This bill establishes a Federal Medical Assistance Percentage (i.e., federal matching rate) of 100% with respect to a U.S. territory's use of specified federal funds to provide covered drugs to low-income individuals who are eligible for the Medicare prescription drug benefit.
Territories Medicare Prescription Drug Assistance Equality Act of 2021 This bill makes certain income-based subsidies under the Medicare prescription drug benefit available to individuals who reside in Puerto Rico or another U.S. territory and are otherwise eligible. Current law makes such individuals ineligible for premium and cost-sharing subsidies, but establishes a process for U.S. territories to apply for financial assistance with respect to the provision of Medicare prescription drugs. The bill retains a process for U.S. territories to apply for such assistance, but alters the formula by which the amount of assistance is calculated. Specifically, the bill phases in modifications to the formula that more closely align how assistance is calculated for U.S. territories with how it is calculated for the 50 states and the District of Columbia.
Foster Youth Dental Act of 2021 This bill expands Medicaid coverage of current and former foster youth, particularly with respect to dental services. Specifically, the bill requires state Medicaid programs to cover early and periodic screening, diagnostic, and treatment services, including dental services, for current and former foster youth under the age of 26. States must set a special payment rate, based on rates in the private sector, for dental services provided to such individuals; the bill provides an enhanced Federal Medical Assistance Percentage (i.e., federal matching rate) for excess expenses that result from such payments. The bill's requirements take effect 80 days after the date of enactment of the bill. The bill also accelerates the application of certain provisions that require a state Medicaid program to cover former foster youth from other states until the age of 26; such provisions currently apply to former foster youth who reach the age of 18 on or after January 1, 2023. The bill instead applies these provisions to former foster youth who reach the age of 18 on or after the date of enactment of the bill.

Home Advantage for American Families Act This bill requires any foreign person involved in a transaction related to the sale of residential property located in any of the 15 largest metropolitan statistical areas by population to report to the Department of the Treasury information for identifying the person purchasing the property, the amount and source of the funds received by the seller, the date and nature of the transaction, and other information deemed necessary. The bill also increases (1) from 15% to 30% the rate of withholding on sales proceeds of certain residential real property, and (2) the low-income housing tax credit state ceiling.
Let States Cut Taxes Act This bill removes a prohibition on states and territories using COVID-19 (i.e., coronavirus disease 2019) relief funding under the American Rescue Plan Act of 2021 to offset a reduction in revenue resulting from a reduction in taxes or a delay in the imposition of a tax or tax increase.
Sister City Transparency Act This bill requires the Government Accountability Office to study the activities of sister city partnerships involving foreign communities in countries that received a score of 45 or less on Transparency International's 2019 Corruption Perceptions Index. A sister city partnership is a formal agreement between a U.S. community and a foreign community that is recognized by Sister Cities International and that is operating within the United States. Among other elements, the required study must (1) identify oversight practices that U.S communities implement to mitigate the risks of foreign espionage and economic coercion within sister city partnerships, (2) assess the extent to which U.S. communities ensure transparency regarding sister city partnership contracts and activities, and (3) review the range of activities conducted within sister city partnerships.
Women and Lung Cancer Research and Preventive Services Act of 2021 This bill requires the Department of Health and Human Services to conduct an interagency review of the status of women and lung cancer. The review must report on the status of existing research and current knowledge gaps; identify new opportunities for collaborative research to determine the causes of lung cancer and advance prevention, screening, diagnosis, and treatment; and provide recommendations for a national cancer screening strategy and public education campaign.
Civics Secures Democracy Act of 2021 This bill provides resources to expand educational programs in American civics and history, including by establishing grant and fellowship programs and reauthorizing various programs. First, the bill authorizes the Department of Education (ED) to award grants to states, qualified nonprofit organizations, institutions of higher education (IHEs), and qualified researchers to support and expand access to civics and history education. Next, the bill establishes a fellowship program to diversify the civics and history education workforce. In addition, the bill reauthorizes through FY2027 and revises the American History for Freedom grant program. The bill renames the program as the American Civics Education Program. The bill revises the grant program to authorize ED to award grants to IHEs once every three years to establish or strengthen academic programs to promote American political thought and history; the history, achievements, and impact of American representative democracy and constitutional democracies globally; and the means of participation in political and civic life. IHEs may use grants to support additional activities, such as collaborating with federal or state humanities programs and using open educational resources. Further, the bill reauthorizes through FY2022 and revises the Harry S. Truman Memorial Scholarship Trust Fund and the James Madison Memorial Fellowship Trust Fund. Finally, the bill requires the National Assessment of Educational Progress in civics and history to be administered every two years to certain grade levels.
Rent and Mortgage Cancellation Act of 2021 This bill provides housing assistance during the COVID-19 public health emergency. Specifically, the bill suspends rental and mortgage payments for primary residences through April 1, 2022. The bill also forgives rental and mortgage debt accrued from March 13, 2020, through April 1, 2022. The Department of Housing and Urban Development (HUD) must establish funds to reimburse lessors and lenders for payments suspended or forgiven under the bill. In addition, HUD must establish an Affordable Housing Acquisition Fund to support the acquisition of multifamily housing projects by nonprofit organizations, public housing agencies, cooperative housing associations, community land trusts, and state and local governments. For a five-year period, entities that are approved for such assistance shall be provided the first right of purchase with respect to these projects.
