Repair of Mobility Devices; Requires original equipment manufacturers to make available documentation, embedded software, firmware, parts, & tools required to service mobility devices & parts of such devices; requires original equipment manufacturers of mobility devices with electronic security locks to make available any special documentation, embedded software, firmware, parts, & tools required to access & reset locks when disabled in course of service; provides that original equipment manufacturers are not required to divulge trade secrets; limits liability of original equipment manufacturers & authorized repair providers.
Water Safety Requirements for the Rental of Residential Property; Requires vacation rental licensee to equip certain rental units with specified water safety features; provides for civil liability; provides exception.
Gaming; Requiring certain organizations, before purchasing, installing, or operating a game or machine on their premises, or that already have a game or machine installed on their premises, and are in doubt about whether such game or machine meets the definition of an amusement game or machine, to petition the Florida Gaming Control Commission for a declaratory statement on whether the operation of such game or machine is authorized or prohibited; prohibiting such organizations from purchasing or installing a game or machine until such declaratory statement is issued; providing criminal penalties for specified offenses relating to the manufacture, possession, and sale of slot machines or devices, etc.
Ad Valorem Taxation; Revises Save-Our-Homes portability benefits available to married persons establishing joint homestead; prohibits increase in prior year’s adopted millage rate from going into effect unless approved by specified vote; authorizes DOR to adopt emergency rules; provides for future expiration.
Florida Public Service Commission; Revises membership of PSC; requires PSC to include specified information in settlement agreement orders, ensure certain allowable returns on equity, establish certain schedules for rate change requests, & provide annual report to Governor & Legislature.
Golf Courses; Creating the “Golf Course Best Management Practices Certification Act”; providing legislative findings and intent regarding golf course best management practices certification; providing for a type two transfer of the Golf Course Best Management Practices Certification program in the Department of Environmental Protection to the Department of Agriculture and Consumer Services, etc.
Contract Protection for Elderly Persons and Disabled Adults; Creating the “Elderly and Disabled Adult Contract Protection Act”; requiring that all contracts involving an elderly person or a disabled adult be in that person’s primary language; requiring a contracting party to conduct a comprehensive review of the contract before an elderly person or disabled adult signs the contract; requiring a contracting party to record a video that depicts the contracting process and the elderly person or disabled adult signing the contract, etc.
Telephone Solicitation; Revising the definition of the terms “telephone solicitor” and “telephonic sales call”; revising the conditions for awarding attorney fees in civil actions relating to telephone solicitation, etc.
Florida Museum of Black History; Establishing the Florida Museum of Black History Board of Directors; providing for the membership of the board; prohibiting specified members of the board from holding state or local elective office while serving on the board; requiring that the board work jointly with the Foundation for the Museum of Black History, Inc., etc.
Assessment of Property Used for Residential Purposes; Defining the term “changes or improvements made to improve the property’s resistance to wind damage”; prohibiting the consideration of the increase in just value of a property which is attributable to changes or improvements made to improve the property’s resistance to wind damage in determinations of the assessed value of certain property, etc.
Heated Tobacco Products; Revises definitions of “cigarette” & “tobacco products” to exclude certain types of products containing tobacco & defines "heated tobacco product."
