SCONRES 7: A concurrent resolution recognizing the heroism of the United States Capitol personnel and journalists during the insurrectionist attack on the United States Capitol on January 6, 2021.

This concurrent resolution commends the service and professionalism of the U.S. Capitol personnel who ensured Congress was able to continue operating in the wake of the security breach on January 6, 2021, and it expresses appreciation for the members of the news media reporting on the work of Congress despite the risk to their own safety.

Improving Health Insurance Affordability Act of 2021 This bill expands the eligibility of taxpayers for the refundable tax credit for coverage under a qualified health plan and increases cost-sharing subsidies under the Patient Protection and Affordable Care Act.

S 490: Unemployment Insurance Technology Modernization Act of 2021

Unemployment Insurance Technology Modernization Act of 2021 This bill requires the Department of Labor to study and report on the technology needs of federal and state unemployment compensation programs. Based on this study, Labor must develop, operate, and maintain a modular set of technology capabilities to modernize the delivery of unemployment compensation. Before the deployment of the technology capabilities to all states, Labor must select at least four states to participate in a pilot program to test the technology capabilities and demonstrate that they meet requirements. The bill establishes accessibility requirements for filing online unemployment compensation claims. In addition, it prohibits the technology capabilities from relying solely on a high-risk automated decision system to (1) deny a claim for unemployment compensation, (2) reduce the amount of unemployment compensation for which a claimant is eligible, or (3) deny a claimant's right to appeal an unemployment compensation decision.

Clean School Bus Act of 2021 This bill directs the Department of Energy (DOE) to establish the Clean School Bus Grant Program in the Office of Energy Efficiency and Renewable Energy. Under the program, DOE must award grants for the replacement of existing diesel school buses with electric buses.

HR 751: Protecting American Energy Production Act

Protecting American Energy Production Act This bill prohibits the President from declaring a moratorium on the use of hydraulic fracturing unless Congress authorizes the moratorium. The bill also expresses the sense of Congress that states should maintain primacy for the regulation of hydraulic fracturing for oil and natural gas production on state and private lands.

HR 710: Coronavirus Containment Corps Act

Coronavirus Containment Corps Act This bill requires the Centers for Disease Control and Prevention (CDC) to develop, within 21 days, a nationwide contact tracing strategy for COVID-19 (i.e., coronavirus disease 2019) that addresses issues including workforce needs. To implement that strategy, the bill establishes grant programs in the CDC and the Indian Health Service (IHS). It also expands programs in the Department of Labor. The CDC must award grants to state and local health departments to, among other purposes, hire and train individuals for contact tracing positions and related roles. The IHS must award similar grants to tribes and tribal organizations. Additionally, Labor must award grants for states and other jurisdictions to support recruitment and employment of dislocated workers and other individuals in public health roles. Grants and contracts that include contact tracing in their scope of work must comply with prevailing wage requirements that apply to federal service contracts. Employees who work under such grants or contracts must receive similar compensation to that prevailing in the locality where work is performed. The CDC and Labor must report certain information on specified timelines, and the Government Accountability Office must evaluate the activities of grantees.

HR 60: Knife Owners’ Protection Act of 2021

Knife Owners' Protection Act of 2021 This bill permits an individual to transport a knife between two places (e.g., states) where knife possession, carry, or transport is legal. The knife must be securely stored during transport, unless it is an emergency knife designed to cut seat belts. An individual who is transporting a knife in compliance with this bill may not be arrested or detained for a knife violation unless there is probable cause to believe the individual failed to securely store the knife during transport. An individual may assert compliance with this bill as a claim or defense in any civil or criminal proceeding. The bill repeals provisions, commonly known as the Federal Switchblade Act, that prohibit the introduction of switchblade knives into interstate commerce. It also repeals the Ballistic Knife Prohibition Act of 1986, which prohibits the possession, manufacture, sale, or importation of a ballistic knife. Finally, it eliminates two criminal provisions—one that restricts the mailability of switchblade knives, and one that restricts the mailability of ballistic knives.

HR 58: Fund and Complete the Border Wall Act

Fund and Complete the Border Wall Act This bill establishes funding for a U.S.-Mexico border barrier and revises how border patrol agents are compensated for overtime. The Department of the Treasury shall set up an account for funding the design, construction, and maintenance of the barrier. The funds in the account are appropriated only for that purpose and for vehicles and equipment for border patrol agents. For each fiscal year, financial assistance to a country shall be reduced by $2,000 for each citizen or national of that country apprehended for illegally entering the United States through its southern border. The reduced amount shall be transferred to the border barrier account. The Department of State may opt not to reduce amounts appropriated to Mexico for various military and law enforcement-related activities. This bill establishes a 5% fee on foreign remittance transfers and increases the fee for the arrival/departure I-94 form for various aliens entering the United States, with part of the fees to go into the border barrier account. By December 31, 2021, DHS shall (1) take all actions necessary, including constructing barriers, to prevent illegal crossings along the U.S.-Mexico barrier; and (2) achieve operational control over all U.S. international borders. The bill changes how border patrol agents receive overtime pay when working up to 100 hours in a two-week period. For hours worked above 80, an agent shall receive at least 150% of the agent's regular hourly rate.

HR 140: Birthright Citizenship Act of 2021

Birthright Citizenship Act of 2021 This bill limits birthright citizenship by redefining what it means to be subject to the jurisdiction of the United States. Currently, a person born in the United States and subject to U.S. jurisdiction is entitled to citizenship. Under the bill, a person is subject to U.S. jurisdiction if he or she is born to a parent who is (1) a U.S. citizen or national, (2) a lawful permanent resident residing in the United States, or (3) an alien performing active service in the Armed Forces. The bill does not affect the citizenship or nationality status of any person born before the bill's enactment date.
