This resolution honors the life and legacy of Rush Limbaugh and commends him for his devotion to the United States.
This resolution expresses the sense of the House of Representatives that the federal government has a duty to develop a holistic agenda to respond to racial injustice, unemployment, the COVID-19 (i.e., coronavirus disease 2019) pandemic, and climate change. The resolution further outlines the goals of this agenda to build a society with greater racial, economic, and gender justice; dignified work; healthy communities; and a stable climate. Additionally, the resolution identifies efforts to support these goals.
Officer Eugene Goodman Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to U.S. Capitol Police Officer Eugene Goodman for his actions to protect the Senate chamber during the security breach at the U.S. Capitol on January 6, 2021.
Fairness in Social Security Act of 2021 This bill excludes from modified adjusted gross income, for income tax purposes, any lump-sum social security benefit payment (i.e., a payment of more than one month of social security benefits) that is attributable to months ending before the beginning of the taxable year. It also waives any statute of limitation for credits or refunds resulting from this bill.
Intelligence on Nefarious Foreign Leaders Using Education Networks for Corrupt Enrichment Act or the INFLUENCE Act This bill lowers the disclosure threshold regarding gifts or contracts from a foreign source that institutions of higher education (IHEs) must report to the Department of Education (ED). It also requires IHEs to disclose information related to foreign involvement in sensitive projects. Under current law, an IHE is required to disclose to ED a gift or contract that is from a foreign source and is valued at $250,000 or more, considered alone or in combination with all other gifts from or contracts with a foreign source. The bill instead requires the IHE to disclose such a gift or contract that is valued at $50,000 considered alone or $100,000 or more in combination with all other gifts or contracts. Further, ED must update annually on its website a database of the disclosed information, and an IHE that receives a gift or contract from a foreign source must post certain information on its website. Information made publicly available must not include sensitive information. Additionally, the bill requires IHEs to disclose information related to foreign involvement in sensitive projects. It also requires a specific contract provision for a cultural or language program that is funded by the Chinese government to operate at an IHE. Finally, ED must establish a process to notify federal agencies of violations of the bill. ED must also report on foreign and national security issues affecting IHEs.
Earmark Elimination Act of 2021 This bill establishes a point of order in the House of Representatives against considering legislation that contains a congressional earmark, limited tax benefit, or limited tariff benefit. If the point of order is raised and sustained, the congressional earmark, limited tax benefit, or limited tariff benefit shall be deemed to be stricken from the legislation.
Iran Hostages Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal commemorating the bravery and endurance of the 53 hostages of the Iran Hostage Crisis. Following its award, the medal shall be given to the National Museum of American History of the Smithsonian Institution for display and research. The Department of the Treasury must strike duplicate medals in silver for presentation to a hostage (or the personal representative of a deceased hostage), and Treasury may also strike and sell duplicate medals in bronze.
Stop Foreign Donations Affecting Our Elections Act This bill requires political committees, when accepting a credit card contribution over the internet, to collect the credit card's verification value. The card's billing address must be in the United States unless the contributor is a U.S. citizen living outside of the United States, in which case the contributor must provide his or her voter registration address.
21st Century Conservation Corps Act This bill provides funding for FY2021 to the Department of Agriculture, the Department of the Interior, the Department of Homeland Security, the Department of Labor, and the Department of Commerce primarily for federal land management and other conservation purposes. The funding provided by this bill is designated as emergency spending, which is exempt from discretionary spending limits. The bill also establishes the Outfitters and Guides Relief Fund; expands the Every Kid Outdoors Program to include fifth and sixth grade students and home-schooled learners 11 and 12 years of age, who shall be provided free access to federal lands and waters under the program; establishes the Forest Service Legacy Roads and Trails Remediation Program; establishes the 21st Century Civilian Conservation Corps program to support youth and workforce development programs; provides for the temporary waiver of ski area permit and rental fees; provides for the temporary waiver of outdoor recreation land use permit fees; provides for the use of the Reforestation Trust Fund for the reforestation of certain National Forest System lands, Bureau of Land Management lands, and Bureau of Indian Affairs lands; establishes the Reforest America Grant Program; and extends through FY2030 and revises the Conservation Stewardship Program, including to provide additional funding for conservation activities related to climate stewardship practices.
Safeguarding Oil and Gas Leasing and Permitting Act of 2021 This bill requires the President and the Department of the Interior to obtain the approval of Congress before implementing a moratorium on oil and gas leasing in the Gulf of Mexico region of the outer Continental Shelf.
Colorado Outdoor Recreation and Economy Act This bill provides for the conservation of specified lands in Colorado. Specifically, the bill designates specified federal lands within the White River National Forest as components of the National Wilderness Preservation System, the proposed Williams Fork Mountains Wilderness as a potential wilderness area, the Tenmile Recreation Management Area, the Porcupine Gulch Wildlife Conservation Area, the Williams Fork Mountains Wildlife Conservation Area, the Camp Hale National Historic Landscape, the Sheep Mountain and Liberty Bell East Special Management Areas, the Curecanti National Recreation Area, and the interpretive site located beside U.S. Route 24 as the Sandy Treat Overlook. The bill adjusts the boundary of the White River National Forest and the Rocky Mountain National Park Potential Wilderness. The bill provides for the inclusion of additional federal lands in the National Wilderness Preservation System. The bill provides for the cancellation of all Thompson Divide oil or gas leases. The bill establishes the Greater Thompson Divide Fugitive Coal Mine Methane Use Pilot Program to promote the capture, beneficial use, mitigation, and sequestration of fugitive methane emissions to reduce methane emissions, improve air quality, and improve public safety, among other things.
Managing Predators Act This bill gives states the authority to manage the populations of gray wolves and to determine if the wolves are endangered or threatened species. Specifically, the bill permanently removes the populations of gray wolf in Wisconsin, Michigan, Minnesota, and Wyoming from the federal endangered and threatened species list. In addition, the bill revises requirements for the gray wolf in any state other than Wisconsin, Michigan, Minnesota, and Wyoming. If the population of the gray wolf, as estimated by such state, is at or above a population goal established by the state, then the Department of the Interior may not make a determination that the wolf in such state is an endangered or threatened species.
