Choice Neighborhoods Initiative Act of 2021 This bill allows the Department of Housing and Urban Development to make competitive grants to local governments, public housing agencies, or nonprofit entities owning a major housing project to implement transformational housing programs in eligible neighborhoods with a concentration of extreme poverty and severely distressed housing. Leadership in Global Tech Standards Act of 2021 This bill requires the Small Business Administration (SBA) to establish a program that supports the participation of U.S. small businesses in meetings and proceedings of standards development organizations to develop voluntary technical standards. To carry out this program, the SBA must award grants to small businesses for the reasonable costs of participation in standards development organizations. These grants may only be awarded to small businesses that (1) demonstrate technical expertise in key emerging technologies and technical standards (e.g., artificial intelligence), (2) commit personnel with such expertise to regular participation in global bodies responsible for developing standards for those technologies, (3) agree to coordinate between the public and private sectors to ensure protection of national security interests in the setting of global standards, and (4) provide a plan detailing the relationship between the above activities and the proposed standards to be adopted.

Bringing Enhanced Treatments and Therapies to ESRD Recipients Kidney Care Act or the BETTER Kidney Care Act This bill requires the Centers for Medicare & Medicaid Services (CMS) to establish a demonstration program for Medicare beneficiaries with end-stage renal disease (ESRD). Such care must include all covered Medicare benefits as well as transition services for transplantations, palliative care, and hospice. Each organization must have a minimum number or percentage of participating beneficiaries (350 or 60% of beneficiaries served at the organization's facilities) and must also comply with certain fiscal, governance, and quality of care requirements. Additionally, the Government Accountability Office must study certain data that is reported to the CMS regarding pediatric dialysis care, as well as the effects of race-based corrections to a specified kidney function test on referrals of ESRD patients for transplant evaluations.

The Department of Health and Human Services (HHS) must award grants to institutions of higher education or Indian tribes for training health care providers to administer medical forensic assessments and treatments to patients who have experienced interpersonal violence. Additionally, to increase access to and the quality of generalist forensic services, HHS must establish (1) a resource center for health care providers and community health aides, (2) regional learning collectives of states and hospitals, and (3) an online repository of best practices and other resources. The bill also requires designated offices and agencies of HHS and the Department of Justice to annually report on the unmet need for and other issues related to generalist forensic services.

The corporation also has the power to purchase or lease property, enter contracts, borrow funds from the Department of the Treasury (up to a specified limit), and otherwise carry out its functions. A risk committee must develop and review the corporation's risk management policies and an audit committee must oversee the integrity of the corporation's finances. The bill also requires the corporation to develop a performance measurement system to evaluate and monitor projects and guide future projects. Further, the corporation must develop appropriate safeguards, policies, and guidelines to ensure that its projects supplement, rather than compete with, private sector supports.
