Public Safety Officer Support Act of 2022 This act extends death and disability benefits under the Public Safety Officers' Benefits (PSOB) program to certain public safety officers and survivors of public safety officers who suffer or suffered from post-traumatic stress disorder, acute stress disorder, or trauma and stress-related disorders following an exposure to one or more traumatic events while on duty. The PSOB program provides death, disability, and education benefits to public safety officers and survivors of public safety officers who die or become disabled as a direct and proximate result of a personal injury in the line of duty. The act specifies that post-traumatic stress disorder, acute stress disorder, or trauma and stress-related disorders suffered by a public safety officer following an exposure to a traumatic event while on duty constitutes a personal injury in the line of duty if exposure to the traumatic event was a substantial factor in the disorder. Further, for the purposes of death and disability benefits, the act creates a presumption that an officer's death or permanent disability was directly caused by a personal injury in the line of duty if the officer took an action intended to bring about his or her death and exposure to a traumatic event was a substantial factor in that action or that action occurred within 45 days of an exposure and was consistent with a psychiatric disorder. Finally, the act requires the Government Accountability Office to report on the details of benefits issued pursuant to this act, including recommendations to improve the PSOB program.
Harriet Tubman Bicentennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the legacy of Harriet Tubman as an abolitionist. The Secretary may issue coins under this bill only during the period of January 1, 2024, through December 31, 2024. All surcharges received by Treasury from the sale of such coins must be paid equally to the National Underground Railroad Freedom Center in Cincinnati, Ohio, and The Harriet Tubman Home, Inc. in Auburn, New York, for the purpose of accomplishing and advancing their missions.
National World War II Memorial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the National World War II Memorial in the District of Columbia. The design of the coins shall be emblematic of the memorial and the service and sacrifice of American soldiers and civilians during World War II. All surcharges received from the sale of such coins shall be paid to the Friends of the National World War II Memorial to support the National Park Service in maintaining and repairing the memorial, and for educational and commemorative programs.
Ocean Shipping Reform Act of 2022 This act revises requirements governing ocean shipping to increase the authority of the Federal Maritime Commission (FMC) to promote the growth and development of U.S. exports through an ocean transportation system that is competitive, efficient, and economical. For example, the bill requires the FMC to (1) investigate complaints about detention and demurrage charges (i.e., late fees) charged by common ocean carriers, (2) determine whether those charges are reasonable, and (3) order refunds for unreasonable charges. It also prohibits common ocean carriers, marine terminal operators, or ocean transportation intermediaries from unreasonably refusing cargo space when available or resorting to other unfair or unjustly discriminatory methods.
Commission To Study the Potential Creation of a National Museum of Asian Pacific American History and Culture Act This bill establishes a Commission to Study the Potential Creation of a National Museum of Asian Pacific American History and Culture. The commission must (1) report recommendations for a plan of action for the establishment and maintenance of a National Museum of Asian Pacific American History and Culture in Washington, DC; (2) develop a fundraising plan to support the establishment, operation, and maintenance of the museum through public contributions; (3) obtain an independent review of this fundraising plan, including an analysis of the resources necessary to fund the construction of the museum and its operations and maintenance in perpetuity without reliance on federal funds; and (4) submit a legislative plan of action to establish and construct the museum. The commission may convene a national conference relating to the museum. The commission shall be solely responsible for acceptance of contributions to it and payment of its expenses. No federal funding may be obligated to carry out this bill.
RECA Extension Act of 2022 This bill extends a program that compensates individuals who were exposed to radiation from atomic weapons testing or uranium mining or processing and who subsequently developed specified cancers or other medical conditions. The bill terminates the program two years after the bill's enactment.
United States Army Rangers Veterans of World War II Congressional Gold Medal Act This bill provides for the award of a single Congressional Gold Medal to the U.S. Army Rangers Veterans of World War II in recognition of their dedicated service during World War II.
Access to Baby Formula Act of 2022 This bill authorizes the Department of Agriculture (USDA) to take certain actions to address emergencies, disasters, and supply chain disruptions (particularly the shortage of infant formula in the United States) affecting participants of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). The bill directs USDA to require each infant formula cost containment contract to include remedies in the event of an infant formula recall, including how an infant formula manufacturer would protect against disruption to WIC participants in the state. USDA must, within 30 days, ensure there is a memorandum of understanding with the Department of Health and Human Services that includes procedures for coordination and information sharing regarding any supply chain disruption, including a supplemental food recall. The bill also authorizes USDA to waive or modify any WIC qualified administrative requirement during emergencies, disasters, and supply chain disruptions. Specifically, USDA may waive or modify such a requirement for one or more state agencies if (1) the requirement cannot be met by state agencies during the emergency, disaster, or disruption; and (2) the modification or waiver is necessary to provide assistance to WIC participants and does not substantially weaken the nutritional quality of supplemental foods. For example, USDA may waive the maximum monthly allowance for infant formula. The bill establishes notification requirements for USDA and state agencies related to supply chain disruptions.
Modernizing Access to our Public Land Act or the MAPLand Act This bill directs the Department of the Interior, the Forest Service, and the U.S. Army Corps of Engineers to jointly develop and adopt interagency standards to ensure compatibility and interoperability among federal databases for the collection and dissemination of outdoor recreation data related to federal lands and used to depict locations at which recreation uses are available to the public. Interior, the Forest Service, and the Corps of Engineers must digitize and publish geographic information system data that includes federal interests, including easements and rights-of-way, in private land; status information as to whether roads and trails are open or closed; the dates on which roads and trails are seasonally opened and closed; the types of vehicles and recreational uses that are allowed on each segment of roads and trails; and the boundaries of areas where hunting or recreational shooting is permanently restricted or closed. Interior, the Forest Service, and the Corps of Engineers may work with the U.S. Geological Survey to collect, digitize, standardize, or publish data to meet the requirements of this bill.
Ending Importation of Russian Oil Act This bill prohibits the importation of energy products from Russia. Specifically, the bill prohibits the importation of Russian products that are classified under chapter 27 of the Harmonized Tariff Schedule (which includes mineral fuels, mineral oils and products of their distillation, bituminous substances, and mineral waxes). The President may terminate this prohibition, subject to congressional disapproval, if the President certifies that Russia (1) has reached an agreement to withdraw Russian forces and cease military hostilities in Ukraine, (2) poses no immediate military threat of aggression to any North Atlantic Treaty Organization member, and (3) recognizes the right of the Ukrainian people to independently and freely choose their own government.
Postal Service Reform Act of 202 2 This bill addresses the finances and operations of the U.S. Postal Service (USPS). The bill requires the Office of Personnel Management (OPM) to establish the Postal Service Health Benefits Program within the Federal Employees Health Benefits Program under which OPM may contract with carriers to offer health benefits plans for USPS employees and retirees. The bill provides for coordinated enrollment of retirees under this program and Medicare. The bill repeals the requirement that the USPS annually prepay future retirement health benefits. Additionally, the USPS may establish a program to enter into agreements with an agency of any state government, local government, or tribal government, and with other government agencies, to provide certain nonpostal products and services that reasonably contribute to the costs of the USPS and meet other specified criteria. The USPS must develop and maintain a publicly available dashboard to track service performance and must report regularly on its operations and financial condition. The Postal Regulatory Commission must annually submit to the USPS a budget of its expenses. It must also conduct a study to identify the causes and effects of postal inefficiencies relating to flats (e.g., large envelopes). The USPS Office of Inspector General shall perform oversight of the Postal Regulatory Commission.
Emmett Till Antilynching Act This bill makes lynching a federal hate crime offense. Specifically, the bill imposes criminal penalties—a fine, a prison term of up to 30 years, or both—on an individual who conspires to commit a hate crime offense that results in death or serious bodily injury or that includes kidnapping or an attempt to kidnap, aggravated sexual abuse or an attempt to commit aggravated sexual abuse, or an attempt to kill.
