Parks, Jobs, and Equity Act This bill directs the Department of the Interior to establish the Parks, Jobs, and Equity Program to support park development and delivery of recreation services, and in so doing, help create or preserve jobs, and provide economic stimulus in communities impacted by the COVID-19 (e.g., coronavirus disease 2019) pandemic. A grant recipient may use a grant awarded under this bill for acquiring land or water that will be used to provide outdoor recreation opportunities to the public, developing or renovating outdoor recreational facilities that provide outdoor recreation opportunities to the public, improving delivery of recreation services to the public, and developing Native American event sites and cultural gathering spaces.
Simplifying Outdoor Access for Recreation Act or the SOAR Act This bill sets forth and revises provisions regarding special recreation permits for use by individuals and groups to engage in recreational activities on federal recreational lands and waters.
This bill terminates on December 1, 2021, certain protections from liability that apply to manufacturers of COVID-19 vaccines. Currently, the liability protections generally expire on October 1, 2024, unless the underlying declaration of emergency is rescinded earlier.
PrEP Access and Coverage Act This bill requires private health insurance plans to cover prescription drugs that prevent HIV, including related screenings, diagnostic procedures, administrative fees, and clinical follow-ups, without any cost-sharing obligation for the plan holder. Further, insurance plans must not impose any preauthorization requirement for this coverage. These coverage requirements also apply to public health insurance programs, including Medicare, Medicaid, and the Children's Health Insurance Program. Additionally, the bill prohibits denying, limiting, or qualifying coverage or increasing premiums for disability insurance, long-term care insurance, or life insurance policies based on an individual taking medication for HIV prevention. The bill further requires the Department of Health and Human Services to award grants to states, or directly to eligible local organizations, to provide uninsured individuals and underinsured individuals access to prescription drugs and related services that prevent HIV. The Centers for Disease Control and Prevention also must develop a public awareness campaign that focuses efforts in communities with a high need for HIV prevention treatment.
Northern Spotted Owl Habitat Improvement Act of 2021 The bill provides statutory authority for the rule published on January 15, 2021, by the U.S. Fish and Wildlife Service entitled Endangered and Threatened Wildlife and Plants; Revised Designation of Critical Habitat for the Northern Spotted Owl .

Promoting Rigorous and Innovative Cost Efficiencies for Federal Procurement and Acquisitions Act of 2021 or the PRICE Act of 2021 This bill directs the Management Directorate of the Department of Homeland Security (DHS) to publish an annual report on a DHS website on projects that have used innovative procurement techniques within DHS to accomplish specified goals. Such goals are improving or encouraging better competition, reducing time to award, achieving cost savings, achieving better mission outcomes, or meeting the goals for contracts awarded to small business concerns. The Management Directorate shall (1) develop and disseminate guidance and offer training for specified personnel concerning when and how to use such techniques, and (2) share best practices across DHS and make available to other federal agencies information to improve procurement methods and training. The Office for Federal Procurement Policy shall convene a Chief Acquisition Officers Council to examine best practices for acquisition innovation in contracting in the federal government.
Compacts, Access, and Responsible Expansion for Mental Health Professionals Act or the C.A.R.E. for Mental Health Professionals Act This bill establishes a grant program to promote interstate licensure compacts for mental health professionals. These are licensure agreements enacted by two or more states to mutually recognize the licenses of counselors, psychiatrists, psychologists, or pediatric mental health professionals. The Health Resources and Services Administration must award grants to interstate compact commissions or professional licensing boards. Recipients may use grants for projects to (1) incentivize mental health professionals to practice in states with interstate licensure compacts, and (2) develop or maintain interstate compact commissions.
This resolution expresses the sense that federal, state, and local governments should make all possible efforts to ensure the continuation of robust local digital and print news and that Congress should support these efforts.
This bill authorizes the Office of the National Cyber Director to accept officers or employees of the United States or members of the Armed Forces on a detail from an element of the intelligence community or from another element of the federal government on a nonreimbursable basis for up to three years. The Office of the National Cyber Director is the principal advisor to the President on cybersecurity policy and strategy and, among other duties, leads the coordination and implementation of national cyber policy and strategy.
Saving Local News Act This bill includes as a tax-exempt 501(c)(3) charitable organization purpose the publication (including electronic publication) of written news articles. In the case of an organization that is tax-exempt due to the publication of written news articles, the term unrelated business taxable incom e does not include any amount attributable to payments for advertisements in news publications.
