Indecent, Lewd, or Lascivious Touching; Defining conduct prohibited as indecent, lewd, or lascivious touching of certain minors; ranking the offense on the offense severity ranking chart of the Criminal Punishment Code, etc.
Sexual Offenses Definitions; Defining the term “female genitals” and revising the definitions of the terms “sexual battery” and “sexual bestiality”; requiring that HIV test results performed on inmates arrested for sexual offenses involving female genital penetration be disclosed under certain circumstances, etc.
Collective Bargaining; Providing for resolution in accordance with certain personnel rules of collective bargaining issues at impasse between the state and certified representatives of the bargaining units for state employees, etc.
Capitol Complex ; Prohibiting the construction and placement of a monument on the premises of the Capitol Complex unless the design and placement of such monument is approved by certain persons after considering the recommendations of certain entities; defining the term "Capitol Complex"; requiring the Department of Management Services to consult with the Governor and the Legislature before closing and reopening areas within the Capitol Complex during a declared state of emergency; prohibiting the department from closing or reopening areas within the Capitol Complex used for legislative business without the approval of the Legislature, etc.
Office of the Judges of Compensation Claims; Deleting a requirement for the office to maintain district offices and personnel at a certain level, etc.
Motor Vehicle Title Fees; Requiring that a specified amount of certain excess motor vehicle title fee collections in any fiscal year be deposited into the Highway Safety Operating Trust Fund, etc.
Human Trafficking; Providing the Statewide Council on Human Trafficking with an additional duty; deleting an obsolete provision; requiring the direct-support organization of the Statewide Council on Human Trafficking to develop certain training for firesafety inspectors; providing that such training is eligible for continuing education credits; requiring foster parents and agency staff to complete preservice and inservice training related to human trafficking, etc.
The Judicial Branch; Creating a sixth appellate district; revising the location of the headquarters of the Second Appellate District; revising the number of judges of each district court of appeal; revising the number of members and electors for the of the statewide nominating commission, etc.
Implementing the 2022-2023 General Appropriations Act; Implements specified appropriations of the General Appropriations Act for 2022-2023 fiscal year.
Fraud Prevention; Requires that electronic credentialing system display certain vehicle information, provide notification, & allow drivers to update information; requires DHSMV to provide Legislature with recommendations for compliance verification with financial responsibility requirements; requires certain sellers to allow consumers to cancel in specified manner & by specified means service contracts that have automatic renewal provisions; revises maximum fines for public adjusters & public adjuster apprentices; revises requirements for advertisements issued or caused to be issued by service agreement companies or salespersons; provides transfer of funds & appropriation. Information Technology; Providing that all functions, records, personnel, contracts, interagency agreements, and assets of the Department of Management Services State Data Center are transferred to the Northwest Regional Data Center; deleting the operational management and oversight of the state data center from the powers, duties, and functions of the department, acting through Florida Digital Service; requiring the department to assist customer entities transitioning from other cloud-computing services to the Northwest Regional Data Center or a cloud-computing service procured by the state data center; designating the Northwest Regional Data Center as the state data center, etc.
State-administered Retirement Systems; Authorizes certain members to elect to participate in deferred retirement program for additional 36 months; revises required employer retirement contribution rates for each membership class & subclass of Florida Retirement System; revising allocations to investment plan member accounts.
