HR 5736: Booster Seat Safety Act

Booster Seat Safety Act This bill addresses labeling requirements and testing standards for booster seats used in motor vehicles. Specifically, the bill requires labels on booster seats to include the minimum recommended age (4 years) and weight (40 pounds) for a child to use the seat. It also requires that a label on a car seat or combination car seat list the maximum weight and height limits of the seat, as well as a recommendation to continue using the seat until the child exceeds the listed limits. Additionally, the National Highway Traffic Safety Administration (NHTSA) must either establish a minimum height recommendation for booster seats or a method for manufacturers to use to determine a minimum height recommendation. Once the minimum height or method is established, booster seat labels must also contain the minimum height recommendation. The NHTSA must also establish a standard for side-impact crash tests for booster seats and provide guidelines for creating a testing dummy that approximates a six-year old child for such crash tests. Further, the NHTSA must study systems for tethering child restraint systems in vehicles and make recommendations about using or modifying tether systems to maximize child safety.

HR 5723: Social Security 2100: A Sacred Trust

Social Security 2100: A Sacred Trust This bill makes changes to Social Security benefits, taxes, and other aspects of the program, including by raising the primary insurance amount, increasing the maximum taxable earnings that are subject to Social Security payroll taxes, and requiring Social Security account statements to be mailed unless the individual recipient opts for electronic delivery.

HR 5742: Equitable Health Care for All Act

Equitable Health Care for All Act This bill prohibits discrimination in health care based on race, religion, and other characteristics. It also revises reporting requirements, adds equity-related measures to certain Medicare programs, and makes other changes to reduce health disparities. To enforce the prohibition, the Department of Health and Human Services (HHS) must establish an administrative process to resolve complaints about inequitable health care. HHS must investigate these complaints and mediate agreements to resolve issues. In the event of noncompliance with a mediated agreement, an aggrieved individual may bring a civil action. Health care providers must also report data in formats that allow disaggregation by demographic factors. HHS must issue proposed regulations to carry out this requirement within 90 days. Additionally, the Centers for Medicare & Medicaid Services (CMS) must include measures related to equitable health care in the Medicare value-based purchasing program for hospitals. This program provides incentive payments based on quality of care. The CMS may also exclude providers that furnish inequitable health care from its programs. In addition, the bill establishes the Federal Health Equity Commission to monitor implementation of the bill and establishes a grant program for hospitals to promote equitable health care.

Original National Domestic Violence Awareness Month Resolution of 2021 This resolution supports the goals and ideals of National Domestic Violence Awareness Month. Further, it expresses the sense of the House of Representatives that Congress should continue to raise awareness of and support programs to end domestic violence.

S 3072: City and State Diplomacy Act

City and State Diplomacy Act This bill establishes within the Department of State the Office of City and State Diplomacy, which shall coordinate federal support for engagement by state and municipal governments with foreign governments. The head of the office shall be the Ambassador-at-Large for City and State Diplomacy, who shall be appointed by the President with the advice and consent of the Senate.

HR 5739: To amend the Higher Education Act of 1965 to change certain Federal Pell Grant requirements for certain students with disabilities, and for other purposes.

This bill revises certain requirements under the Federal Pell Grant Program for students with disabilities. Currently, Pell Grant awards are based on enrollment status and a student must attend an institution of higher education (IHE) on a full-time basis in order to receive the maximum award amount. This bill provides an exception for a student with a disability who is receiving appropriate and reasonable accommodations for such disability. Specifically, the bill requires the amount of a Pell Grant to be calculated as if such a student is attending an IHE on a full-time basis, without regard to whether the student is attending less than full time. Additionally, the bill extends the period of time during which a student with a disability may receive a Pell Grant. In particular, the bill allows a student to exceed the current 12-semester limit to complete the first undergraduate baccalaureate course of study if required by the student's accommodations.

HR 5734: CART Act

Catastrophic Risk Transfer Act of 2021 or the CART Act This bill establishes a system for the taxation of catastrophic risk transfer companies and their security holders to ensure sufficient capital to cover catastrophic insurance losses. The bill defines catastrophic risk as a risk of loss that has a low likelihood of occurring but that would be large in amount. The bill defines catastrophic risk transfer company as any domestic corporation created and regulated under state law with the purpose of entering into one or more insurance or reinsurance agreements covering catastrophic risk.

HR 5727: Public Service Freedom to Negotiate Act of 2021

Public Service Freedom to Negotiate Act of 20 21 This bill provides minimum collective bargaining rights and procedures for public employees and prohibits strikes by certain public safety workers. The Federal Labor Relations Authority (FLRA) shall determine for each state whether the laws of such state substantially provide for each of the minimum standard collective bargaining rights and procedures specified by this bill, including the right of public employees and supervisory employees to self-organize, form or join a labor organization, or collectively bargain. The FLRA must issue rules and take actions to establish and administer bargaining rights and procedures for those states that do not substantially provide for them. No employers, emergency services employees, or law enforcement officers may engage in a lockout, strike, or any other organized job action that is likely to result in a measurable disruption of the delivery of emergency or public safety services. Furthermore, no labor organization may be the cause of a violation of such prohibition.

Department of Homeland Security Appropriations Act, 2022 This bill provides FY2022 appropriations for the Department of Homeland Security. The bill provides appropriations for Departmental Management, Operations, Intelligence, and Oversight, including the Office of the Secretary and Executive Management; the Management Directorate; Intelligence, Analysis, and Operations Coordination; and the Office of the Inspector General. The bill provides appropriations for Security, Enforcement, and Investigations, including U.S. Customs and Border Protection, U.S. Immigration and Customs Enforcement, the Transportation Security Administration, the U.S. Coast Guard, and the U.S. Secret Service. The bill provides appropriations for Protection, Preparedness, Response, and Recovery, including the Cybersecurity and Infrastructure Security Agency, and the Federal Emergency Management Agency (FEMA). The bill provides appropriations for Research, Development, Training, and Services, including U.S. Citizenship and Immigration Services, the Federal Law Enforcement Training Centers, the Science and Technology Directorate, and the Countering Weapons of Mass Destruction Office. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.
