S 3814: Modernizing Biosurveillance Capabilities and Epidemic Forecasting Act

Modernizing Biosurveillance Capabilities and Epidemic Forecasting Act This bill makes changes to various biosurveillance activities and infectious disease outbreak analysis capabilities. These changes include expanding reporting requirements and otherwise modifying the scope of biosurveillance activities with a specific focus on improving the integration of other sources of data (e.g., laboratory results) into applicable surveillance systems. The bill also requires the Centers for Disease Control and Prevention (CDC) to continue developing infectious disease outbreak analysis capabilities to respond to public health emergencies and infectious disease outbreaks. In particular, the CDC must identify strategies to leverage the capabilities of public and private entities, including through collaborative partnerships. The CDC must report annually for five years on its efforts.

S 3802: Big Oil Windfall Profits Tax Act

Big Oil Windfall Profits Tax Act This bill imposes an excise tax on the windfall profits of crude oil on taxpayers who extracted and imported more than 300,000 barrels (a barrel equals 42 U.S. gallons) of taxable crude oil (i.e., crude oil, crude oil condensates, and natural gasoline) in 2019, or who extracted and imported that amount in the current calendar quarter. The bill requires rebates of the tax collected to be paid to individual taxpayers. The bill establishes the Protect Consumers from Gas Hikes Fund to finance such rebates.

HR 7053: Hospital Inpatient Services Modernization Act

Hospital Inpatient Services Modernization Act This bill extends the Acute Hospital Care at Home Program under Medicare until two years after the end of the COVID-19 public health emergency (the program allows hospitals to treat certain patients from emergency departments or inpatient hospital beds at home during the emergency period). It also requires an evaluation of this program and the Hospital Without Walls program (the program allowed hospitals to transfer patients to outside facilities, such as hotels, to continue treatment during the emergency period).
