HR 1353: Coronavirus Medicaid Response Act

Coronavirus Medicaid Response Act This bill increases the Medicaid federal matching rate, also known as the Federal Medical Assistance Percentage (FMAP), for states and U.S. territories that experience economic downturns (i.e., high unemployment) beginning on or after January 1, 2020, in accordance with specified requirements and limitations. The bill's increase is in addition to previously enacted FMAP increases relating to COVID-19 (i.e., coronavirus disease 2019) but may not result in an FMAP greater than 95%.

Clean School Bus Act of 2021 This bill directs the Department of Energy (DOE) to establish the Clean School Bus Grant Program in the Office of Energy Efficiency and Renewable Energy. Under the program, DOE must award grants for the replacement of existing diesel school buses with electric buses.

HR 1332: Telehealth Modernization Act

Telehealth Modernization Act This bill modifies requirements relating to coverage of telehealth services under Medicare. Specifically, the bill extends certain flexibilities that were initially authorized during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019). Among other things, the bill allows (1) rural health clinics and federally qualified health centers to serve as the distant site (i.e., the location of the health care practitioner); (2) the home of a beneficiary to serve as the originating site (i.e., the location of the beneficiary) for all services (rather than for only certain services); and (3) all types of practitioners to furnish telehealth services, as determined by the Centers for Medicare & Medicaid Services.

HR 1390: CHIPPER Act

Children's Health Insurance Program Pandemic Enhancement and Relief Act or the CHIPPER Act This bill extends through FY2022 the 11.5% increase to the enhanced federal matching rate, also known as the enhanced Federal Medical Assistance Percentage (FMAP), that is otherwise applicable under the Children's Health Insurance Program (CHIP), subject to specified conditions. For example, in order to receive the increased FMAP in FY2021 and FY2022, a state must cover, without cost-sharing, testing and treatment for COVID-19 (i.e., coronavirus disease 2019), including vaccines, specialized equipment, and therapies.

S 447: Educational Opportunities Act

Educational Opportunities Act This bill allows individual taxpayers a tax credit for charitable contributions to a scholarship granting organization. The bill allows a maximum credit amount of $4,500 ($2,250 for a married individual filing a separate return). A scholarship granting organization is a tax-exempt entity whose exclusive purpose is to provide scholarships for the tuition and other education expenses of elementary and secondary school students from low-income households (i.e., household income not exceeding 250% of federal poverty guidelines). The bill allows corporate taxpayers a tax credit, up to $100,000, for contributions to a scholarship granting organization. It also imposes a penalty on scholarship granting organizations that fail to distribute at least 90% of their total receipts for elementary and secondary school expenses in a taxable year.

S 459: Save Democracy Act

Save Democracy Act This bill addresses issues involving voter registration, casting of ballots, and tabulation of ballots in federal elections. Specifically, regarding voter registration for federal elections, the bill prohibits the use of automatic voter registration systems, requires individuals to provide documentary proof of U.S. citizenship to register to vote, requires individuals to provide their full Social Security number on their voter registration application, and requires courts to notify state election officials when an individual is recused from jury duty because the individual is not a U.S. citizen. Next, regarding the casting of ballots in federal elections, the bill requires individuals to provide proof of identification for absentee and in-person voting, prohibits states from mailing unrequested absentee ballots, prohibits the use of a drop box for collecting voted absentee ballots unless it is located inside of a building that serves as an office for the election official, restricts the delivery of ballots by third parties (i.e., prohibits ballot harvesting), requires that absentee ballots be received before the polls close on election day, and requires states to use Social Security numbers to verify the identification of each individual who casts a ballot. Finally, regarding the tabulation of ballots in federal elections, the bill requires states to permit poll watching by at least two campaign representatives per campaign, requires continuous counting of ballots after the closure of polling places on election day, and requires an audit of voting systems.
