Changed header from 'Introduced by Senator Grove' (February 5, 2026) to enrolled-bill format with Secretary of the Senate and Chief Clerk of the Assembly signature blocks.

Added Governor's receipt line ('This bill was received by the Governor this day of , 2026') and approval/signature block, which are standard for enrolled bills awaiting gubernatorial action.
