HR 3013: COVID Vaccine Transportation Access Act

COVID Vaccine Transportation Access Act This bill establishes a grant program to remove transportation barriers in accessing COVID-19 vaccination sites. It also requires the federal government to cover the full cost of nonemergency transportation benefits related to accessing a COVID-19 vaccine for Medicaid recipients. Specifically, the Department of Health and Human Services must award the grants through state health agencies to nonprofits that have experience providing services to communities with disparities in health status and health care access. Grant-funded projects may include prescheduled or on-demand transportation to and from COVID-19 vaccination sites.

HR 3016: Commuter Parkway Safety and Reliability Act

Commuter Parkway Safety and Reliability Act This bill requires the National Park Service (NPS) to carry out a program under the federal lands transportation program to provide funding for high-commuter corridors. High-commuter corridor is defined as a federal lands transportation facility administered by the NPS that has average annual daily traffic of not less than 20,000 vehicles. If the NPS determines that a high-commuter corridor requires additional investment it must submit to the state information on the condition of pavements and bridges; an estimate of the amounts needed to bring such corridor into a state of good repair, taking into consideration any planned future investments; and at its discretion, a request that the state provide funding to address the condition of the corridor. The bill sets forth the criteria the NPS must consider when making a determination of whether a a high-commuter corridor requires additional investment.

HR 3063: MOMMIES Act

Maximizing Outcomes for Moms through Medicaid Improvement and Enhancement of Services Act or the MOMMIES Act This bill establishes a series of programs and requirements under Medicaid and the Children's Health Insurance Program (CHIP) relating to maternal health. For example, the bill expands eligibility for coverage under Medicaid and CHIP from 60 days to one year after the last day of pregnancy and requires such coverage to include oral health services. The bill also establishes a demonstration program in which states receive grants to implement or expand models for maternity care homes that provide services to Medicaid or CHIP beneficiaries. The Government Accountability Office must report on (1) gaps in coverage under Medicaid and CHIP for pregnant and postpartum women, and (2) the use of telehealth by state Medicaid programs to increase access to maternity care.

HR 3047: Military Moms Matter Act of 2021

Military Moms Matter Act of 2021 This bill addresses Department of Defense (DOD) policies regarding parental leave and postpartum care for service members. The bill authorizes primary caregivers to take 12 weeks of parental leave, and up to 6 weeks of medical convalescent leave (which may not be considered in calculating the 12 weeks of parental leave), in connection with the birth of a child. Additionally, primary caregivers are authorized to take up to 12 weeks of parental leave in connection with the adoption of a child. Under the bill, secondary caregivers are authorized to take up to 12 weeks of parental leave in connection with the birth or adoption of a child. The bill also removes the requirement that secondary caregivers must take such leave in one increment. Among other requirements, DOD must also provide at least four postpartum mental health assessments and other medical care in the year after a service member (or their dependent) gives birth, ensure that a service member (or their dependent) who gives birth at a military medical treatment facility has the option to schedule a postpartum follow-up appointment concurrent with the date of the follow-up appointment for postnatal care for the newborn infant, develop a standardized policy prohibiting each military branch from requiring a service member to take a physical fitness test until one year after giving birth, and issue guidance on the development and implementation of standard protocols for the treatment of obstetric hemorrhages.

HR 3054: 21st Century Federal Writers’ Project Act

21st Century Federal Writers' Project Act This bill creates a grant program in the Department of Labor to provide eligible entities with funds to assist individuals who are unemployed or underemployed in order to document in writing and images American society and the broad impacts and effects of the COVID-19 pandemic in the United States. In addition, Labor must (1) establish a repository of works developed through the grant program in which grantees submit completed works from subgrantees, including giving credit to each writer or artist, and make such works available to the public; and (2) forward the completed work to the Library of Congress to archive such material. The Library must establish an archive program in its American Folklife Center for collection and public availability, in a digital format of such written and visual works.

HR 3019: COVID–19 Memorial Quilt Act of 2021

COVID-19 Memorial Quilt Act of 2021 This bill directs the Smithsonian Institution and the American Folklife Center at the Library of Congress to jointly carry out a project to be known as the "COVID-19 Pandemic Memorial Quilt Project" to honor and remember Americans who have lost their lives to the COVID-19 (i.e., coronavirus disease 2019) pandemic. The bill establishes the Congressional Advisory Panel on Honoring Victims of the COVID-19 Pandemic. The panel shall develop and submit a plan to carry out the memorial quilt project.

HR 3024: Zero-Percent Student Loan Refinancing Act

Zero-Percent Student Loan Refinancing Act This bill establishes a temporary program through which the Department of Education (ED) must make interest-free refinancing loans to borrowers of federal student loans from August 1, 2021, through December 31, 2024. The bill requires ED to automatically refinance Federal Direct Loans and notify each borrower of the refinancing. Borrowers who have other types of eligible loans (i.e., Federal Family Education Loans, Federal Perkins Loans, and certain health profession and nursing loans) must apply for refinancing. ED and the Consumer Financial Protection Bureau must carry out a campaign to notify borrowers of these types of loans that they are eligible to apply for refinancing under the program.

Inspector General Access Act of 2021 This bill transfers responsibility for investigating certain allegations of misconduct from the Department of Justice (DOJ) Office of Professional Responsibility to the DOJ Office of the Inspector General. Specifically, the bill transfers responsibility for allegations relating to a DOJ attorney's authority to investigate, litigate, or provide legal advice.

HR 3020: Coronavirus Frontline Workers Fair Pay Act

Coronavirus Frontline Workers Fair Pay Act This bill provides hazard pay, in addition to regular pay, to health care and essential workers for specified periods during the COVID-19 public health emergency. Health care workers, which include physicians and support staff, among others, are eligible for a maximum of $35,000 in aggregate hazard pay. Essential workers, as determined by the Cybersecurity and Infrastructure Security Agency, are eligible for a maximum of $25,000 in aggregate hazard pay. The Department of the Treasury must make payments to employers based on an employer's quarterly projections of the number of hours worked by eligible employees, including specified hours worked prior to the enactment of this bill. Employers must issue hazard payments to eligible employees not later than 14 days after receiving payments from Treasury. The bill establishes and provides funding for the Coronavirus Essential and High-Risk Health Care Workers Hazard Payment Fund to implement this program.

HR 2998: COINTELPRO Full Disclosure Act

COINTELPRO Full Disclosure Act This bill requires the U.S. government to release and publicly disclose, within six months, all records related to the COINTELPRO operation of the Federal Bureau of Investigation (FBI) unless disclosure would cause harm. COINTELPRO was a series of covert and illegal projects aimed at surveilling, infiltrating, discrediting, and disrupting domestic political organizations, including the Black Panther Party. The bill requires the removal of J. Edgar Hoover's name from the FBI headquarters in the District of Columbia. The bill establishes the COINTELPRO Records Review Board to review determinations by government offices that do not fully disclose their records after six months. The review board shall make recommendations to the President regarding whether files that have been only partially disclosed should be fully released. The review board may request the Department of Justice to petition any U.S. court to release any information relevant to COINTELPRO that is held under court seal.

HR 2973: Strengthening America’s Families Act of 2021

Strengthening America's Families Act of 2021 This bill provides statutory authority for the Infant and Toddler Court Program and a related resource center. It also permits the Health Resources and Services Administration to expand the program through grants to states, tribal nations, and territories for establishing, stabilizing, or enhancing infant-toddler court teams. This program aims to improve the well-being of infants, toddlers, and families in the child welfare system through team-based case management services that foster coordination among courts, child welfare agencies, and other child-serving organizations. The resource center provides technical assistance, training, and other support for infant-toddler court teams.
