Florida Health Choices Program; Renaming "Florida Health Choices Program" as "Florida Employee Health Choices Program"; revises legislative findings & intent; revises definitions; revises purpose & components of program; revises eligibility & participation requirements for vendors under program; revises types of health insurance products that are available for purchase through program; removes certain pricing transparency requirements to conform to changes made by act; revises structure of insurance marketplace process under program; removes option for risk pooling under program; removes exemptions from certain requirements of Florida Insurance Code under program; renaming corporation administering program as "Florida Employee Health Choices, Inc."; revises membership of board of directors; authorizes corporation to exercise certain powers; revises duties of board & corporation; revises fiscal year in which corporation's annual report is due.
Commercial Construction ; Prohibiting a governmental entity from enforcing certain contract provisions for a public works project; requiring the Florida Building Commission to adopt by rule a uniform commercial building permit application for a specified purpose by a specified date; requiring the commission to adopt by rule additional trade-specific permit application forms for certain trades; requiring a local enforcement agency to use and accept the applications and forms adopted by the commission; requiring local enforcement agencies to adopt substantially similar forms for a certain purpose; requiring permit fees that are imposed by a local enforcement agency to be limited to the actual and reasonable costs incurred in reviewing, processing, and administering the permit; requiring a local jurisdiction to include a certain reduction in permit fees on its schedule of fees posted on its website; prohibiting the local jurisdiction from charging fees for plans review services under certain circumstances; requiring the local enforcement agency to reduce the permit fee by specified percentages for an owner or a contractor who retains a private provider for specified purposes.
Gay and Transgender Panic Legal Defenses; Prohibits use of nonviolent sexual advance or specified perceptions or beliefs about another person as defense to criminal offense, to excuse or justify person's conduct, or to mitigate severity of offense.
Use of Professional Nursing Titles; Providing that licensed advanced practice registered nurses who hold specified degrees may use titles and abbreviations associated with those degrees in a specified manner; prohibiting such persons from holding themselves out to patients or prospective patients as a doctor in advertising without also clearly denoting their licensed profession, etc.
Condominium Associations; Requiring condominium associations to maintain turnover certificates and annual reports as part of their official records; requiring the board of administration of a condominium association to file with the Division of Condominiums, Timeshares, and Mobile Homes a turnover certificate within a specified timeframe; requiring the division to create and maintain a searchable electronic database of turnover certificates, etc.
Term Limits for Members of Boards of County Commissioners and District School Boards; Proposes amendments to State Constitution to provide term limits for members of boards of county commissioners & district school boards & to allow for subsequent election or re-election after specified period.
Storage of Handguns in Private Conveyances and Vessels; Providing requirements for storage of handguns in private conveyances and vessels; requiring law enforcement agencies to engage in a specified promotional campaign; requiring certain firearms education, safety, and training courses to include instruction on the requirements for storage of handguns in private conveyances and vessels; revising required warnings for transfer or sale of firearms, etc.
Gay and Transgender Panic Legal Defenses; Citing this act as the “Gay and Transgender Panic Legal Defenses Prohibition Act”; prohibiting individuals from using a nonviolent sexual advance or specified perceptions or beliefs about another individual as a defense to a criminal offense, to excuse or justify an individual’s conduct, or to mitigate the severity of an offense, etc.

Community Association Management; Requires community association managers & community association firms to obtain specified amount of insurance; provides for revocation of community association manager's license; barring community association manager from being licensed; requires certain community associations to contract with community association management firm; requires community association firm to possess all applicable licenses; provides that association board members, officers, & directors have duty to ensure such community association firm or community association manager is properly licensed; provides that timeshare management firms & licensed individuals employed by timeshare management firms are only subject to certain licensing & disciplinary requirements; provides that timeshare management firms & licensed individuals employed by timeshare management firms are only subject to certain licensing & disciplinary requirements unless certain provisions expressly apply; provides that certain other accommodations managed by timeshare management firm or licensed individual are governed under specified provisions of law; provides for priority of application in case of conflict.
Use of Professional Nursing Titles; Authorizes persons who hold specified degrees to use certain titles & abbreviations; requires certain doctoral degree holders to specify their profession when using specified title.
Motor Vehicle Insurance; Repealing provisions which comprise the Florida Motor Vehicle No-Fault Law; revising garage liability insurance requirements for recreational vehicle dealer license applicants; revising minimum liability coverage requirements for motor vehicle owners or operators; revising requirements for motor vehicle liability policies relating to coverage, and exclusion from coverage, for certain drivers and vehicles; revising coverages that may provide for a reduction in motor vehicle insurance policy premium charges under certain circumstances; revising the legal liability of an uninsured motorist coverage insurer; providing a prohibition, requirements, applicability, and construction relating to motor vehicle insurance policies as of a certain date, etc. APPROPRIATION: $83,651
