Honoring National Recovery Month Act This bill provides statutory authority for the Substance Abuse and Mental Health Services Administration (SAMHSA) to develop communication materials, distribute best practices, and carry out other activities in recognition of National Recovery Month. SAMHSA may undertake these activities or enter into an agreement with a national organization to do so. National Recovery Month is an annual observance to celebrate individuals who are in recovery from a substance use disorder or mental illness, educate the public, and combat stigma.
International Human Rights Defense Act of 2021 This bill establishes in the Department of State a permanent Special Envoy for the Human Rights of LGBTQI (lesbian, gay, bisexual, transgender, queer, or intersex) Peoples who shall serve as the principal State Department advisor regarding human rights for LGBTQI people and represent the United States in diplomatic matters relevant to the human rights of LGBTQI people. The special envoy shall periodically provide Congress with a U.S. global strategy to prevent and respond to criminalization, discrimination, and violence against LGBTQI people. The State Department and the U.S. Agency for International Development may provide assistance to prevent and respond to such activities against LGBTQI people. The bill also requires that annual country reports on human rights practices include information on criminalization, discrimination, and violence based on sexual orientation and gender identity.
This resolution recognizes the accomplishments and example of Cesar Estrada Chavez. The resolution also encourages the people of the United States to commemorate his legacy and to always remember his rallying cry, "Si, se puede!" (which means "Yes, we can!").
Public Servants Protection and Fairness Act of 2021 This bill establishes an alternative formula to calculate Social Security retirement benefits for those who receive pensions for certain non-covered employment. (The existing formula is known as the windfall elimination provision.) The alternative formula adjusts an individual's total lifetime earnings based on the proportion of covered earnings (i.e., earnings subject to Social Security payroll taxes). It applies to individuals who (1) first become eligible for benefits after 2022, (2) have earnings from non-covered service performed after 1977, and (3) have less than 30 years of coverage (i.e., years in which a beneficiary is considered to have contributed a substantial amount into the Social Security trust funds). Beneficiaries receive the higher benefit amount as calculated under the alternative method or the existing formula. In addition, the bill provides rebates for certain beneficiaries currently impacted by the existing formula. The Social Security Administration must include non-covered earnings in Social Security account statements, and the Government Accountability Office must study the availability of certain information related to retirement plans maintained by state and local governments.
Supporting Accurate Views of Emergency Services Act of 2021 or the 911 SAVES Act This bill requires the Office of Management and Budget, by 30 days after the bill's enactment, to categorize public safety telecommunicators as a protective service occupation under the Standard Occupational Classification System.
Equitable Data Collection and Disclosure on COVID-19 Act of 2021 This bill expands data collection and reporting on demographic information and disparities related to COVID-19 (i.e., coronavirus disease 2019). During the COVID-19 emergency, the Centers for Disease Control and Prevention (CDC) and the Centers for Medicare & Medicaid Services must publish data on COVID-19 testing, treatment, vaccinations, and outcomes on the CDC website. They must update the data daily and disaggregate it by race, ethnicity, and other demographic factors. In addition, the Indian Health Service must consult with tribal nations about COVID-19 data collection and reporting. The Department of Health and Human Services must make a summary of final statistics related to COVID-19 publicly available and report specified information to Congress within 60 days of the end of the COVID-19 emergency. The bill also establishes the Commission on Ensuring Data for Health Equity. The commission must determine approaches to using data to reduce disparities in health outcomes, including specifically with respect to COVID-19. In addition, it must provide recommendations to improve demographic data collection and use in future public health emergencies.
Quit Because of COVID-19 Act This bill provides for Medicaid and Children's Health Insurance Program (CHIP) coverage of certain tobacco cessation services. Specifically, the bill provides for coverage, without cost-sharing, of diagnostic, therapy, and counseling services and pharmacotherapy, including prescription and nonprescription tobacco cessation agents, that are provided under medical supervision and in accordance with specified guidelines. It also applies a 100% Federal Medical Assistance Percentage (i.e., federal matching rate) for such items and services during the public health emergency relating to COVID-19 and for two years after the emergency period ends.
Baby Food Safety Act of 2021 This bill imposes certain safety requirements on infant and toddler food. The bill establishes maximum levels of certain toxic elements (cadmium, and lead, mercury, and inorganic arsenic) allowable in infant and toddler food, defined as food intended to be sold for children up to 36 months old. The Food and Drug Administration (FDA) shall periodically review and, if necessary, further lower these levels. The FDA may also establish limits on other toxic elements upon review of relevant health and dietary data. Furthermore, facilities that manufacture, process, pack, or hold infant and toddler food must have certain controls and plans to ensure that their food complies with the limits on toxic elements established by this bill. Such facilities shall also make publicly available certain information, including results from tests for toxic elements in their infant and toddler foods. The bill also expands the FDA's authority to require a recall of adulterated or misbranded food to include infant and toddler food that exceeds limits on toxic elements. The Centers for Disease Control shall carry out a public awareness campaign about the risks of toxic elements in infant and toddler food. The FDA shall commission research on agricultural methods that minimize levels of toxic heavy metals in crops.
Resident Physician Shortage Reduction Act of 2021 This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for qualifying hospitals, including hospitals in rural areas and health professional shortage areas. Current law provides for an increase of up to 200 positions per fiscal year beginning in FY2023, with a total increase of 1,000 positions; each hospital may receive up to 25 additional positions. The bill provides for an additional increase of 2,000 positions per fiscal year from FY2023-FY2029; during this period, each hospital may receive up to 75 additional positions in total under the bill and current law. Additionally, one-third of the positions that are made available under the bill must be allocated to hospitals that are already operating above applicable resident limits. The bill also requires the Government Accountability Office to report on strategies to increase the diversity of the health professional workforce, including with respect to representation from rural, low-income, and minority communities.
Improving State and Local Government Access to Performance Contracting Act This bill requires the Department of Energy (DOE) to provide financial assistance to states for the implementation, improvement, or expansion of a state energy savings performance contracting program. Energy savings performance contract means a contract that provides for the performance of services for the design, acquisition, installation, testing, operation, maintenance, or repair of an energy conservation measure, water conservation measure, resiliency-related measure, utility cost savings measure, or series of measures. Upon the request of a state, DOE must provide information and technical assistance in the development and implementation of such a state program. Further, DOE must establish a national project facilitator certification program to expand the availability of individuals who are trained and certified to work on behalf of the state and local government as project facilitators who will assist with the oversight of projects under state programs.
Willie O'Ree Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to Willie O'Ree or, if unavailable, to a member of his family, in recognition of his contributions and commitment to hockey, inclusion, and recreational opportunity.
This bill requires the Joint Committee on the Library to enter into an agreement to obtain a statue of Shirley Chisholm, the first African American woman elected to Congress. The committee shall place the statue in a permanent public location in the U.S. Capitol.
