HR 5663: ACPAC Modernization Act

HR 5663, the ACPAC Modernization Act, amends the FAA Modernization and Reform Act of 2012 to add "ticket agents" as a required member category on the Aviation Consumer Protection Advisory Committee (ACPAC). This change directly affects ACPAC's composition by mandating that ticket agents be included among its members. The bill makes a technical, procedural update to the existing law without altering the committee's functions or creating new consumer protections. S 4176: STOP FRAUD in Medicaid Act

The STOP FRAUD in Medicaid Act expands the scope of Medicaid fraud investigations by directing state Medicaid fraud control units to examine not just providers but also individuals who apply for or receive benefits. This change requires states to investigate and prosecute fraudulent activities involving both healthcare providers and beneficiaries seeking or receiving Medicaid coverage. The bill also increases the maximum loan amount for these rural housing projects from $2,500 to $10,000. S 4184: Senior Citizens’ Freedom to Work Act of 2026

This bill, the Senior Citizens' Freedom to Work Act of 2026, removes restrictions that currently reduce Social Security and Railroad Retirement benefits for older Americans who work after reaching retirement age. The key provision repeals the Retirement Earnings Test, which previously lowered monthly payments for beneficiaries who earned income from employment or self-employment. By eliminating these deductions, the legislation allows seniors to continue working without facing benefit reductions, directly affecting retirees who wish to remain in the workforce. The changes apply to taxable years beginning after the bill is enacted and include technical updates to related provisions in the Social Security Act and Railroad Retirement Act.

S 4177: Student Athlete Act of 2026

This bill establishes federal rules for college student athletes, primarily affecting institutions of higher education and the National Collegiate Athletic Association. It guarantees that student athletes have five consecutive years of eligibility to compete in intercollegiate sports, regardless of injuries or other circumstances. Additionally, the bill prevents states from passing laws that conflict with these federal provisions or restrict student athlete rights under the new rules.

HR 8047: Promoting Resident Ownership of Manufactured Home Communities Act

This bill creates a federal grant program to help states, tribes, and local governments establish policies that allow residents of manufactured home communities to purchase their communities. The program requires recipients to use at least 25% of grant funds for land and infrastructure and to adopt model laws that mandate owners notify residents before selling, giving residents the right to match the sale price and negotiate terms. Eligible entities must demonstrate that their policies provide residents with meaningful opportunities to buy communities, with specific protections against retaliation and requirements that sale offers be available to all potential buyers. The legislation defines eligible owners as government entities, nonprofits, and resident cooperatives, while exempting certain family transfers and internal business transactions from the purchase opportunity requirements.
