HR 3432: School Safety Drill Research Act of 2021

School Safety Drill Research Act of 2021 This bill requires the Department of Education to enter into an agreement with the National Academies of Sciences, Engineering, and Medicine to study and report on the mental health effects that may result from a lockdown drill or active shooter drill in elementary and secondary schools.

HR 3443: Purple Heart Freedom to Work Act

Purple Heart Freedom to Work Act This bill increases the monthly income limit that is used to determine whether certain Purple Heart recipients are eligible for Social Security Disability Insurance (SSDI) benefits. Specifically, when making such determinations with respect to Purple Heart recipients who are entitled to SSDI benefits based on combat-related injuries, the Social Security Administration must use the limit that applies to individuals who are blind rather than the lower limit that applies to other SSDI recipients. In addition, the bill phases out SSDI benefits for these Purple Heart recipients, with benefits reduced by $1 for every $4 of earnings in excess of the limit.

HR 3362: Opportunity To Address College Hunger Act

Opportunity To Address College Hunger Act This bill requires institutions of higher education (IHEs) that receive grants to operate work-study programs to notify a student receiving work-study assistance that the student may be eligible for participation in the Supplemental Nutrition Assistance Program (SNAP). The Department of Education must provide guidance to states and IHEs on how to identify and communicate with students who are potentially eligible for SNAP.

HR 3353: Contact Lens Prescription Verification Modernization Act

Contact Lens Prescription Verification Modernization Act This bill revises the requirements for the verification of prescriptions related to the purchase of contact lenses. Specifically, online sellers of prescription contact lenses must provide consumers with a method to transmit a digital copy of their prescriptions to such sellers. Online sellers also must encrypt protected health information they send by email. Additionally, the bill prohibits any seller of prescription contact lenses from using telephone calls with an artificial or prerecorded voice (i.e., robocalls) to verify a consumer's prescription.

HR 3352: Midwives for MOMS Act of 2021

Midwives for Maximizing Optimal Maternity Services Act of 2021 or the Midwives for MOMS Act of 2021 This bill establishes grants within the Health Resources and Services Administration (HRSA) for establishing or expanding midwifery programs at institutions of higher education and nursing schools. HRSA may prioritize funding for institutions that focus on increasing the number of midwife professionals from underrepresented groups and that promote practicing in areas with limited access to professional health care.

HR 3341: STARTER Act 2.0

Surface Transportation Advanced through Reform, Technology, and Efficient Review Act 2.0 or the STARTER Act 2.0 This bill addresses provisions related to federal-aid highway, transit, highway safety, motor carrier, innovation, and resiliency programs of the Department of Transportation (DOT). It also sets forth requirements for the operation of railroad freight cars in the United States. For example, the bill extends FY2020 enacted levels through FY2026 for federal-aid highway, transit, and safety programs. DOT must provide competitive grants for projects to provide parking for commercial motor vehicles on the federal-aid highway system; establish a discretionary program to award competitive grants for eligible projects that encourage economic viability of the nation, a metropolitan area, or a region; create a public awareness campaign to reduce instances of driving while under the influence of prescription and over-the-counter medications; and promulgate regulations to implement an apprenticeship program for licensed commercial motor vehicle drivers under the age of 21. The bill also establishes new competitive grant programs to spur innovation of connected vehicle applications into operational deployments and to test the safe integration of automated driving system technologies into the on-road transportation system. Additionally, the bill addresses projects to improve the resiliency of federal-aid highways and bridges on and off the National Highway System. Further, the bill prohibits the operation of railroad freight cars in the United States that have been manufactured or assembled by certain foreign countries or that contain sensitive technology from such countries.

HR 3348: SOS: Sustaining Outpatient Services Act

SOS: Sustaining Outpatient Services Act This bill allows for payment under the Medicare prospective payment system for hospital outpatient department services of certain items and services that are furnished at off-campus outpatient departments. Specifically, the bill allows for payment of items and services for which payments to physician specialists (under the Medicare physician fee schedule) did not exceed $2 million during the previous year.

HR 3334: BUS Act

Build Up the Suburbs Act or the BUS Act This bill modifies programs that support public transportation projects, with a particular focus on fixed-guideway transportation systems (e.g., light rail and bus rapid transit). Specifically, the bill expands eligibility for certain grants that support the construction and expansion of such systems. In particular, it increases the cap on federal assistance for Small Starts projects (funded through Capital Investment Grants) from $100 million to $360 million and the total estimated net capital cost from $300 million to $600 million. It also includes express lane transit systems within the scope of fixed guideways. Further, the Department of Transportation must give priority in selecting Nationally Significant Multimodal Freight and Highway Projects to those that include public transportation components.

HR 3354: CHANGE Act of 2021

Concentrating on High-value Alzheimer's Needs to Get to an End Act of 2021 or the CHANGE Act of 2021 This bill modifies the requirements under Medicare for diagnosing and treating Alzheimer's disease and other cognitive impairments in older adults. Specifically, the bill expands the cognitive impairment detection benefit during annual wellness visits to require the use of validated detection tools and documentation of the results in the patient's medical record. Further, when a cognitive impairment is detected, the patient must be referred to an appropriate diagnostic service provider and other specified supports. Additionally, the Centers for Medicare & Medicaid Services must implement Medicare policies that increase the identification and response to patients' Alzheimer's disease risk factors and incentivize providers to utilize high-quality cognitive impairment diagnosis practices. The Government Accountability Office also must conduct a study of policies that may accelerate progress in Alzheimer's disease research and enhance the quality of care for individuals diagnosed with Alzheimer's disease.

SRES 97: A resolution calling on the Government of Ethiopia, the Tigray People's Liberation Front, and other belligerents in the conflict in the Tigray Region of Ethiopia to cease all hostilities, protect human rights, allow unfettered humanitarian access, and cooperate with independent investigations of credible atrocity allegations.

This resolution calls for the immediate cessation of hostilities in the Tigray region of Ethiopia and condemns all violence against civilians. Further, the resolution calls on Eritrea to withdraw its military forces from Ethiopia, and it urges all parties to the conflict to cease hostilities and work to protect human rights. The resolution also calls on relevant U.S. agencies to take specified actions that encourage an end to the conflict and provide humanitarian support.

HRES 414: Directing the Attending Physician to take timely action to provide updated mask wearing guidance applicable to the Hall of the House of Representatives and committee meeting spaces for Members and staff who are vaccinated against Covid-19, consistent with the public guidance released by the Centers for Disease Control and Prevention on May 13, 2021.

This resolution directs the Office of the Attending Physician to update the mask-wearing guidance (consistent with public guidance released by the Centers for Disease Control and Prevention) applicable to the Hall of the House of Representatives and committee meeting spaces for Members and staff who are vaccinated against COVID-19.
