S 3737: Promoting Public Health Information Act

Promoting Public Health Information Act This bill sets out programs and activities to support the communication and dissemination of evidence-based public health information, with a particular focus on communication during public health emergencies. Specifically, it temporarily establishes an advisory committee to report on and make recommendations about, for example, the role and impact of misinformation on responses to public health emergencies and strategies to improve communication during such emergencies. The committee terminates four years after the bill's enactment. Additionally, the Department of Health and Human Services must support the development of initiatives that promote fact-based public health and medical information to the public and educate the public on identifying misinformation.

S 3726: CARE for Long COVID Act

Comprehensive Access to Resources and Education for Long COVID Act or the CARE for Long COVID Act This bill requires multiple agencies to carry out research and other activities concerning individuals experiencing post-acute sequelae of COVID-19, or PASC, including health disparities related to this condition. PASC refers to persistent, long-term symptoms following recovery from acute COVID-19. First, the bill requires the Patient-Centered Outcomes Research Trust Fund to support a patient registry to collect information on the symptoms, treatments, demographics, and other relevant data of individuals with confirmed or suspected PASC. Second, the Department of Health and Human Services must, along with relevant agencies (1) conduct or support research on the U.S. health care system's response to long-term symptoms of COVID-19; and (2) develop resources about PASC or other post-viral illnesses, including about their potential impact on rights associated with employment, disability status, and education. Third, the Centers for Disease Control and Prevention must disseminate information about the common symptoms, treatment options, and other topics that pertain to PASC and related post-infectious illnesses. Fourth, the Centers for Medicare & Medicaid Services must expand its Chronic Conditions Data Warehouse to collect data on items and services furnished through Medicaid or the Children's Health Insurance Program to individuals who experience PASC. Last, the Administration for Community Living must award grants or contracts to states, health care providers, legal services providers, and other eligible entities for expanding access to legal assistance for individuals with PASC.

S 2992: American Innovation and Choice Online Act

American Innovation and Choice Online Act This bill prohibits certain large online platforms from engaging in specified acts, including giving preference to their own products on the platform, unfairly limiting the availability on the platform of competing products from another business, or discriminating in the application or enforcement of the platform's terms of service among similarly situated users. Further, a platform may not materially restrict or impede the capacity of a competing business user to access or interoperate with the same platform, operating system, or hardware or software features. The bill also restricts the platform's use of nonpublic data obtained from or generated on the platform and prohibits the platform from restricting access to platform data generated by the activity of a competing business user. The bill also provides additional restrictions related to installing or uninstalling software, search or ranking functionality, and retaliation for contact with law enforcement regarding actual or potential violations of law. The bill establishes affirmative defenses for the prohibited conduct. The Federal Trade Commission and the Department of Justice must designate whether an entity is a platform covered by the bill, and both must carry out enforcement activities. The bill also provides for civil penalties, injunctions, and the forfeit of profits for repeat offenders.

S 753: Highlands Conservation Reauthorization Act of 2021

Highlands Conservation Reauthorization Act of 2021 This bill extends through FY2028 the Highlands Conservation Act, which provides for land conservation in Highlands states (i.e., Connecticut, New Jersey, New York, and Pennsylvania). The bill authorizes the Fish and Wildlife Service to add a municipality to the Highlands region upon the request of a Highlands state. The bill revises the way in which land is identified for conservation to require using the best available science and geographic information systems. The bill allows political subdivisions of states to enter into agreements with the Department of the Interior for land conservation projects. A Highland state that receives funds for a land conservation partnership project may not use more than 5% of the funds to administer that project. The bill extends through FY2028 Forest Service and other Department of Agriculture programs to conserve land and natural resources in the Highlands region.

HR 6890: BOATS Act

Bringing Oligarch Accountability Through Seizure Act or the BOATS Act This bill prohibits Russian vessels from entering or operating in the navigable waters of the United States or transferring cargo in any port or place under U.S. jurisdiction, except for national security purposes. Violation of this prohibition subjects a vessel to seizure and forfeiture. Any Russian vessel seized and forfeited to the United States shall be sold at an auction to any entity that is not affiliated with Russia. The proceeds of such auction may only be used for humanitarian aid to Ukraine that is provided by other member states of the North Atlantic Treaty Organization.

S 3720: H–1B and L–1 Visa Reform Act of 2022

H-1B and L-1 Visa Reform Act of 2022 This bill modifies requirements related to H-1B (specialty occupation) and L-1 (intracompany transfers) nonimmigrant visas and contains related provisions. Provisions relating to H-1B visas include requiring the Department of Labor to review petitions for indicators of fraud or misrepresentation of material fact; requiring the Department of Homeland Security (DHS) to prioritize certain petitions, with top priority for workers with advanced degrees in science, technology, or engineering; requiring an H-1B worker to possess at minimum a bachelor's degree to meet specialty occupation requirements (currently, relevant experience may be used instead); and prohibiting an alien classifiable in certain H-1B categories from obtaining a B-1 (temporary business visitor) visa. Provisions relating to L-1 visas include requiring a waiver from Labor for an L-1 worker to be primarily stationed with an employer other than the petitioning employer; prohibiting an alien from receiving an L-1 visa to open or be employed in a new office if the alien has received two or more such visas in the last two years; and increasing the L-1 worker minimum wage to the highest of certain amounts, such as the median wage for the worker's occupational classification in the area of employment (currently, an L-1 worker must be paid at least the higher of the federal or state minimum wage). In regards to both visas, the bill (1) expands the authority of DHS and Labor to take various enforcement actions, and (2) directs DHS to conduct annual audits of a certain percentage of employers.

HR 6834: Recall Unsafe Drugs Act of 2022

Recall Unsafe Drugs Act of 2022 This bill authorizes the Food and Drug Administration (FDA) to order the recall of certain adulterated or misbranded drugs and contains other related provisions. A producer of a medication must notify the FDA of the identity and location of a drug if the producer has reason to believe that (1) the drug is adulterated or misbranded, and (2) there is a reasonable probability that the drug will cause a threat of serious adverse health consequences or death to humans or animals. If use of a drug may cause serious adverse health consequences or death, the FDA may order the producer to immediately cease distribution and notify affected individuals. After issuing such an order, the FDA may also order a recall after affording the producer an opportunity for an informal hearing. If a drug presents an imminent threat of serious adverse health consequences or death, the FDA may order the producer to immediately recall the drug and notify affected individuals. The distributor may appeal such an order. An individual or entity required to register as a producer of drugs or medical devices must have a recall plan in effect.

HR 6851: No Surprises for COVID–19 Tests Act

No Surprises for COVID-19 Tests Act This bill extends the temporary period during which private health insurance plans must cover testing and related services for COVID-19 without cost sharing. It also temporarily applies certain consumer protections against surprise billing to such testing and related services. Finally, beginning on May 1, 2022, insurance plans without a negotiated price for COVID-19 testing services are no longer required to pay providers the published cash price for such services.

HR 6841: Minorities in Aviation Education Act of 2022

Minorities in Aviation Education Act of 2022 This bill establishes grants for increasing the exposure of students who are underrepresented in aviation to that industry. The Department of Transportation must award the grants to state and local governments or educational agencies.

HR 3755: Women's Health Protection Act of 2021

Women's Health Protection Act of 2021 This bill prohibits governmental restrictions on the provision of, and access to, abortion services. Specifically, governments may not limit a provider's ability to prescribe certain drugs, offer abortion services via telemedicine, or immediately provide abortion services when the provider determines a delay risks the patient's health. Furthermore, governments may not require a provider to perform unnecessary medical procedures, provide medically inaccurate information, comply with credentialing or other conditions that do not apply to providers whose services are medically comparable to abortions, or carry out all services connected to an abortion. In addition, governments may not (1) require patients to make medically unnecessary in-person visits before receiving abortion services or disclose their reasons for obtaining such services, or (2) prohibit abortion services before fetal viability or after fetal viability when a provider determines the pregnancy risks the patient's life or health. The bill also prohibits other governmental measures that are similar to the bill's specified restrictions or that otherwise single out and impede access to abortion services, unless a government demonstrates that the measure significantly advances the safety of abortion services or health of patients and cannot be achieved through less restrictive means. The Department of Justice, individuals, or providers may bring a lawsuit to enforce this bill, and states are not immune from suits for violations. The bill applies to restrictions imposed both prior and subsequent to the bill's enactment.
