HR 3835: PRIME Act

Processing Revival and Intrastate Meat Exemption Act or the PRIME Act This bill expands the exemption of custom slaughtering of animals from federal inspection requirements. Under current law, the exemption applies if the meat is slaughtered for personal, household, guest, and employee uses. The bill expands the exemption to include meat that is slaughtered and prepared at a custom slaughter facility in accordance with the laws of the state where the facility is located; and prepared exclusively for distribution to household consumers in the state or restaurants, hotels, boarding houses, grocery stores, or other establishments in the state that either prepare meals served directly to consumers or offer meat and food products for sale directly to consumers in the state. The bill does not preempt any state law concerning (1) the slaughter of animals or the preparation of carcasses, parts thereof, meat and meat food products at a custom slaughter facility; or (2) the sale of meat or meat food products.

S 2341: Intelligence Community Workforce Agility Protection Act of 2021

Intelligence Community Workforce Agility Protection Act of 2021 This bill allows a current tax deduction for the moving expenses of an employee or new appointee of the intelligence community who moves due to a change in assignment that requires relocation. It also allows a current tax exclusion for such employees or appointees for moving expense reimbursements. Under current law, the tax deduction and exclusion for the moving expenses of other taxpayers are suspended for the period beginning in 2018 through 2025.

HR 4418: SPIKE Act

Stopping the Pharmaceutical Industry from Keeping drugs Expensive Act or the SPIKE Act This bill requires the Centers for Medicare & Medicaid Services (CMS) to determine at least annually whether certain covered drugs under Medicare were subject to a price increase that exceeded specified thresholds. Drug manufacturers must submit justifications for such price increases to the CMS, subject to civil penalties. The bill's requirements do not apply to low-cost drugs, as identified by the CMS.

HR 4410: Year-Round Fuel Choice Act of 2021

Year-Round Fuel Choice Act of 2021 This bill amends the Clean Air Act to address the limitations on Reid vapor pressure (a measure of gasoline's volatility) that are placed on gasoline during the summer ozone season. The bill applies the Reid vapor pressure requirements that are applicable to gasoline blended with 10% ethanol (E10) to gasoline blended with more than 10% ethanol. Thus, the waiver given to E10 gasoline, which allows an increase in the Reid Vapor Pressure volatility, is extended to gasoline blended with more than 10% ethanol.

HR 3027: Veterans Improved Access to Care Act of 2021

Veterans Improved Access to Care Act of 2021 This bill addresses the administration of the hiring process for Department of Veterans Affairs (VA) personnel. Under current law, the VA is required to publish on a VA website specified information related to staffing and the duration of the hiring process for certain health care appointees, such as physicians. The bill requires the VA Office of Inspector General to review the administration of such website annually instead of the current semiannual requirement. The VA must implement a two-year pilot program to assess the feasibility and advisability of expediting the Veterans Health Administration's onboarding process for new medical providers. Finally, the bill requires the VA to submit a strategy to reduce by half the duration of the VA's hiring process for licensed professional medical providers.

HR 2910: Veterans Health Care Freedom Act

Veterans Health Care Freedom Act This bill requires the Center for Innovation for Care and Payment within the Department of Veterans Affairs (VA) to implement a three-year pilot program to improve the ability of veterans who are enrolled in the VA health care system to access hospital care, medical services, and extended care services through the covered care system by providing such veterans with the ability to choose health care providers. Under the bill, the covered care system includes VA medical facilities, health care providers participating in the Veterans Community Care Program (VCCP), and eligible entities or providers that have entered into a Veterans Care Agreement. A veteran participating in the program may elect to receive care at any provider in the covered care system. The pilot program removes certain requirements (e.g., location of the veteran) to access care at VA and non-VA facilities. After four years, the bill permanently phases out the requirements for accessing care under the VCCP and Veterans Care Agreements and requires the VA to provide such care under the same conditions of the pilot program. Additionally, after four years, veterans may receive care at a VA medical facility regardless of whether the facility is in the same Veterans Integrated Service Network as the veteran.

HR 2789: To direct the Secretary of Veterans Affairs to administer a pilot program to employ veterans in positions that relate to conservation and resource management activities.

This bill requires the Department of Veterans Affairs (VA), the Department of Agriculture (USDA), and the Department of the Interior to jointly establish a pilot program to employ veterans in positions that relate to the conservation and resource management activities of USDA and Interior. The VA, USDA, Interior, and the Department of Defense (DOD) are authorized to enter into a partnership to include the pilot program as part of the Skillbridge program, which is a DOD program to provide training to members who are transitioning out of service in the Armed Forces. The bill also requires the VA to establish guidelines containing best practices for other federal agencies that carry out programs to employ veterans who are transitioning from service in the Armed Forces.

HR 2436: Veterans Burn Pits Exposure Recognition Act of 2021

Veterans Burn Pits Exposure Recognition Act of 2021 This bill requires the Department of Veterans Affairs (VA) to concede, for the purposes of health care benefits and wartime disability compensation, that a veteran was exposed to certain toxic substances, chemicals, and hazards from burn pits if such veteran served on active duty in a covered location during a specified time frame (unless there is affirmative evidence to establish that the veteran was not exposed during such service). A burn pit is an area used for burning solid waste in open air without equipment. Specifically, the bill covers the following locations and corresponding time periods: Iraq between August 2, 1990, and February 28, 1991, as well as from March 19, 2003, until burn pits are no longer used in this location; Somalia and Southwest Asia (including Kuwait, Saudi Arabia, Oman, and Qatar) from August 2, 1990, until burn pits are no longer used in these locations; and Afghanistan, Syria, Jordan, Egypt, Lebanon, Yemen, Uzbekistan, the Philippines, and Djibouti from September 11, 2001, until burn pits are no longer used in these locations. Under the bill, if an exposed veteran submits insufficient evidence to establish a service-connection for purposes of disability compensation, the VA shall provide a medical examination and request a medical opinion regarding a causal link between the disability and a toxin, chemical, or hazard.

This resolution expresses the sense of the House of Representatives that the Department of Homeland Security (DHS) provides essential protection for our country from foreign and domestic threats and that defunding DHS would be detrimental to our national security.

HR 4411: Upskilling and Retraining Assistance Act

Upskilling and Retraining Assistance Act This bill increases to $12,000 in 2021-2022, the exclusion from employee gross income, for income tax purposes, of employer-paid educational assistance programs. The bill also expands the exclusion to include amounts paid for education-related tools and technology (e.g., hand tools, computers, software, licensure fees).

HR 4429: Semiquincentennial Commemorative Coin Act

Semiquincentennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $25.00 gold coins, $2.50 silver coins, 25 cent clad coins, and proof silver $2.50 coins in commemoration of the 250th anniversary of the establishment of the United States. The designs of the coins shall be emblematic of the semiquincentennial anniversary of the establishment of the United States of America and celebrate 250 years of our nation. On each coin there shall be a designation of the value of the coin; an inscription of the years 1776-2026; and inscriptions of the words Liberty , In God We Trust , United States of America , and E Pluribus Unum . Treasury may issue coins under this bill only during the period beginning on January 1, 2026, and ending on December 31, 2026. All sales of coins issued shall include a surcharge as prescribed by this bill. All surcharges received by Treasury from the sale of such coins shall be paid to the America 250 Foundation to fund the restoration, rehabilitation, and interpretation of units of the U.S. National Park System and its related areas, as a legacy of the semiquincentennial commemoration.

HR 3211: Joint Chiefs Landscape Restoration Partnership Act of 2021

Joint Chiefs Landscape Restoration Partnership Act of 2021 This bill directs the Department of Agriculture (USDA) to establish a Joint Chiefs Landscape Restoration Partnership program to improve the health and resilience of forest landscapes across National Forest System lands and state, tribal, and private lands. Activities under the program may include reducing the risk of wildfire, protecting water quality and supply, or improving wildlife habitat for at-risk species.
