Juvenile Justice Programs and Detention; Creates Accountability & Program Support Program within DJJ; requires court to consider specified information before ordering child into custody for failing to appear; requires each judicial circuit to develop plan in consultation with parties; requires DJJ to calculate annually & provide to each county that is not fiscally constrained & does not provide its own detention care for juveniles its annual percentage share of detention costs; authorizes DJJ to evaluate viability of alternative model for providing & funding education services for youth in detention & residential facilities.
North Springs Improvement District, Broward County; Revises number of board members; requires members to be residents of district; provides designated seats for supervisors; provides for repeal unless reviewed & saved from repeal by Legislature; provides exception to general law; requires board of supervisors be elected by qualified electors of district; provides requirements for referendum.
Specialty and Special License Plates; Providing that the Department of Highway Safety and Motor Vehicles may not issue any new specialty license plates until a sufficient number of plates are discontinued; providing an exception to the requirement that specialty license plate annual use fees and interest earned from those fees only be expended in this state; requiring the department to discontinue an independent college or university’s existing specialty license plate if the college or university elects to use the standard template specialty license plate; revising distribution of annual use fees from the sale of Divine Nine license plates, etc.
Public Records; Prohibiting an agency that receives a request to inspect or copy a record from responding to such request by filing an action for declaratory relief against the requester, etc.
Use of Drones by Government Agencies; Expanding the authorized uses of drones by law enforcement agencies and other specified entities for specified purposes; requiring the Department of Management Services, in consultation with a specified officer, to publish a list of approved drone manufacturers meeting specified security standards; requiring governmental agencies to discontinue the use of specified drones by a certain date; requiring the department to establish minimum security standards for governmental agency drone use, etc.
Growth Management; Authorizing landowners with development orders existing before the incorporation of a municipality to elect to abandon such orders and develop the vested density and intensity contained therein under specified conditions; providing an exception to a prohibition against legal entities and their members exercising the power of eminent domain over or acquiring title to certain facilities or property; revising the required acreage thresholds for adopting an amendment using a small scale development amendment, etc.
Environmental Compliance Costs; Redefines term "environmental compliance costs" to include costs or expenses prudently incurred by an electric utility in complying with specified reclaimed water reuse requirements.
Modification or Continuation of Terms of Probation; Revises circumstances under which court must modify or continue term of probation.
Veterans Treatment Court Programs; Authorizes courts to create & administer veterans treatment court programs; requires such programs to adopt certain policies & procedures; provides eligibility criteria for participation in program; authorizes court to impose condition requiring certain probationers or community controllees to participate in treatment programs.
Homosassa Special Water District, Citrus County; Revises requirements to fill vacancy on Board of Commissioners; increases threshold cost of work for which district must use competitive bid process; authorizes District to procure contractual services without receiving competitive sealed bids under certain circumstances.
East Manatee Fire Rescue District, Manatee County; Provides for merger of Myakka City Fire Control District into East Manatee Fire Rescue District; revises boundaries.
Maternal Health Outcomes; Revises DOH's duties under Closing the Gap grant program; revises requirements for Closing the Gap grant proposals; requires DOH to establish telehealth minority maternity care pilot programs in specified counties by specified date; provides for funding of pilot programs.
