Health; Providing that the Department of Financial Services Tobacco Settlement Clearing Trust Fund shall be referred to as the “Lawton Chiles Trust Fund”; providing an appropriation to the Board of Directors of the H. Lee Moffitt Cancer Center and Research Institute for a specified purpose; authorizing pharmacists and wholesalers employed by or under contract with forensic facilities managed by the Agency for Persons with Disabilities to import prescription drugs under the Canadian Prescription Drug Importation Program for dispensing to clients in such facilities; requiring that the Department of Children and Families’ contracts with managing entities be made available on the department’s website, etc. APPROPRIATION: Indeterminate
State Group Insurance Program; Authorizing eligible former employees to participate in the state group insurance program; removing certain benefit levels for certain health plans; requiring cost savings to an enrollee to include a specified waiver, unless prohibited under certain tax laws; requiring the Division of State Group Insurance to establish and maintain, or contract with other entities to establish and maintain, a designated anti-fraud unit for certain purposes, to adopt an anti-fraud plan; specifying that eligible former employees may obtain certain health insurance coverage within a specified time after their separation from employment; providing requirements for certain health insurance coverage options; removing language that certain additional appropriations are considered a state contribution, which result in an increase in the state premium, etc.

Electronic Filing of Taxes; Reducing the threshold at which the executive director of the Department of Revenue may require a taxpayer to electronically file returns and remit payments, etc.
Education; Revising the goals of the Florida Center for Nursing; revising the requirements for school district and charter school capacity determinations; revising Department of Education duties under the Family Empowerment Scholarship Program; establishing the distribution methodology that early learning coalitions must use to distribute school readiness program funds to eligible providers; creating the Driving Choice Grant Program within the department for specified purposes relating to the transportation of certain students; establishing the Linking Industry to Nursing Education (LINE) Fund for specified purposes, etc.
Code and Traffic Enforcement; Authorizes designation of special event zone; provides requirements & enhanced penalties for certain infraction; authorizes impound of motor vehicle of person who commits certain infraction or violation; limits impoundment term; requires motor vehicle to be released upon payment of impound costs & fees; authorizes sheriff to grant temporary authority to law enforcement officer; provides for recovery of costs & fees associated with designating & enforcing special event zone; revises types of soundmaking devices or instruments subject to prohibition against operating or amplifying sound from motor vehicle; prohibits operation or amplification in areas adjoining private residences.
Charter School Charters; Revises provisions relating to consolidation of multiple charter into single charter, renewals, nonrenewals, & terminations of charters.
Education; Authorizing members of the Legislature to visit any public school in the legislative district of the member; creating the Charter School Review Commission within the Department of Education, subject to appropriation; requiring the department to contract with a college or university to provide administrative and technical assistance to the commission; authorizing the commission to solicit and review certain charter school applications; prohibiting a charter school from being subject to certain land use regulations if such regulations would not be required for certain public schools; establishing the Florida Institute for Charter Schools Innovation at Miami Dade College, subject to appropriation, etc.
Workers' Compensation Benefits for Posttraumatic Stress Disorder; Provides that time for specified notice in certain cases is measured from time of qualifying event or diagnosis of disorder, rather than manifestation of disorder, whichever is later; provides that posttraumatic stress disorder suffered by correctional officer is compensable occupation disease; provides standard of proof; provides requirements for benefits offered to correctional officer for posttraumatic stress disorder; specifies when claim for posttraumatic stress disorder must be noticed; requires certain employing agencies to provide certain educational training; requires DFS to adopt rules.
Education for Student Inmates; Authorizing the Department of Corrections and each county, respectively, to contract with Florida College System institutions to provide education services for student inmates; authorizing the expenditure of state funds for the education of state inmates who have a specified amount of time remaining to serve on their sentences, etc.
Fish and Wildlife Conservation Commission; Requiring lead land managing agencies, in consultation with the Fish and Wildlife Conservation Commission, to consider the use of state lands as gopher tortoise recipient sites in certain management plans; requiring the commission, subject to appropriation, to encourage the establishment of gopher tortoise recipient sites on private lands and to create an online dashboard for certain gopher tortoise recipient site information; revising the notices a person must be given for failure to submit to certain tests for alcohol, chemical substances, or controlled substances; authorizing individuals, when participating in certain athletic team practices or competitions, to operate a human-powered vessel within the marked channel of the Florida Intracoastal Waterway under certain circumstances; prohibiting municipalities and counties from designating certain waters adjacent to designated public bathing beaches or swim areas as vessel exclusion zones, etc.
