Creating Opportunities Now for Necessary and Effective Care Technologies (CONNECT) for Health Act of 2021 or the CONNECT for Health Act of 2021 This bill expands coverage of telehealth services under Medicare. Among other provisions, the bill allows the Centers for Medicare & Medicaid Services (CMS) to waive certain restrictions, such as restrictions on the types of technology that may be used; permanently removes geographic restrictions on originating sites (i.e., the location of the beneficiary) and allows the home of the beneficiary to serve as the originating site for all services; permanently allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner); and allows the CMS to generally waive coverage restrictions during any public health emergency. Additionally, the CMS must report on the effects of expanded telehealth services during the COVID-19 public health emergency, including with respect to the utilization, quality, and outcomes of services. The Center for Medicare and Medicaid Innovation may also test alternative payment models relating to expanded telehealth services.
Preventing Outages With Enhanced Resilience and Operations Nationwide Act of 2021 or the POWER ON Act of 2021 This bill provides incentives for enhancing the resilience of the electric power grid to natural disasters and strengthening the emergency response and management of the grid. Specifically, the bill requires the Department of Energy (DOE) to establish an electric grid resilience program. Under the program, DOE must provide grants to states and Indian tribes for projects that enhance the physical resilience of the electric grid to natural disasters. In addition, DOE must establish a research, development, demonstration, and commercial application program to enhance resilience and strengthen emergency response and management of the electric grid. Under the program, DOE must award grants to improve the resilience of the electric grid by developing technologies and capabilities to withstand and address the current and projected impact on electric grid infrastructure of natural disasters, such as wildfires.
Mark Takai Atomic Veterans Healthcare Parity Act This bill includes veterans who participated in the cleanup of Enewetak Atoll in the Marshall Islands between January 1, 1977, and December 31, 1980, as radiation-exposed veterans for purposes of the Department of Veterans Affairs presumption of service-connection for specified cancers. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.
This concurrent resolution (1) affirms, on the 400th anniversary of the arrival of the first slave ship, that the nation owes a debt of remembrance not only to those who lived through the injustices of slavery but also to their descendants; and (2) urges the establishment of a U.S. Commission on Truth, Racial Healing, and Transformation to properly acknowledge, memorialize, and be a catalyst for progress, including toward permanently eliminating persistent racial inequities.
This resolution condemns Iran's state-sponsored persecution of its Baha'i minority and its continued violation of the international covenants on human rights. Further, it calls on Iran to immediately release all imprisoned or detained Baha'is, and it urges the President and the Department of State to impose sanctions on Iranian officials and others who are responsible for serious human rights abuses, including abuses against Iran's Baha'i community.
Safeguarding America's Future and Environment Act or the SAFE Act The bill requires the development of an integrated national approach to help fish, wildlife, and plants adapt to extreme weather changes and climate change. Specifically, the bill requires the President to establish an interagency National Fish, Wildlife, and Plants Climate Adaptation Strategy Joint Implementation Working Group. The working group must adopt the 2013 National Fish, Wildlife, and Plants Climate Adaptation Strategy, which addresses the effects of extreme weather and climate change on fish, wildlife, and plants. After the Committee on Earth and Environmental Sciences releases a periodic scientific assessment required under the U.S. Global Change Research Program, the working group must use sound science to review and revise the strategy to incorporate new information and advances in the development of strategies to help fish, wildlife, and plants adapt. Each federal agency must integrate the strategy into agency plans, environmental reviews, and programs. The Department of the Interior must establish a National Climate Change and Wildlife Science Center to assess and develop scientific information, tools, strategies, and techniques to support the working group and other interested parties in addressing the effects of extreme weather and climate change. Interior must establish an Advisory Committee on Climate Change and Natural Resource Sciences to advise the working group.
This bill provides for the award of Congressional Gold Medals posthumously to Glen Doherty, Tyrone Woods, J. Christopher Stevens, and Sean Smith (four Americans who were killed in the September 11, 2012, attack on the U.S. consulate in Benghazi, Libya) in recognition of their contributions to the nation.
Chronic Disease Management Act of 2021 This bill modifies requirements for health savings accounts (HSAs) to permit the high deductible health plans required for an HSA to provide care for chronic conditions with no deductible. The bill covers any preventive care service or item used to treat a chronic condition if (1) such service or item is low-cost, (2) there is medical evidence of the effectiveness of such service or item, and (3) there is a strong likelihood that the use of such service or item will prevent the exacerbation of the chronic condition or the development of a secondary condition that requires significantly higher cost treatment. The bill further provides that an individual who has been prescribed preventive care for any chronic condition may be presumed to have been diagnosed with such condition if such preventive care is customarily prescribed for such condition.
Fry Scholarship Enhancement Act of 2021 This bill expands eligibility for the Marine Gunnery Sergeant John David Fry Scholarship, commonly referred to as the Fry Scholarship, which entitles specified dependents of service members who died in the line of duty on or after September 11, 2001, to educational assistance under the Post-9/11 GI Bill. Specifically, the bill expands eligibility for the Fry Scholarship to include a child or spouse of a person who dies on or after September 11, 2001, from a service-connected disability within 120 days of being honorably discharged or released from service in the Armed Forces. This expansion of eligibility applies to quarters, semesters, or terms beginning on or after August 1, 2023.
This bill establishes the Veterans Economic Opportunity and Transition Administration to administer economic opportunity assistance programs for veterans and their dependents and survivors. Specifically, the Veterans Economic Opportunity and Transition Administration must administer the following Department of Veterans Affairs (VA) programs: vocational rehabilitation and employment programs, educational assistance programs, veterans' housing loan and related programs, the Transition Assistance Program, and the database of small business concerns owned and controlled by veterans. Prior to the transfer of administrative responsibilities, the bill requires the VA to certify that (1) the transition of the provision of services will not negatively affect the provision of such services to veterans, and (2) such services are ready to be transferred.
Caring for Survivors Act of 2021 This bill increases the monthly rate of dependency and indemnity compensation payable to surviving spouses through the Department of Veterans Affairs. The bill also adjusts the amount payable to surviving spouses and children of veterans who were rated as totally disabled for a period of less than 10 years before their death.
Fair Care for Vietnam Veterans Act of 2021 This bill provides a presumption of service-connection for hypertension and monoclonal gammopathy of undetermined significance (MGUS) for veterans who served in Vietnam between January 9, 1962, and May 7, 1975. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.
