S 1572: Military Child Care Expansion Act of 2021

Military Child Care Expansion Act of 2021 This bill modifies and implements policies to update child care facilities and administration at the Department of Defense (DOD). Specifically, the bill removes certain requirements for members of the Armed Forces to receive funding for an in-home child care provider under the DOD pilot program that provides financial assistance to such members who pay for in-home child care. The bill also allows DOD to expand the pilot program to additional locations (currently it is authorized for five). DOD must establish a three-year pilot program to expand access to child care for members of the Armed Forces by entering into agreements with public or private child care facilities or development centers. Under the bill, DOD must determine the (1) root causes contributing to poor or failing facility conditions at its child development centers, and (2) total cost to improve the conditions of such centers. The Government Accountability Office must review the determinations and make recommendations on how to improve DOD child development center conditions. Lastly, DOD must utilize its existing authority to carry out minor military construction projects to construct child development centers.

S 1544: Accelerating Kids’ Access to Care Act

Accelerating Kids' Access to Care Act This bill requires state Medicaid programs to establish a process through which qualifying out-of-state providers may enroll as participating providers without undergoing additional screening requirements. Among other things, a qualifying provider must (1) serve minors, or adults whose condition began as a minor; and (2) have previously been screened for Medicare participation or for participation in the Medicaid program of the state in which the provider is located.

S 1548: ENACT Act of 2021

Equity in Neuroscience and Alzheimer's Clinical Trials Act of 2021 or the ENACT Act of 2021 This bill sets out activities and requirements to increase the participation of underrepresented populations in research and clinical trials for Alzheimer's disease and related dementias. Specifically, the National Institute on Aging (NIA) must establish and provide technical assistance to Alzheimer's research centers located in areas with higher concentrations of minority groups. These centers must establish diagnostic and treatment clinics designed to serve minority, rural, and other underserved populations; operate clinical trials; and carry out public outreach to encourage members of minority populations to participate in clinical trials and research. Additionally, the NIA must disseminate information to members of minority populations about participating in clinical trials and take other actions to enhance diversity with respect to the Alzheimer's research that it conducts or supports. The bill also directs the NIA to increase diversity among Alzheimer's researchers by encouraging the participation of individuals who are from groups that are underrepresented in clinical, behavioral, and social sciences.

S 1563: Telecommunications Supply Chain Diversity Promotion Act

Telecommunications Supply Chain Diversity Promotion Act This bill requires the National Telecommunications and Information Administration (NTIA) to establish an applied research open network architecture testbed at its Institute for Telecommunication Sciences, which shall develop and demonstrate network architectures and applications, equipment integration, and interoperability at scale. In addition, the NTIA must award grants to private sector entities based in the United States to participate in eligible standards-setting bodies (e.g., the Telecommunications Industry Association).

HR 3109: PHIT Act of 2021

Personal Health Investment Today Act of 2021 or the PHIT Act of 2021 This bill allows a medical care tax deduction for up to $1,000 ($2,000 for a joint return or a head of household) of qualified sports and fitness expenses per year. The bill defines qualified sports and fitness expenses as amounts paid exclusively for participating in a physical activity, including (1) fitness facility memberships, (2) physical exercise or activity programs, or (3) equipment for a physical exercise or activity program.

HR 3101: RIFLE Act

Repealing Illegal Freedom and Liberty Excises Act or the RIFLE Act This bill repeals the excise tax on the transfer of firearms. The bill shall not be construed as placing any regulated firearms under the jurisdiction of the U.S. Consumer Product Safety Commission.

HR 1631: Community Broadband Act of 2021

Community Broadband Act of 2021 This bill prohibits states from blocking the provision of broadband by public providers, public-private partnership providers, or cooperatively organized providers. Further, public providers and state or local entities participating in a partnership must administer applicable ordinances and rules without discrimination against competing private providers.

HR 3055: Public Health Service Ready Reserve Improvement Act of 2021

Public Health Service Ready Reserve Improvement Act of 2021 This bill entitles members of the Ready Reserve Corps of the Public Health Service to certain rights and benefits concerning leave and pay that are provided to members of the Army Reserve and the National Guard who are employed by the federal government or the government of the District of Columbia. The Ready Reserve Corps provides trained personnel to respond to health emergencies and improve access to health services.

HRES 371: Reaffirming the commitment of the United States to Taiwan's continued peace and autonomy and to the beneficial partnership and mutual strategic interests of the United States and Taiwan.

This resolution reaffirms the commitment of the United States to certain legislation and reassurances relating to the unofficial U.S.-Taiwan relationship. It also reaffirms the commitment of the United States to continued diplomatic and military coordination with Taiwan and condemns the Chinese government's military escalations toward Taiwan. (China claims sovereignty over Taiwan and, as a result, the United States has an unofficial relationship with Taiwan.)

HR 3024: Zero-Percent Student Loan Refinancing Act

Zero-Percent Student Loan Refinancing Act This bill establishes a temporary program through which the Department of Education (ED) must make interest-free refinancing loans to borrowers of federal student loans from August 1, 2021, through December 31, 2024. The bill requires ED to automatically refinance Federal Direct Loans and notify each borrower of the refinancing. Borrowers who have other types of eligible loans (i.e., Federal Family Education Loans, Federal Perkins Loans, and certain health profession and nursing loans) must apply for refinancing. ED and the Consumer Financial Protection Bureau must carry out a campaign to notify borrowers of these types of loans that they are eligible to apply for refinancing under the program.
