal; authorizes certain developments of regional impact agreements to be amended.
Homestead Exemption for Seniors 65 and Older; Revises provisions to require certain taxpayers to submit claim for homestead exemption only one time if certain conditions are met; deletes provision related to submission of supporting documentation for exemption renewal; requires property appraiser to provide specified information related to income limitations on annual basis.
Recovery of Spaceflight Assets; Provides spaceflight entity retains ownership of spaceflight asset after launch or upon reentry; requires person who finds item reasonably identifiable as spaceflight asset to report description & location to law enforcement; requires law enforcement to notify owner of spaceflight asset; authorizes owner of spaceflight asset to enter private property; prohibits person from appropriating spaceflight asset to his or her own use or refusing to surrender spaceflight asset to law enforcement or owner; provides criminal penalties.
Safety of Religious Institutions; Authorizes, for specified purposes, concealed weapons or firearms licensee to carry firearm on certain property of church, synagogue, or other religious institution.
Home Book Delivery for Elementary Students; Provides credits against specified taxes under New Worlds Reading Initiative Tax Credit; revises order in which corporate income tax credit under the Initiative is applied; revises definition of "adjusted federal income;" revises specified corporate income tax calculation; provides Initiative, DOE, DOR, administrator, school district, & tax credit requirements; provides for a specified cooperative agreements.
City of Freeport, Walton County; Provides exceptions to general law; provides requirements for specialty center designation; authorizes sale of alcoholic beverages for consumption on premises of specialty center under certain conditions; provides that applicant for alcoholic beverage license to be located in specialty center may not be denied licensure under certain conditions.
Physician Assistants; Revising legislative intent; defining and redefining terms; revising a limitation on the number of physician assistants a physician may supervise at one time; deleting a requirement that a physician assistant inform his or her patients that they have the right to see a physician before the physician assistant prescribes or dispenses a prescription; authorizing physician assistants to procure drugs and medical devices; revising requirements for a certain formulary; authorizing physician assistants to authenticate documents that may be authenticated by a physician, etc.
Highway Projects; Repealing provisions relating to applications for funding for technical assistance relating to areas in and around a proposed multiuse corridor interchange; requiring that $35 million transferred to Florida’s Turnpike Enterprise be used for a specified purpose beginning in a specified fiscal year and annually for up to 30 years thereafter; requiring that certain increased revenues be used to fund specified projects beginning in a specified fiscal year and annually thereafter; requiring the department, in coordination with the Florida Turnpike Enterprise, to evaluate certain roadways for development of specific controlled access facilities and to include such projects in the work program, etc.
