Medicare Orthotics and Prosthetics Patient-Centered Care Act This bill revises payment rules and establishes several requirements relating to coverage of orthotics and prosthetics under Medicare. Specifically, the bill requires suppliers of orthotics and prosthetics to meet certain standards with respect to licensure and accreditation, physical facilities, and liability insurance. Orthotists and prosthetists may also issue written orders for commercial purposes that meet specified standards; such orders must be signed by the treating physician. The bill also prohibits payment under Medicare for certain prosthetics and orthotics that are delivered via drop shipment (i.e., direct shipment to a beneficiary who has not received corresponding patient care from a health care practitioner).
Platform Accountability and Consumer Transparency Act or the PACT Act This bill requires providers of interactive computer services (e.g., social media companies) to publish their policy explaining the types of content permissible on the service and provide a system for users to submit complaints about content that may violate the policy or involve illegal content. Further, social media companies must establish a process for removing certain content that violates their policies and notifying the information content provider about the removal, including a mechanism to appeal the removal. Social media companies also must publish a report every six months that details the instances in which the company took action with respect to content, including removing content, deprioritizing content, and suspending content provider accounts. The bill removes certain liability protections for companies if the company has actual knowledge of illegal content on its service and does not remove it within specified time frames. The bill provides for enforcement of these requirements by the Federal Trade Commission.
Jobs for Economic Recovery Act of 2021 This bill establishes an employment and training program to assist workers who are unemployed or underemployed due to the COVID-19 pandemic, and other displaced workers and those who face barriers to employment, to obtain employment, including through subsidized employment programs. Specifically, states, Indian tribes, local governments, and particular nonprofits must meet certain conditions before receiving funding to establish these programs. In addition to providing this funding, the bill requires the Department of Health and Human Services (HHS) to award temporary grants to these entities to plan and implement the programs. The HHS Inspector General must biennially audit a sample of the state programs to ensure compliance with program and nondisplacement requirements, and to identify and protect against any waste, fraud, or abuse in such programs. HHS must make information publicly available to job seekers online about whether they are eligible for state, local, or tribal program employment services, and the agency to contact for further information. The bill also creates an employee retention work opportunity tax credit for employers that retain workers hired through the program for 24 months. Finally, the bill requires the Government Accountability Office to evaluate whether the retention credit (1) had a meaningful impact on retention as compared to currently existing and previous subsidized employment programs, and (2) was easily understood by employers and had an impact on hiring decisions in addition to any subsidy received by this bill.
Storing CO2 And Lowering Emissions Act or the SCALE Act This bill establishes programs within the Department of Energy that provide financial support and incentives to develop infrastructure for carbon dioxide capture, transport, utilization, and storage.
Major Richard Star Act This bill allows a veteran with a combat-related disability and fewer than 20 years of creditable service to receive retirement pay, without reduction, concurrent with disability compensation.
Enhancing Credit Opportunities in Rural America Act of 2021 or the ECORA Act of 2021 This bill modifies the requirements for calculating taxable income to exclude from gross income interest received by a lender from real estate loans secured by agricultural real estate or by a leasehold mortgage (with a status as a lien) on agricultural real estate. Agricultural real estate includes real property that is substantially used for the production of one or more agricultural products. It also includes any single family residence that is (1) the principal residence of its occupant, (2) located in a rural area which is not within a Metropolitan Statistical Area and has a population of 2,500 or less, and (3) is purchased or improved with the proceeds of a loan secured by agricultural real estate or by a household mortgage.
This bill directs the Speaker of the House and the President pro tempore of the Senate to arrange for the award of three Congressional Gold Medals to the U.S. Capitol Police (USCP) and other law enforcement agencies that protect the U.S. Capitol. Following the award of these medals, one medal shall be given to the USCP, one medal shall be given to the Metropolitan Police Department of the District of Columbia, and one medal shall be given to the Smithsonian Institution and displayed with a plaque listing all law enforcement agencies that participate in protecting the Capitol.
Climate Resilient Communities Act This bill directs the Government Accountability Office (GAO) to evaluate and issue a report on the structural and economic impacts of climate resiliency at the Federal Emergency Management Agency (FEMA). Specifically, GAO, within one year of this bill's enactment and every five years thereafter, must evaluate and report to Congress on the economic benefits, including avoided impacts on property and life, of the use of model, consensus-based building codes, standards, and provisions that support resilience to climate risks and impacts. The report shall include an assessment of the status of adoption of building codes, standards, and provisions within the states, territories, and tribes at the state or jurisdictional level; analysis of the extent to which pre-disaster mitigation measures provide benefits to the nation and individual states, territories and tribes; an assessment of the building codes and standards referenced or otherwise currently incorporated into federal policies and programs, and the extent to which such codes and standards contribute to increasing climate resiliency; and recommendations for FEMA on how to better incorporate climate resiliency into efforts to rebuild after natural disasters.
Medicare Multi-Cancer Early Detection Screening Coverage Act of 2021 This bill provides for Medicare coverage and payment for multi-cancer early detection screening tests that are approved by the Food and Drug Administration and that are used to screen for cancer across many cancer types.

Global War on Terrorism Memorial Location Act This bill authorizes the establishment of a National Global War on Terrorism Memorial in the area of the National Mall.
Equality Act This bill prohibits discrimination based on sex, sexual orientation, and gender identity in areas including public accommodations and facilities, education, federal funding, employment, housing, credit, and the jury system. Specifically, the bill defines and includes sex, sexual orientation, and gender identity among the prohibited categories of discrimination or segregation. The bill expands the definition of public accommodations to include places or establishments that provide (1) exhibitions, recreation, exercise, amusement, gatherings, or displays; (2) goods, services, or programs; and (3) transportation services. The bill allows the Department of Justice to intervene in equal protection actions in federal court on account of sexual orientation or gender identity. The bill prohibits an individual from being denied access to a shared facility, including a restroom, a locker room, and a dressing room, that is in accordance with the individual's gender identity.
