Girls' Leadership, Engagement, Agency, and Development Act of 2021 or the Girls LEAD Act This bill directs the Department of State and the U.S. Agency for International Development (USAID) to jointly report to Congress a strategy to strengthen the participation of adolescents, particularly girls, in democracy, human rights, and governance. The State Department and the USAID shall (1) implement activities to achieve this goal, including activities to increase adolescent girls' civic and political knowledge and skills and address barriers to political participation; and (2) prioritize foreign assistance funding for democracy, human rights, and governance programs toward achieving the goals in this bill.
Give Our Athletes Level Salaries Act or the GOALS Act This bill prohibits the use of funds for the 2026 World Cup until the U.S. Soccer Federation agrees to provide equitable pay to the members of the U.S. Women's National Team and the U.S. Men's National Team.
Postal Employee Appeal Rights Amendments Act This bill extends federal employee protections against adverse personnel actions, including the right to appeal such actions to the Merit Systems Protection Board, to additional categories of employees at the U.S. Postal Service (USPS). Specifically, it extends such protections to any officer or employee of the USPS who is not represented by a bargaining representative and is in a supervisory, professional, technical, clerical, administrative, or managerial position covered by the Executive and Administrative Schedule.
Postal Supervisors and Managers Fairness Act of 2021 This bill modifies procedures for negotiating pay and benefits of supervisory and other managerial personnel of the U.S. Postal Service (USPS). At least 60 days before the expiration of a pay decision, the USPS must propose to the supervisors' organization any changes in pay policies, pay schedules, or fringe benefit programs for members of such organization. Not later than 60 days after the USPS agrees to a collective bargaining agreement that affects the pay or benefits of supervisors or managers who are members of the supervisors' organization, the USPS shall provide a proposal regarding such matters to the organization. The bill makes binding the decision of the fact-finding panel appointed by the Federal Mediation and Conciliation Service in the event of an impasse between the USPS and a supervisors' organization over proposed changes in pay and benefits.
International Nuclear Energy Financing Act of 2021 This bill requires the U.S. Executive Director at the International Bank for Reconstruction and Development (and the U.S. Executive Director at any other international financial institution deemed appropriate) to support financial assistance for the generation and distribution of nuclear energy, consistent with U.S. national security interests.
National Women's Hall of Fame Commemorative Coin Act of 2021 This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, half-dollar clad coins, and proof silver $1 coins in recognition and celebration of the National Women's Hall of Fame in Seneca Falls, New York. All minted coins shall include a specified surcharge, which shall be paid to the National Women's Hall of Fame Foundation to establish an endowment fund to provide for the long-term financing of the hall's operations.
LGBTQ Business Equal Credit Enforcement and Investment Act This bill requires financial institutions to report certain credit application data to the Consumer Financial Protection Bureau for the purposes of enforcing fair lending laws. Specifically, financial institutions must report this data regarding lesbian-, gay-, bisexual-, transgender-, or queer-owned businesses. Currently, this data is reported regarding women-owned, minority-owned, and small businesses.
Token Taxonomy Act of 2021 This bill specifies that digital tokens, such as those used in virtual currencies, are not securities for regulatory purposes. The bill also provides for the tax treatment of virtual currencies, including by excluding from gross income any gains from virtual currency transactions up to $600, retroactive to January 1, 2021.
Agricultural Intelligence Measures Act or the AIM Act This bill establishes the Office of Intelligence in the Department of Agriculture (USDA) under the National Intelligence Program. The office must leverage the capabilities of the intelligence community and the intelligence-related research of the National Laboratories to ensure that USDA is fully informed of threats by foreign actors to U.S. agriculture; focus on understanding foreign efforts to steal U.S. agriculture knowledge and technology, and develop or implement biological warfare attacks, cyber or clandestine operations, or other means of sabotaging and disrupting U.S. agriculture; prepare, conduct, and facilitate intelligence briefings for USDA; operate as the liaison between USDA and the intelligence community, with the authority to request intelligence collection and analysis on matters related to U.S. agriculture; collaborate with the intelligence community to downgrade intelligence assessments for broader dissemination within USDA; and facilitate the sharing of information on foreign activities related to agriculture with the intelligence community.
Postal Vehicle Modernization Act This bill establishes requirements for U.S. Postal Service (USPS) vehicle purchases and charging stations. The bill's provisions only apply if specified funding is appropriated. Specifically, the bill requires the USPS to ensure that at least 75% of the total number of next generation delivery vehicles purchased using such funds are electric or zero-emission vehicles. The bill provides for a phase-out of medium- and heavy-duty vehicles that are not electric or zero-emission vehicles. The USPS must provide by January 1, 2026, at each postal facility accessible to the public, at least one electric vehicle charging station for use by the public or USPS officers and employees.
Central Coast Heritage Protection Act This bill designates specified land within the Bakersfield Field Office of the Bureau of Land Management and in the Los Padres National Forest in California as components of the National Wilderness Preservation System. The bill designates certain land in the Los Padres National Forest as the Machesna Mountain Potential Wilderness Area, to be incorporated into the Machesna Mountain Wilderness Area; the Fox Mountain Potential Wilderness Area, to be incorporated into the San Rafael Wilderness; the Condor Ridge Scenic Area; the Black Mountain Scenic Area; and the Condor National Scenic Trail. The bill also designates specified segments of the Indian, Mono, Matilija, Sespe, and Piru Creeks and Sisquoc River in California as components of the National Wild and Scenic Rivers System and requires studies of new trails for recreation opportunities in California. Indian tribes shall be assured access to the wilderness areas, scenic areas, and potential wilderness areas designated by this bill for traditional cultural and religious purposes.
VA Fiscal Responsibility Act This bill requires the Department of Veterans Affairs (VA) to automate the collection of outstanding, overdue, and incomplete payments of third-party health insurance claims, regardless of the amount owed under any single claim. The VA must seek to enter a contract using competitive procedures and select a contractor that has proven expertise in the private sector through the use of automated small-balance recovery and appeal processes.
