HR 4324: National Community Violence De-Escalation Training Act of 2021

National Community Violence De-Escalation Training Act of 2021 This bill establishes and expands grant programs for training on de-escalating violence and crisis situations involving individuals with behavioral health issues. Specifically, the Substance Abuse and Mental Health Services Administration (SAMHSA) must award grants to state and local governments, educational institutions, nonprofits, faith institutions, or small businesses for community-based training to de-escalate and avoid violence. As part of this grant program, SAMHSA must also establish an advisory board and develop relevant training standards. The training funded by the grants must apply evidence-based de-escalation and avoidance techniques to potentially violent scenarios that are regularly encountered by community members, including public safety officers, public transit operators, educators, and faith leaders. Additionally, the training must address implicit bias, crisis interventions for those experiencing mental health or substance use issues, and other specified topics. The bill also expands and extends through FY2027 mental health awareness training grants.

HR 4323: Excellence in Mental Health and Addiction Treatment Act of 2021

Excellence in Mental Health and Addiction Treatment Act of 2021 This bill increases the number of states that may participate in two-year Medicaid demonstration programs that improve access to community mental health services. It also provides for additional grants to certified community behavioral health clinics.

HR 4311: Medicare Dental, Vision, and Hearing Benefit Act of 2021

Medicare Dental, Vision, and Hearing Benefit Act of 2021 This bill provides for Medicare coverage of dental, vision, and hearing care. Coverage includes (1) routine dental cleanings and exams, basic and major dental services, emergency dental care, and dentures; (2) routine eye exams, eyeglasses, and contact lenses; and (3) routine hearing exams, hearing aids, and exams for hearing aids. With respect to such care, the bill establishes special payment rules, limitations, and coinsurance requirements.

HR 3330: Public Land Renewable Energy Development Act of 2021

Public Land Renewable Energy Development Act of 2021 This bill sets forth provisions regarding development of geothermal, solar, or wind energy on public lands. The Department of the Interior shall establish priority areas on its land for geothermal, solar, and wind energy projects, consistent with the principles of multiple use and the renewable energy permitting goal. Among applications for a given renewable energy source, proposed projects located in priority areas for that renewable energy source shall be given the highest priority for incentivizing deployment, and be offered the opportunity to participate in any regional mitigation plan developed for the relevant priority areas. The bill provides for the disposition of revenues from the development of wind or solar energy. The bill establishes the Renewable Energy Resource Conservation Fund to make funds available to federal, state, and tribal agencies for distribution in regions in which renewable energy projects are located on federal land for (1) restoring and protecting natural water bodies and fish and wildlife habitat and corridors, and (2) preserving and improving recreational access to federal land and water in an affected region.

HR 3277: Animal Welfare Enforcement Improvement Act

Animal Welfare Enforcement Improvement Act This bill revises the licensing process of the Department of Agriculture (USDA) for animal dealers and exhibitors to expand USDA's oversight and enforcement of animal welfare requirements. The bill also authorizes citizen suits to enforce the Animal Welfare Act. Dealers and exhibitors must apply to USDA for licenses or renewal licenses each year. In order to obtain the licenses or renewals, dealers and exhibitors must meet certain standards for the humane treatment of animals and pass inspections as specified by this bill. USDA may not issue or renew such licenses if the dealers or exhibitors have violated laws relating to animals or if the issuance of the licenses would facilitate the circumvention of state or local laws that prohibit the private ownership of certain animals. Further, USDA must suspend the licenses of dealers or exhibitors whose violations present a risk to animal welfare. USDA must revoke the licenses if the violations persist or if the licensees commit multiple violations. Dealers and exhibitors with suspended or revoked licenses may not be (1) granted another license, (2) granted another license through another person or entity, or (3) employed by another licensee to work with animals during the period of the suspension or revocation.

HR 3187: Pet Safety and Protection Act of 2021

Pet Safety and Protection Act of 2021 This bill revises requirements concerning the sources of dogs and cats used by research facilities. Specifically, the bill revises the list of permissible sources of dogs and cats used by research facilities to include dogs and cats obtained (1) from a licensed dealer, (2) from a publicly owned and operated pound or shelter that meets specified requirements, (3) by donation from a person who bred and raised the dog or cat or owned it for not less than one year, or (4) from a research facility licensed by the Department of Agriculture. The requirements pertaining to sources apply to dogs and cats obtained through sales, donations, or offers. Monetary penalties are established for violations.

HR 3014: 30 x 30 Termination Act

30 x 30 Termination Act This bill limits federal acquisition of land or declaration of a national monument in certain areas and nullifies a provision of an executive order related to conservation. In a state or county where 15% or more of the land is managed by a federal agency (1) federal funds may not be used to acquire nonfederal land unless the agency proposing the acquisition disposes of an equal amount of federal land within the state or county, and (2) a declaration of a national monument shall not apply. The bill prohibits from having the force and effect of law a provision of Executive Order 14008 (86 Fed. Reg. 7619), titled Tackling the Climate Crisis at Home and Abroad , that requires the Department of the Interior to recommend steps to achieve the goal of conserving at least 30% of U.S. lands and waters by 2030. No federal funds may be used to implement, administer, enforce, or carry out any report or program substantially similar to such provision. No federal funds may be used to implement, administer, enforce, or carry out any action on federal land that results in a net-loss of multiple use or any principal or major use, unless such action has been authorized by federal statute.

HRES 512: Expressing support for the designation of November 21, 2021, as the "National Warrior Call Day" and recognizing the importance of connecting our warriors to support structures necessary to transitioning from the battlefield.

This resolution supports the designation of a National Warrior Call Day to encourage Americans to talk with members of the Armed Forces and veterans to connect them with support.

HR 4287: USA Workforce Tax Credit Act

USA Workforce Tax Credit Act This bill allows tax credits for charitable contributions to certain nonprofit organizations with the exclusive purpose of providing (1) workforce development and apprenticeship training, or (2) scholarships for elementary and secondary education expenses of students from households with income that does not exceed 200% of the median gross income. The bill limits the credits to specified amounts for individuals and corporations. It also (1) imposes a tax on workforce development, apprenticeship training, and scholarship granting organizations that fail to distribute a specified portion of their receipts; and (2) establishes a $2 billion annual volume cap for the tax credits allowed under this bill.

HR 4268: Federal Retirement Fairness Act

Federal Retirement Fairness Act This bill modifies the federal civilian service that is creditable service under the Federal Employees Retirement System (FERS). Specifically, it expands the nondeduction service that may be creditable under FERS. Nondeduction service is federal service where an employee's pay is not subject to retirement deductions (e.g., service under a temporary appointment). Currently, nondeduction service performed before January 1, 1989, is creditable under FERS so long as a deposit is made into the retirement fund to cover the period of nondeduction service. This bill allows nondeduction service performed on or after January 1, 1989, to be creditable under FERS so long as a deposit is made into the retirement fund.
