COVID-19 Cold Storage Expansion Act of 2021 This bill requires the Department of Health and Human Services to reimburse health care providers for costs to obtain and operate certain equipment capable of maintaining cold storage of COVID-19 (i.e., coronavirus disease 2019) vaccines. To receive this reimbursement, health care providers must sign an agreement to participate in the Center for Disease Control and Prevention's COVID-19 Vaccination Program. The agreement sets out prioritization, reporting, and other requirements for the program.
COVID-19 Prevention and Awareness Act of 2021 This bill authorizes the Centers for Disease Control and Prevention to award various grants to federally qualified health centers and other organizations to prevent, treat, and raise awareness of certain diseases or conditions, such as asthma or cancer, that increase the risk of mortality from COVID-19 (i.e., coronavirus disease 2019).
Nationally Enhancing the Well-being of Babies through Outreach and Research Now Act or the NEWBORN Act This bill establishes a pilot program through which the Health Resources and Services Administration must award grants to territorial, tribal, and local health departments in areas with the highest rates of infant mortality to address birth defects, premature births, and other leading causes of infant death.
This concurrent resolution recognizes the difficult challenges Black veterans faced when returning home after serving in the Armed Forces, their heroic military sacrifices, and their patriotism in fighting for equal rights and for the dignity of a people and a nation. The concurrent resolution also recognizes the need for the Department of Veterans Affairs to continue to work to eliminate any health and benefit disparities for minority veterans.
This concurrent resolution calls for the Citizens' Stamp Advisory Committee to recommend that the Postmaster General issue a commemorative postage stamp honoring the Buffalo Soldiers.

Learning Recovery Act of 2021 This bill establishes a program through which the Department of Education must award grants to state educational agencies and, through them, allocations to local educational agencies (LEAs) to provide students with additional learning time and related services. It also directs the Institute of Education Sciences (IES) to study and report on learning recovery. Specifically, LEAs must use funds to implement attendance-intervention strategies that reengage students and their families, support salaries and benefits for teachers and staff, and carry out school extension programs. School extension program refers to an evidence-based program (e.g., summer-school, extended-day, or extended-school-year program) at an elementary or secondary school that provides students with additional learning time. Further, LEAs may use funds for certain activities such as providing students with mental health services, reestablishing after-school programs, and supporting existing activities to combat learning loss due to the COVID-19 (i.e., coronavirus disease 2019) pandemic. The IES must, within 30 days, begin to study interventions and strategies to address learning recovery for all students, including students with disabilities, minority children, English learners, and low-income students. Further, the IES must disseminate findings to educational agencies.
Restricting First Use of Nuclear Weapons Act of 2021 This bill prohibits the use of federal funds to conduct a first-use nuclear strike unless Congress expressly authorizes such a strike pursuant to a declaration of war. A first-use nuclear strike is an attack using nuclear weapons against an enemy that did not first launch a nuclear strike against the United States, its territories, or its allies.
COVID-19 Mine Worker Protection Act This bill requires the Department of Labor to issue health and safety standards to protect coal miners from occupational exposure to COVID-19 (i.e., coronavirus disease 2019). Labor shall provide for emergency standards within seven days of this bill's enactment, and such emergency standards shall be in force until permanent standards are promulgated. Labor shall also collect data to track and investigate cases of exposure to COVID-19 among coal miners.
