HB 73: AN ACT PROPOSING AN AMENDMENT TO ARTICLE V OF THE DELAWARE CONSTITUTION RELATING TO VOTING.

This Act is a first leg of a constitutional amendment that would eliminate from the Delaware Constitution the limitations as to when an individual may vote by absentee ballot. This amendment to the Delaware Constitution provides that the General Assembly shall enact general laws providing the circumstances, rules, and procedures for absentee voting.

HCR 63: EXTENDING THE REPORTING DATE FOR THE TASK FORCE TO HELP WITH THE RECRUITMENT AND RETENTION OF VOLUNTEER FIREFIGHTERS FOR THE DELAWARE VOLUNTEER FIRE SERVICE.

This House Concurrent Resolution extends the date by which the report of the task force for the Recruitment and Retention of Volunteer Firefighters for the Delaware Volunteer Fire Service.

HCR 65: HONORING THE LIFE AND WORK OF DR. MARTIN LUTHER KING, JR. ON THE OCCASION OF "DR. MARTIN LUTHER KING JR. DAY".

This House Concurrent Resolution honors and recognizes the leadership and achievements of Dr. Martin Luther King, Jr. and urges all citizens of the First State to participate fittingly in the observance of “Dr. Martin Luther King, Jr. Day” on January 20, 2020.

SB 202: AN ACT TO AMEND TITLE 6 AND TITLE 21 OF THE DELAWARE CODE RELATED TO EQUAL ACCOMMODATIONS IN PARKING.

This Act clarifies that a person with a special license plate or permit for persons with disabilities which limit or impair the ability to walk may park for an unlimited period where the length of time is otherwise limited and must be able to park in a metered parking space for at least 1 hour. This Act clarifies that it is a violation of the state equal accommodations law to prohibit parking as authorized for a person with a special license plate or permit for persons with disabilities which limit or impair the ability to walk. This Act also makes technical corrections to conform existing law to the standards of the Delaware Legislative Drafting Manual.

SB 203: AN ACT TO AMEND TITLE 14 OF THE DELAWARE CODE RELATING TO EXCEPTIONAL CHILDREN IN HOMESCHOOLS.

This Act makes children with disabilities who attend homeschools eligible to receive speech language pathology and audiology services in the same manner as students who attend private schools. This Act also makes technical corrections to conform existing law to the standards of the Delaware Legislative Drafting Manual.

HB 41: AN ACT TO AMEND TITLE 15 OF THE DELAWARE CODE RELATING TO PRIMARY ELECTIONS.

Section 1 of this bill moves the date of primary elections for statewide office, county office, and municipal office to the fourth Tuesday in April, which is the date of the presidential primary (in presidential election years). The dates for submitting and withdrawing notification of candidacy have been adjusted accordingly. Section 2 of the bill changes the deadline for a minor political party selecting its candidate at the party’s convention. Section 3 of the bill changes the deadline for filing certificates of nomination from September 1st to April 1st. Section 4 changes the “closed” period in which a voter is not allowed to change his or her political affiliation to match the 60-day limit in 15 Del. C. § 3189 for presidential primaries.

HB 267: AN ACT TO AMEND TITLE 14 OF THE DELAWARE CODE RELATING TO FINANCIAL ASSISTANCE FOR HIGHER EDUCATION.

This act will allow a critical need reimbursement to be distributed directly to an institute of higher education or Secretary of Education approved Alternative Routes to Teacher Licensure and Certification program for an eligible teacher who is taking noncredit-earning seminars or workshops or credit-bearing coursework in order to attain a Standard Certification in a state-approved critical need area.

HB 262: AN ACT TO AMEND TITLE 21 OF THE DELAWARE CODE RELATING TO SPECIAL LICENSE PLATES.

This Act permits the Division of Motor Vehicles to assign special license plates for firefighters, auxiliary members, or volunteer ambulance members to vehicles owned by an artificial entity, including a corporation, company, association, firm, partnership, society, or joint-stock company.
